Environmental Compliance Manager

John W. Turk, Jr. Power Plant Project, Fulton, Arkansas (Greenfield Site -

$2.1 Billion)

Develop, implement, and manage multi-media environmental programs for the

construction, commissioning, and start-up phases of a 600 MW coal-fired

power plant. Provide leadership and direction in overseeing the

performance of 13 regulatory permits and all environmental project business

across diverse functional areas including client liaison, project

management, engineering, procurement, subcontracts, and overall

construction. Manage Environmental, Health & Safety Program (EH&S) for

over 1,600 employees while maintaining expense budgets and full

accountability for attainment of EH&S goals.

Highlights:

. Generated over $10 Million in additional work through demonstration

of expertise and relationship building for this project and

external contracts held by the Shaw Power Group.

. Designed, implemented, and managed the Project Environmental

Program receiving zero regulatory violations over the course of 4

In direct responsible charge of developing, supervising, and approving

remedial designs, specifications, contract drawings, project procurement

activities, regulatory permitting, and permit conformance on various

government projects contracted with the U.S. Army Corps of Engineers

(USACE) under the Omaha District, Total Environmental Restoration Contract

(TERC). As Project Manager, responsibilities included budgeting and

scheduling staff, meeting contractual requirements, formulating work plan

supplements, informing clients of expenditures, progress, problems, and

recommended solutions. Additional responsibilities included ensuring

proper implementation of project EH&S programs, reporting, recordkeeping,

and active board membership of the Regional Safety Counsel.

. Successfully negotiated over $30 Million in additional work through

U.S. Army and USACE.

Remediation Site Manager

USACE Total Environmental Restoration Contract ($435 Million)

As Remediation Site Manager for numerous projects contracted with the USACE

under the Omaha District, TERC, responsibilities included the management

and development of contract documents, work plans, drawings,

specifications, completion reports, as well as the execution of all field

project activities associated with demolition and disposal of Army facility

buildings contaminated with unexploded ordnance (UXO), groundwater

remediation, biologically enhanced treatment systems, soil vapor

extraction, air sparging, asbestos abatement, lead abatement, landfill

permitting and construction, sediment dredging, and waste management. I

functioned as the primary point of contact for all project related

activities for the U.S. Army, USACE, Shaw Program Management,

superintendents, and subcontractors. Additional responsibilities included

direct authority over project specific programs, advising Project Managers

of technical progress, expenditures, program needs, potential problems,

recommended solutions, managing project change and procurement activities,

and ensuring that required deliverables are on schedule and within budget.

Highlights:

. Recognized for project delivery and safety excellence with the 2000

USACE Project Delivery Team of the Year and the 2001 USACE

Commander's Safety Award.

. Successfully developed and negotiated U.S. Department of Defense

(DOD), U.S. Technical Center for Explosive Safety (USTCES), and

U.S. Department of Defense Explosive Safety Board (DDESB) policy

revisions to accommodate the successful completion of project

plans, and engineering drawing packages utilizing CADD systems for

miscellaneous government projects. Responsibilities also included ensuring

that the project complies with the contract and overseeing the technical

aspects by reviewing plans and specifications, schedule and control

submittal activities, performing documented QA/QC testing activities, and

providing daily progress reports for client record. Personally developed

the baseline technical documents to be utilized under this Total

Environmental Restoration Contract.

Environmental Engineer / Construction Manager

Planned, scheduled, and managed activities related to the successful

implementation and completion of several major projects. Responsible for

construction/site management at many of the project locations. Major
