I am a Biologist with more than 18 years of experience in Utah, Idaho,
Oregon, and Washington and extensive experience in field data collection,
data analysis, and documentation, including NEPA, ESA, CWA, and SEPA. My
extensive experience includes work in the fields of fisheries, wildlife,
forestry, soils, and construction monitoring. I have spent a great deal of
time as a naturalist in southern California, particularly in the Mojave
Desert, and I am familiar with many of the plant and animal species of
southern California.
Representative experience:
Benton Irrigation District Pipeline Project: Prepared a SEPA Checklist for
a million dollar project designed to improve the efficiency of the
irrigation system for a rural community in southeastern Washington while
returning more water to the Yakima River.
Buhler Ranch, Lostine Diversion, and Godley Ditch Stream Restoration
Projects: Prepared 2 Biological Assessments and 3 Joint Permit Applications
for 3 riparian restoration projects in northeastern Oregon.
Birch Creek Road Bridge Replacement Project: Prepared a Biological
Assessment and Categorical Exclusion for the replacement of a dangerous
bridge in northeastern Oregon.
Upper Wallowa Emergency Bank stabilization Project: Prepared a Biological
asessment in 2 days, which resulted in completion of the project within the
established in-water work window.
US-20 Pioneer Mountain to Eddyville Road Realignment: Field Supervisor for
Migratory Bird Treaty Act (MBTA) Compliance. Supervised nest location crew,
reported findings, Communicated with the client and quality control groups
regarding disposition and protection of nests. Salvaged fish for culvert
placement, stream restoration and French drain construction.
US-20 Pioneer Mountain to Eddyville Road Realignment: Monitored in-water
work, including bridge work, stream realignment, culvert installation, and
French drain construction. Reported hazardous material spills and monitored
cleanup. Monitored condition and function of erosion control measures.
Prince of Whales Island: Prepared Biological Assessment and Evaluation for
Forest Service road maintenance and closure project.
Windsor Island Willamette River: Prepared Fish Management Plan for managing
entrainment of fish into gravel mining ponds.
Tillamook Bay: Prepared Biological Assessment for maintenance dredging of
Garibaldi Boat Basin.
Burnt Bridge Creek: Prepared informational materials to inform maintenance
personnel as to the maintenance and function of engineered wetlands.
Mount Howard Paraglider Launch Site: Prepared Biological Assessment and
Biological Evaluation for developing a launch site for commercial
paragliding on Mount Howard in the Wallowa Mountains of northeastern
Oregon.
Port of Vancouver Gateway Project: Reviewed fisheries sections of
Environmental Impact Statement and technical memorandum examining the
effects of development of port facilities on species listed under the
Endangered Species Act. Provided quality control for data collected on
migratory and endangered birds existing at the Gateway site.
I-5/SR 502 Interchange: Prepared effects analysis for biological assessment
examining the potential effects lane expansion and interchange construction
on endangered fishes, assessed riparian impacts. Surveyed trees and
ordinary high water mark for compliance with Section 10 of the Clean Water
Act. Identified and located sensitive and endangered plants.
Fazio Brothers Columbia River Dredging Project: Prepared biological
evaluation examining the potential effects of dredging operations on
species listed under the Endangered Species Act including bald eagles, and
endangered salmonids. Prepared response to agency comments on biological
assessment, essential fish habitat consultation, and effects analysis.
139th St Interchange: Prepared ecological assessment, evaluated wetlands,
cultural resource, and hazardous waste site impacts, calculated wetland
impacts.
138th Street Improvements: Inventoried and mapped trees for tree
conservation Ordinance.
Captain Lewis and Clark Park: Prepared biological evaluation examining the
potential effects of developing an existing park on species listed under
the Endangered Species Act including Bald eagles and endangered salmonids.
Coordinated with agency personnel, prepared essential fish habitat
consultation, and effects analysis including in-water work and work below
ordinary high water in compliance with Section 10 of the Clean Water Act.
Western Gray Squirrel Wildlife Management Plan: Prepared wildlife
management plan for rehabilitation of disturbed western gray squirrel
habitat in Skamania County, Washington. Coordinated with agency personnel.
Lower Columbia Fish Recovery Board Subbasin Plan: Prepared program
inventory for Subbasin Plan. Tracked budgets and prepared weekly progress
reports.
U.S. Forest Service: Conducted rangeland surveys for water development and
enclosure condition for rangeland permit compliance, Wallowa County,
Oregon.
Klamath River Relicensing Project: Collected fisheries habitat, population,
and condition data, analyzed diet and age of fish for FERC relicensing
compliance.
Fish Salvage Project: Collected fish for relocation in western Washington.
Lower Willamette Fish Health and Human Health Investigations: Collected
fish tissue samples for measurement of heavy metals and toxic substances.
Portland Terminal-4 Dredging Project: Monitored turbidity for dredge
operations for EPA compliance.
Snake River Salmon and Steelhead Investigations: Conducted telemetry
surveys for salmon and steelhead on the Snake River in Idaho and
Washington. Operated boats and telemetry equipment.
St. Joe River Cutthroat Trout Investigations: conducted creel census
surveys, snorkeled transects, sampled fish with hook and line to assess
hooking avoidance behavior.
Erythromycin Efficacy Studies: Observed stringent sanitary guidelines for
care and feeding of fish in fish in disease research wet lab.
Coeur d'Alene River Mine Waste Analysis: Developed procedure and apparatus
for assessing the mobility of arsenic in contaminated sediments and
conducted chemical assays on contaminated soils.
Lower Snake River Recovery Plan Smolt Monitoring Project: Prepared annual
report for smolt monitoring program. Trapped and handled fish, collected
data, implanted PIT tags, analyzed data, prepared annual report.
Sesesh River Video Weir: Installed video weir for salmon migration
research.
Salmon Gamete Cryopreservation Project: Collected and transported salmon
gametes for cryopreservation. Reactivated cryopreserved semen for spawning
salmon in hatchery.
Northeast Oregon Captive Broodstock Project: Collected genetic samples and
assisted in spawning of captive broodstock, Bonneville Hatchery.
Northeast Oregon Hatchery Masterplan: Lead writer for salmon and steelhead
recovery masterplan for northeast Oregon.
Center for Applied Thermodynamic Studies: Prepared Summary report on
Vertical borehole regulations for US and Canada, Prepared Vertical Borehole
Regulations Web Page, Edited masters theses, journal articles, annual
reports and symposia
St. Joe and North Fork Clearwater River Bull Trout Spawning Ground Surveys:
Surveyed tributaries for bull trout redds, habitat conditions and fish
passage barriers.
Kootenai River White Sturgeon Investigations: Collected behavioral, age,
sex ratio, and population data for white sturgeon. Used surgical techniques
for sexual identification. Used trawling gear for assessment of spawning
success. Used a variety of field equipment for capture, telemetry and
trophic analysis. Collected and inventoried spawning ground data for
kokanee salmon,and prepared reports.
Kootenai River Burbot Investigations: Collected population data for burbot,
Boundary County Idaho.
Couer d'Alene Lake Kokanee Investigations: Trawled for kokanee salmon and
collected age distribution data. Entered data for northern pike research.
Kootenai River Experimental Hatchery: Collected captive broodstock, cared
for fish in hatchery, participated in spawning of white sturgeon, performed
necropsy and tissue analysis, transported fish, prepared hatchery
operations manual. Collected blood and tissue samples for viral and genetic
research. Prepared tissue for transport. Assesses sperm motility and egg
development.
US Forest Service: Marked, cruised and surveyed Timber for sale, evaluated
wildlife habitat conditions for pileated woodpecker, elk, deer, grizzly
bear, and caribou. Fought forest fires.
US Forest Service: Conducted stream surveys, habitat measurement for bull
trout. And assessed streams for corrective structure placement.
US Forest Service: Trail maintenance, campground construction in Utah's
Wasatch Mountains and rangeland rehabilitation in Utah's Stansbury range.
