Agency of NYC for the construction of the Long Island Railroad
connection to Grand Central Station in New York. Work with
PROFESSIONAL Amtrak to improve rail facilities through New York to support
AFFILIATIONS Amtrak’s HSR “Acela” and regional traffic through the Northeast
Corridor. Managed/directed the design efforts of the OCS group,
NSPE, ASCE, NFPA, APA,
the Signal group, the Communications group, the Track group,

new Signal system and associated redundant Fiber Optic
Communications System to both Railroads. Provide support to
various portions of heavy civil design group (bridge and tunnel
designers) that are upgrading/rebuilding the Harold Interlocking in
Queens, New York. Coordinate overall construction sequencing
and scheduling for civil/systems construction within the active
railroad. Established work requirements and scheduling for
owner controlled forces (signal gangs, traction power and OCS
field forces) on project. These forces were integrated with project
schedules of heavy civil construction contractors working on site.

Worked as Project Manager for the WMATA parking structure
program. Responsibilities included developing scopes of work for
designers, coordination of in-house design reviewers, acting
through Authority Representative on budget and payments to
contractors for parking projects. Led the Technical Evaluation
Team and selected Design Builders for parking structure projects,
including the $20M West Falls Church Parking Structure and the
$25M White Flint Parking Structure. Directed the WMATA field
inspection and construction supervision staff from ground
breaking through owner acceptance for the West Falls Church
Parking Structure early and on budget. Responsible for the
preparation or review of all internal and external documentation
for parking structure projects. Prepared and presented updates
and project concept presentations to WMATA senior level
management. Coordinated discussions with local jurisdictions for
schedule/permitting and acceptance of projects. Prepared and
presented Public Hearing Cases for Zoning Variance Approval in
various Metropolitan DC Counties including Fairfax County, VA
and Montgomery County, MD.
Worked as Design Coordinator for the Expansion of the
Franconia-Springfield parking structure, the WMATA Escalator
Canopy Project, the Airport Authority sponsored Ronald Reagan
National Airport WMATA Station Canopy. This position and
projects required close coordination with local approval agencies
in Arlington, Fairfax, Montgomery Counties, and the District of
Columbia. The Design Coordinator position required daily contact
with the Engineering and Operations Departments of WMATA and
understanding of WMATA design and operations requirements.

Civil Department Head of an A/E firm that provided full service
A/E design for building projects throughout the United States.
Jobs included DEA Laboratory in Largo, Maryland, APHIS
Laboratory in Peoria Illinois, ARS Site in Fort Collins, CO and EPA
Lab in North Tewksbury, Massachusetts. The EPA and DEA labs
were Joint venture Design/Build projects that included full site
design elements. These site efforts included storm sewer design,
sanitary sewer, grading, site planning, landscaping, specification
writing, construction review, coordinating with survey sub-
contractors, and completing and sealing construction documents.
Provided clients with peer reviews of others engineering designs
and acted as CM for changes in schedule, delivery and

Architect of the Capitol (AoC) projects. Project Manager
Prepared preliminary ten-year highway improvement master plan
for the Capitol Campus. Prepared design budgets, staffing
projections and proposals for ongoing projects. Directed sub-
contractors on survey work and utility location for all infrastructure
improvement projects that were ongoing or anticipated as part of
the AoC master plan. Directed staff engineers to finalize design
efforts. Prepared scope and cost for all preliminary civil site work
for the construction of the US Capitol Visitor’s Center.
District of Columbia DOT Consultant Design Engineer
Developed a hydraulic model of the existing 600 acre drainage
shed of I-295 in the District of Columbia to support the expansion
of I-295 to the Woodrow Wilson Bridge Project.

Worked as the lead on various land development projects with
various clients, in Fairfax County to prepare residential and
commercial site plans, other construction documents,
construction schedules, and cost estimates for agency
submissions and client’s and sub-contractor’s use. Coordinated
roadway design and street acceptance with Northern Virginia
Office of the Virginia Dept. of Transportation.
Prepared site plans (land development) for the FFXCO approval
process from General Development Plan to final submission. Also
completed survey computations as needed for the plan approval
process. Computed easements, boundaries and right of ways for
dedication. Survey responsibilities included the supervision of
field crew doing various survey tasks. These tasks included
boundary surveys including deed research, roadway layout,
construction layout, subdivision layout and steel layout. Worked in
the office doing computations for boundary stakeout(s) and
construction stakeout.
