Geographic Information Systems
Analyst
Self starter, learned Geospatial Information System tools through self
study followed by classroom instruction to bring a needed capability to
Burleson Consulting. Previously all GIS work had been outsourced adding
cost and delay to every project. CEO placed trust in me and I delivered.
Customer focused; excels in interpreting vague customer requirements then
delivering the right solution on time. Five years experience managing the
Geographic Information Systems department at Burleson Consulting supporting
staff consisting of engineers, geologists, and biologists in both office
and field settings. Reduced field workload by 20% by providing automated
shapes and icons through a point and click interface. Participated in
numerous NEPA/CEQA projects preparing spatial analysis, database queries,
and final figures for report documents.

HIGHLIGHTED PROFESSIONAL EXPERIENCE
. Sacramento Solar Highways Draft Initial Study/Mitigated Negative
Declaration, Sacramento Municipal Utility District (SMUD), Sacramento,
California. Worked closely with SMUD, team engineers, and project
managers to evaluate the possible effects of photovoltaic generation
facilities and electrical interconnection in elevated terrain.
Quickly understood specific customer needs and provided the right
solution using 3D Analyst and topographic data to accurately model
slope, line of sight and sound patterns. Visual and audio impacts
were studied in a near real time model to dynamically determine the
minimal-effect outcome to the surrounding communities. The project
completed on time and in budget.
. East Campus-Operations Center Environmental Impact Report (EIR),
Sacramento Municipal Utility District (SMUD), Sacramento, California.
SMUD required precise analysis due to the proximity of sensitive
environmental areas to move forward with a needed operations center.
Coordinated with Sacramento County, SMUD and Department of the
Interior to obtain and developed GIS data for the SMUD Corporate Yard
EIR project. Evaluated hydrological and biological spatial data from
multiple data sources to overlay precisely on the project site. This
precision helped in determining accurate distances to adjacent
wetlands reducing environmental impacts. Resulting datasets and
figures clearly delineated that SMUD had complied with all regulations
expediting the permit process with federal agencies and allowing SMUD
to begin construction on schedule. Analysis of data highlighted the
need to add coordination with local water and sewer agencies to locate
pipelines in the vicinity of the site aided the SMUD design team with
the site layout of the facility.
. Sacramento Municipal Utility District (SMUD), Sacramento, California.
Defined and created GIS product to support strategic planning at SMUD.
Coordinated with the City of Sacramento to obtain spatial data layers
for land use, and the Sacramento 2030 General Plan. Created a time
phased overlay that provided SMUD planners with accurate geospatial
tools to analyze the impact of planned land use to ensure that SMUD
anticipates future needs and develops appropriate plans.
. Solano Wind Project Phases 1, 2, and 3, Sacramento Municipal Utility
District (SMUD), Solano County, California. This project supported
the installation of 75 wind turbine generators and associated
facilities in the Montezuma Hill region of southern Solano County. A
key element for success was detailed tracking of avian mortality
patterns in the existing Phase 1 and 2 project sites. Designed and
implemented GIS tools to locate and analyze the positions of deceased
birds and bats and annotate those deaths attributable to wind turbines
in the existing Phase 1 and 2 sites supporting a team of survey
biologist. Provided automated tools to facilitate the rapid
collection and analysis of data. Used the geospatial plots of the
analytical products to support Senior Biologist in plotting danger
areas and relocating burrows to protect the owls IAW California
Department of Fish and Game guidelines.
. Leviathan Mine Superfund Site Weekly and Annual Oversight Reports,
Alpine County, California. With groundwater data collect over the
course of several surveys, I designed a database for interacting with
the GIS software enabling the ability to match the collected depths of
each survey to corresponding GPS survey points. This allowed the use
of 3D Analyst to create a TIN from the data which provided the
necessary data to create contours of the ground water plume. With
this knowledge, the direction of flow and clean up of the site could
be measured over time allowing team geologist the ability to implement
site specific techniques testing their success rates.
. GIS Analyst and Public Involvement Specialist. Environmental Impact
Statement (EIS) and Environmental Impact Report (EIR) Western Area
Power Administration, Northern California. Complex project involving
preparation of the SVS Draft and Final EIS for construction of new
transmission lines for Western. Worked with representatives of SMUD
and the City of Roseville as cooperating agencies. Identified
specific land use information from the counties and coordinated with
their GIS staff the release of information. Consolidated data from
various agencies in differing formats. Reconciled data differences
and developed a set of clear, concise overlays for internal and
external use. Developed the internal website for this project to
facilitate information sharing and coordinate activities across
multiple agencies. Prepared the project newsletter for semi-annual
mailings to the public.
. Enterprise Rent-A-Car, Sacramento, California. Highly motivated,
exceed many goals set by the company. Earning employee of the month
twice for car sale referrals. Operated as Assistant Branch Manager,
generating a growth increase of more than 50% in both rental fleet and
sales. Excelled in motivating Management Trainees to succeed and earn
promotions with in Enterprise. Won numerous achievement awards for
both sales and branch office success.
