SPECIAL QUALIFICATIONS (FOREIGN CONSULTANCY/EXPERIENCE)

East-West Center Grantee, 1970-1972, Honolulu, Hawaii, U.S.A.

As East-West Center scholar (Open Grants) at the University of Hawaii,

Honolulu, finished Master of Science Degree in Agronomy and Soil Science

under Plan C program (Directed Research: Effects of Salinity on Internal

Water Deficits and Growth of Sugarcane). Observed and consulted with some

staff members at HSPA Experiment Station and Wailua and Ewa sugarcane

plantations in Oahu. Joined EWC Inter-Island Tour and C. Brewer's trip to

plantations and other agricultural establishments in Lanai, Maui, and

Hawaii. Went on a 6-week cultural and educational tour in the Mainland USA

as part of EWC grant and observed in several agricultural colleges and USDA

stations.

Oct-Nov 1979 Soil specialist, sugarcane plantation feasibility study in

South Sumatra, Indonesia

P.T. Tanindo contacted VMC to conduct a technical and economic

feasibility study for the development and management of a sugarcane estate

of about 10,000 hectares to provide cane for a 4000-tcd factory in South

Sumatra. The VMC consultants composed of an agricultural engineer as team

leader, a soils specialist, and an agronomist visited Indonesia during a

four-week period in October 1979 to collect data and gather information.

The appraisal report was written following return to the Philippines.

Detailed information was provided concerning agricultural development,

particularly agronomic and soil aspects, agricultural engineering

requirements, field operations and staffing needs. The plantation aspect of

the project was considered technically and financially feasible after the

necessary cost calculations were made and was highly recommended for

implementation.

Jan-Feb 1981 Team leader, plantation and factory feasibility study in North

Sumatra, Indonesia

The project study for the development of an estate and a second factory

at Sei Semayang, Medan, North Sumatra for large-scale sugar production was

arranged between P.T. Tanindo and VMC. The VMC study team, composed of the

soil scientist as team leader, an agricultural engineer, and an agronomist

visited Medan from January 21 to February 17, 1981 together with their P.T.

Tanindo counterparts to conduct a field survey, gather data, and discuss

with the staff of PTP IX in Medan who will manage the project. The report

was written in Victorias, Negros Occ., Philippines and included land

development, cultivation, cane agronomy, cane harvesting and transport,

factory specifications, staffing needs, sugar production, and financial

viability.

May-Sep 1982 Training consultant, Farm and Crop Management Training Program

on Rain-fed Sugarcane Production in Indonesia

P.T. Tanindo and VMC conducted a training program with Staf Bina

Perusahaan Negara (SBPN) for nine Inonesian sugar technologists for a four-

month period in 1982. Sites chosen and surveyed for their different soil

and rainfall conditions were Jatitujuh in West Java, Sei Semayang in Medan,

North Sumatra, and Gunung Madu in Lampung, Sumatra. The program that lasted

from June to September 1982 provided training both in the scientific

management of rain-fed sugarcane production, using mainly practical

mechanized field operations, and in the farm management aspect including

how to make decisions to ensure profitable economic productivity, how to

combine men, machinery, and materials so designed to help in planning,

organizing, coordinating, and effective control. Training under Indonesian

sugarcane conditions consisted of all aspects of project management and

crop/plantation management from sugarcane project site development to cane

production operations under different typical Indonesian conditions

including observations and participation with local plantation managers,

staff personnel and workers from land clearing and roadwork to cane

harvesting and transport operations.
