SUMMARY OF EXPERIENCE
Mr. Zeigler is a senior environmental, health and safety professional with twelve years of experience in
environmental and safety regulatory compliance. Mr. Zeigler is an experienced project manager in the
development, publication and implementation of environmental, health and safety management programs for the
United States Army National Guard, US Army Reserve, US Coast Guard, and US Air Force throughout the
United States, and private industry. Mr Zeigler is experience in the implementation of web-based environmental,
health and safety management system (EHSMS) applications conforming to the ISO 14001 and 18001 OHSAS
standards. Mr. Zeigler is a Registered Environmental Manager and Steel Tank Institute (STI) Aboveground
Storage Tank certified inspector.
In addition, Mr. Zeigler has extensive experience regarding radiological controls and nuclear propulsion plant
chemistry control, quality control procedures and system testing procedures In addition, Mr. Zeigler has 22
years of submarine reactor plant and steam plant operations and maintenance. Specific area of experience
include submarine seawater cooling systems, steam turbine, hydraulic system, high and low pressure air
systems, propulsion lubricating and purification systems, air conditioning and refrigeration systems
maintenance and operations..
SPECIFIC ENVIRONMENTAL PROFESSIONAL EXPERIENCE
Flightstar Aircraft Services-Environmental Compliance Manager (10/2009-Present) – Mr. Zeigler is
currently serving as the Environmental Compliance Manager for a major aircraft conversion and repair facility
located in the Jacksonville, FL area. Mr. Zeigler is responsible for all environmental programs for two facilities
regarding air emission, waste water, storm water, storage tank, and hazardous waste generation related to
aircraft maintenance and painting. Each facility is a Large Quantity Generator of hazardous waste, of which,
Mr. Zeigler has implemented a hazardous waste management program that has reduced hazardous waste
disposal costs by more than $75,000 annually.
Engineering-Environmental Management, Inc. (10/99 – 9/2009) As a Senior Environmental Professional
Mr. Zeigler managed staff as well as clients, conducted project oversight including project schedules and budgets, and client
interface for a variety of environmental projects related to, AEI, SPCP, SPCC, OWS, SWPPP, P2 Plans, HMWMP, HMBP, EMS,
and environmental regulatory compliance assessments. Additionally, Mr. Zeigler was responsible for professional development of
staff, mentoring, and QA/QC of all deliverables. Mr. Zeigler wrote proposals for DoD and private sector clients, subcontracts,
teaming, and communicate with corporate and management staff. As a project manager on the following projects listed
below:
Boeing Service Company
Subcontracted to the Boeing Service Company as the Environmental Health and Safety Manager for
nine months at the specific request of the one confidential client. The Boeing Services Company is
the Operations and Maintenance contractor for government agency located within the Washington
DC area. The EHS program at BSC was left unmanaged for more than one year requiring Mr. Zeigler
to rebuild the EHS program in less than six months. The major effort at the facility required interacting
with Virginia Department of Environmental Quality to reestablish compliance with the facility’s
synthetic minor air emission permit, hazardous generator status and the need for spill prevention,
control and countermeasures plan and safety management plans.
Environmental Compliance Assessment System (ECAS) Assessments at various US Air Force,
Army Reserve and Army National Guard Facilities, Nationwide (2000-2009).
Mr. Zeigler was a principle team lead and quality assurance for environmental, health and safety
compliance assessments performed at over 200 federal facilities in more than 40 states. Facilities
assessed included aviation support maintenance facilities, armories, and maintenance shops.
Environmental protocols assessed against included Comprehensive Environmental Response,
Compensation and Liability Act (CERCLA), Resource Conservation and Recovery Act (RCRA), Toxic
Substances Control Act (TSCA), Clean Air Act (CAA), Clean Water Act (CWA), Occupational Safety
and Health Administration (OSHA) and other federal and state specific regulations. Findings of
regulatory deficiency, as well as corrective actions were summarized in a Report of Findings.
United States Coast Guard Compliance Assistance Initiative (2007-2009)
Mr. Zeigler served as project manager for the implementation of the USCG Compliance Assistance
Initiative. The project provided assistance to 32 USCG facility personnel in achieving a higher state of
environmental regulatory compliance. Mr. Zeigler managed a team of four personnel that assisted
USCG personnel in complying with all environmental regulatory requirements specific to the USCG
facilities. Specific facilities provided assistance includes aircraft maintenance stations and integrated
support. These facilities operate large bead blast and paint booths, solvent dip tanks, and bulk
petroleum storage farms and perform depot level maintenance of various ships and aircraft. The project
required managing a budget of more than $500,000.
Confidential Client
Mr. Zeigler is the project manager for the following environmental programs for the confidential client
located at various locations within the metro DC area:
• Developed and implemented an organization wide web-based Environmental Management System
(ISO 14001) encompassing all environmental aspects and impacts associated with current
operations and activities of the client. In addition, provides continuous on-site support updating the
Environmental Management System
• Developed and implemented an Integrated Contingency Plan for the headquarters compound bulk
petroleum storage and hazardous waste operations in accordance with 40 CFR112 and 40 CFR

• Developed and implemented Spill prevention Control and Countermeasures Plans for five remote
site locations within the Washington DC metro area.
• Provides on-site environmental support to the Environmental Safety Staff related regulatory
compliance issues for all facilities located within the Washington DC metro area.
• Developed and implemented a Hazardous Waste Management Plan for the headquarters
compound hazardous waste operations.
• Developed and implemented a Storm Water Management Plan providing the client regulatory
compliance with their Multiple Separate Storm Sewer System permit.
Hazardous Materials and Hazardous Waste Management Plans
Mr. Zeigler served as project manager in the development, publication and implementation of statewide
hazardous materials and hazardous waste management plans within the Army National Guard, Confidential
Clients, the United States Marine Corps and Coast Guard, and the Unites States Air Force. The projects
required addressing all associated Army, state and federal hazardous waste regulatory requirements, and
training Army personnel. Mr. Zeigler developed, published, trained and implemented plans for the following

Florida Army National Guard Storm Water Structure Modification Mr. Zeigler served as project lead for the
storm water structure construction modifications at Avon Park Bombing Range. Mr. Zeigler provided
construction and engineering oversight for storm water diversionary structure at the Florida Army National Guard
Unit Training and Equipment Site (UTES) located at the Avon Park Bombing Range. The project modified
structures at the UTES that divert storm water flow to the appropriate collections areas located at the facility.
