Superintendent / Manager Manager-Force Protection Blasting and Coatings Department. Responsible for

process Development and Execution, to meet all contractual requirements in the

application of MILSPEC CARC coatings. Developed processes and systems

that fully utilized facilities and personnel, increasing product output from 5

units to 130 per month.

Evolution Planning Project Manager - Orchestrated numerous evolutions requiring multidiscipline

& Control groups to work together for the safe, rapid completion of a common goal over

a diverse product line. Developing production requirements based on system

capabilities and impediments.

Manufacturing Master Planner - tracking, and forecasting the production of all

company programs. Provide qualitative data to upper Executive Management

accurately predicting production abilities as well as identifying and providing

guidance to remove obstacles and constraints and providing solutions.

Program Manager Senior Enlisted Advisor of the USS Dwight D. Eisenhower Complex Overhaul

(COH) Department. Developed, planned, and maintained long and short range

repair schedules. Successfully completing a scheduled 24-month overhaul in 18

months.

Communications Conducted corporate meetings with Senior Management and the Customer

providing qualitative production projections and budget requirements. Daily

working with both overseas and government customers providing up to the

minute production status and forecast. Know as the go to person by all

customers.

Facilitator/Instructor Reviewed and up-dated United States Coast Guard Coatings and Colors

instructions. Provided recommendation to the overall redevelopment of class

room instruction to USCG personnel attending Boatswain Mate “A” school.

Training Administrator Researched and drafted a comprehensive training and evaluation program

for company painters and blasters. Developed a daily performance

grading system for all materials in various stages of coating in which

grades are recorded in individual performance reports. This program

improved the quality in workmanship and reduced costly rework.

Manufacturing Program Manager - Responsible for the daily production

management over all programs. Scheduled, monitored, and coordinated, all

aspects of production ensuring all customer requirements are met.

- Developed a daily production report allowing production status to be used to

analyze program capability and ability to meet production requirements.

Provided Executive and Program Management with daily program status and

recommendations.

Paint Manager / Superintendant - Monitored daily paint production

requirements. Ensured that material flow to fabrication, integration and

spares orders were met. Forecasted long-range requirements by designing

Boatswain’s Mate Instructor - Train US Coast Guard personnel in duties

including navigation, deck maintenance and preservation (surface preparation,

applications, atmospheric conditions, and paint failure analyses). Updated

Coast Guard surface preparation and coating instructions to meet, NACE /

SSPC standards.

Vanwin Coating of Virginia 10/03 – 12/04

Quality Assurance Supervisor - Developed, implemented and controlled a

detailed Plan of Action and Milestone (POA&M) procedures to ensure the

company met SSPC QP-1 / QP-3 certification and ISO standards which

improved the over all production quality. Updated and implemented data

resources for Quality Assurance Guidelines and inspections

Directed development of production schedules and work packages. Established

certification procedures for company painters and blasters, and implemented

tracking procedures reducing the cost of rework and improving the quality of

the final product.

DYN Marine Services 3/03 – 10/03

MPSRON Three Far East

Manager/Operator – Supervised the operation, maintenance and scheduling of

squadron communication equipment. Developed and maintained metrics which

identified atmospheric communication outages, minimizing time spent

troubleshooting and increasing productivity. Directed the communications

suite move removing all equipment from MV LUMMIS and re-installing it on

MV PHILLIPS, completing this operation a month ahead of schedule at a

considerable savings to the company.

Family Literacy Foundation, Military Program 3/02 –

7/02

Program Manager - Established the Foundation’s East Coast Office.

Afloat Training Group Norfolk, CNO SAR Evaluation 1999-2002

Program Supervisor - Responsible for the Atlantic Fleet Search and Rescue swimmer program;

scheduling, monitoring and compliance of all ALANT Fleet units. Developed,

scheduled and monitored improved evaluation and training program which cut

the customer’s cost of developing SRSs by over 50%.

Naval Cargo Handling and Port Group, 1997-1999

Williamsburg, VA.

Senior Enlisted Advisor - Combat Logistic Control Officer: responsible for

planning and execution of the movement of material, cargo, and personnel in

support of Maritime Operations around the world. Senior Enlisted Advisor to a

command of 240 personnel.

Operations Specialist - Assigned to the Advanced Guard to evaluate ship to

shore support and unit security / defense during Kosovo Operations during

Maritime Pre-positioning Force (MPF) operations. The Officer in Charge /

Logistic Control Officer of a 30-person detachment for the reorganization of the

Marine Vessel BOBO in Rota, Spain. Planned and executed the safe and

efficient movement of over 300 marine containers and 400 Combat vehicles.

Provided physical security when political events prevented local authorities

from performing these duties.

USS Dwight D. Eisenhower, CVN-69 1993-1997

Norfolk, VA

Deck Department Leading Chief Petty Officer - Developed the 117-person

department into one of the ship’s leading departments. Responsible for all

departmental production requirements. Directed the day to day

operations of the scheduling and execution of ships personnel and

equipment and ensure all comments were met if not exceeded.

Planned, executed and directed a training program which allowed assigned

personnel and ship’s boats to provide material, personnel, and mail movement

during the ship’s deployment. This required daily supervision to support the

needs of other departments. This dramatically reducing the expenditure of

funds from Moral Welfare and Recreation (MWR) by $82,000.00.

COH Department Senior Enlisted Advisor - Coordinated the start-up of a

department of 600 personnel, establishing 5 repair divisions and assigning

personnel. Brought critically needed cooperation and discipline to the

department. Responsible for the scheduling, supervising, and completion of all

assigned repair projects. Over looked planning, status reporting, and

accountability; chaired status meetings and upgraded relations between

assigned personnel and shipyard management.

Naval Station Annapolis, 1991-1993

Operations Leading Chief Petty Officer - Managed a complex organization ensuring full utilization,

of assets worth over 200 million dollars.

Responsible for a fleet of 20, 175-ton Yard Patrol (YP) Craft, directed the

planning, scheduling, repair and refit. Coordinated both daily operations and

long range schedules to support customer requirements.

USS New Jersey BB-62 1988-1991

Long Beach, CA

Deck Leading Chief Petty Officer - Managed a 600-person department,

responsible for the production of 6 divisions and Ship’s Flight Deck Officer for

helicopter and Unmanned Aerial Vehicle (UAV) operations. Directed the

scheduling and operations of the Air facility in which over 10 million pounds of

cargo, 2000 personnel movements, and 80,000 pound of mail were delivered to

the various customers. Managed Deck Branch’s inactivation/DSRA work

schedule. Monitored the daily production status ensuring that the vessel was

completed on schedule and turned over to the Fleet Reserves. Proficiently

handled unplanned personnel losses and material restrictions to complete all

requirements ahead of schedule.

USS Wabash AOR-5 1985-1988

Long Beach, CA

Deck Leading Chief Petty Officer - Responsible for 7 logistic fuel

replenishment stations and all flight deck operations. Ensured that all

equipment was operational and crews ready to meet required deliveries to the

customer. Providing fuel, supplies, and ordinance on schedule efficiently and

safely.

Responsible for 24 Al-Masirah airhead operations requiring a “transparent

footprint” during Operation Praying Mantis. This operation required the set up

of a warehouse operation on a small desert island. Planned and executed a

complex operations including the scheduling and movement of thousands of

personnel and the timely movement of billions of dollars worth of equipment to

support and maintain operations with 100% accuracy and success.
