PROFILE
Professional civil engineer with nearly 35 years of experience, 5 years in municipal and 30 years as a private
engineering consultant.
Developed strong technical, project and business management and personnel skills while serving as Director of
Engineering for the City of Crossville, Tennessee and Department/Division Manager and Vice-President for
private engineering consultant firms in the Milwaukee, Wisconsin area.
Developed extensive written and oral communication skills while working with general public, residents, staff

1. Oct. 2008-June 2010; City of Crossville, TN; Director of Engineering
• Provided oversight for the planning, design and construction of City facilities by outside contractors and
engineering consultants, including but not limited to, sanitary sewers, force mains and pump stations; water
mains; storm sewers and drainage structures; streets, curbs, gutters and sidewalks; and parks and recreation
facilities. Maintained work in progress and approved payments to Contractors and Professional
Consultants. Performed project administration and inspection services for all City contracts. Completed
in-house design and construction plan preparation for selected City facilities and infrastructure.
• Provided guidance to City Management on the use and oversight of outside contractors/consultants for
various public works design and construction projects.
• Conferred with City Attorney on legal matters as required. Interacted with citizens, neighborhood groups,
civic organizations, private and government agencies and boards. Maintained continuous liaison with
various state and federal agencies regarding regulations, project approvals and funding of projects.
• Served as consultant on engineering matters to the City Council and Crossville Regional Planning
Commission. Prepared reports and presented same to City Manager and City Council. Attended City
Council and Planning Commission meetings on a regular basis.

the design and preparation of plans and specifications (site; site grading, drainage and erosion control;
sanitary sewer; water main; storm sewer; storm water management; and pavement), construction
administration and inspection; and project permitting and approvals.

state and local requirements and providing recommendations to local elected officials and staff regarding

SE WI; sanitary sewer rehabilitation in Milwaukee, WI; water main extension for a correctional facility in
Deerfield, WI; and 26-acre electrical switchyard site development in Maricopa County, Arizona.
• Served as Project Manager for infrastructure support for transportation related projects in SE WI and
northern IL.
