Robert P. Newman, P.E, BCEE
Vice President
Mr. Newman is an engineer with more than 30 years of experience in
environmental engineering, industrial process studies, management
consulting, strategic planning, and policy development. He has held
positions in government, industry, and consulting. He is also nationally
recognized in the field of air quality management. Mr. Newman has extensive
international experience having worked in Europe, South America, Africa,
and Asia.
Professional Experience
Air Quality Management- Mr. Newman has managed consulting projects for the
majority of major U.S. corporations. Has experience in a wide range of
industries including, organic and inorganic chemical, petrochemical,
primary and secondary metals, mining, semiconductor, pharmaceutical, power
generation, waste-to-energy, printing, and agribusiness facilities. He has
a long history of developing cost effective solutions which compliment
manufacturing operations. He has had direct involvement with assisting
U.S. industry plan for the international global warming restrictions. He
has managed process safety management and accidental release projects for
facilities falling under Occupational Safety and Health Act (OSHA) and U.S.
Environmental Protection Agency (U.S. EPA) regulations. He has managed a
wide range of regulatory programs relating to air quality compliance for
industry. Has successfully managed major source permits subject to Title
V, Prevention of Significant Deterioration (PSD), and New Source Review
(NSR) requirements. Skilled at developing Best Available Control
Technology (BACT), Reasonably Available Control Technology (RACT) and
Lowest Available Emission Rate (LAER) analyses and negotiating cost
effective control alternatives with regulatory agencies. He has managed
extensive emission trading and offset initiatives for emissions of NOx and
VOC in nonattainment regions of country. Extensive experience with state
regulatory programs including air toxics initiatives. He has also
extensive knowledge of atmospheric dispersion modeling techniques and
models. Mr, Newman has also directed numerous greenhouse gas assessments,
inventories, and evaluations for both the private and public sector. An
example was a comprehensive greenhouse gas emission inventory for the Port
of Boston completed in 2010.
Government work has included management of national air quality assessment
program for the United States Air Force. Programs included the management
of emission inventory projects for U.S. Air Force bases worldwide. Also
included were comprehensive evaluations of emissions and regulatory issues
(i.e., Title V, Conformity Rule) involving stationary, fugitive, and mobile
sources. He managed comprehensive chlorofluorocarbon (CFC) inventory
project for U.S. Eighth Army, Korea. Mr. Newman has also managed multiyear
environmental support contracts for major US airports including Dulles
International, Logan International and Baltimore/Washington International.
Recently he worked on obtaining a General Conformity approval for one of
the largest port dredging projects on the east coast.
Mr. Newman secured one of the few essential use exemptions ever approved by
the United Nations Project, and under the Montreal Protocol Project for the
U.S. Air Force Titan IV Rocket program. Project involved extensive high
level negotiations with U.S. EPA, United Nations, and members of the
international community. The success of the project allowed for the
schedule of critical missions to be achieved, including the Cassani deep
space probe.
Policy, Legislation, Regulations, and Legal Support-Mr. Newman has
extensive experience in providing expert witness testimony. Mr. Newman has
served as an expert witness at state, federal and binding arbitration
proceedings. He has represented major industrial groups in addressing
issues relating to the Clean Air Act Amendments. He has been nominated to
serve on numerous regulatory and technical steering committees.
For the U.S. EPA, has managed the development of several New Source
Performance Standards (NSPS) as a consultant to the Office of Air Quality
Planning and Standards. Specific projects were managed for the coal
preparation industry, the secondary aluminum manufacturing industry, and
the perchloroethylene cleaning industry.
Mr. Newman is supporting the American Chemistry Council involved in a
variety of high level consulting activities ranging from the Responsible
Care web-based performance metric reporting to the USEPA Residual Risk
Program. Also managed the reporting of greenhouse gas and energy metrics
for the US Chemical Industry.
Mr. Newman has been appointed to serve on multiple Airport Cooperative
Research Program Committees of the Transportation Research Board (TRB) of
the National Academies.
NEPA Experience- Mr. Newman has participated in NEPA projects for most of
his career. He has managed/developed technical documentation related to
NEPA compliance, environmental assessments, and environmental impact
statements. Projects have included large land use, natural resource,
water, energy, transportation, and local/state/federal development
projects. Federal clients have included the Department of Defense,
Department of the Interior, Department of Energy, Department of
Agriculture, and the Environmental Protection Agency.
Risk Assessment-Managed a variety of human health risk assessment programs.
Projects were performed under the low risk demonstration program as
provided by federal MACT standards. Key components of such studies were
atmospheric modeling, exposure assessments, and risk determinations of
sensitive populations. Other projects managed involved documenting
carcinogenic and non-carcinogenic risks to exposed populations in
accordance with State programs or court-ordered exposure assessments.
Managed an assessment of the Clean Air Act 112r residual risk implications
on the US chemical industry for the American Chemistry Council.
Air Pollution Control-Has extensive expertise in all aspects of air
pollution control technology including incineration, electrostatic
precipitation, fabric filtration, wet/dry scrubbing, biofiltration, and
carbon adsorption. He has performed sophisticated economic and technical
evaluations to determine optimal control options. Additionally, he has
designed performance testing programs for control systems.
Air Pollution Monitoring-Performed complex source and ambient air pollution
monitoring programs; managed fleet of vehicles and mobile laboratories
required to support programs nationwide. He has performed a wide range of
air pollution monitoring services, including air emission inventories. Mr.
Newman has managed more than 15 trial burn testing programs for Resource
Conservation Recovery Act 1976 (RCRA) and/or Toxic Substances Control Act
1986 (TSCA) hazardous waste incinerators. Currently managing a multiyear
hexavalent chrome ambient monitoring program at major Port facility in the
Mid-Atlantic region. The project was associated with a human risk
evaluation. Also presently managing a comprehensive ambient air quality
monitoring network at a major airport in the New England area.
Environmental Auditing- Mr. Newman has managed comprehensive auditing
programs as numerous facilities including chemical, pulp/paper/forest
products, utility, waste-to-energy, and general manufacturing plants.
Audits have been performed at both domestic and international facilities.
Mr. Newman has been an instructor for a Environmental Management Systems
(EMS) course given twice a year in Washington DC.
Wastewater Treatment/Stormwater Management-Managed a wide range of
wastewater treatment programs, including National Pollutant Discharge
Elimination System (NPDES) permitting, wastewater characterization, odor
control, and pilot plant design. He also has specific expertise in the
area of wastewater disinfection. He has also managed the development of
numerous stormwater management and Spill Prevention Control and
Countermeasure (SPCC) plans throughout the country.
International Experience-Mr. Newman has managed a broad range of
international consulting and engineering projects. Projects have involved
assessing and improving overall environmental management strategies and
approaches. Project have been performed in countries including Hungary,
China, South Korea, Greenland, Ireland, Chile, Poland, Czech Republic,
Israel, Turkey, Ukraine, Mexico, and New Zealand. Mr. Newman was a guest
of the Peoples Republic of China to address the Atmospheric Environment
Conference in Beijing. Mr. Newman was a guest lecturer faculty member for
a lead-phaseout conference sponsored by the United States Environmental
Training Institute in Lima, Peru, and in Santa Domingo, Dominican Republic.
