Period of Service : August 2008 - present

D uties and Responsibilities: The Fallon Paiute Shoshone T ribe completed a major

reorganization which combined the Cultural Resources Programs and Education

P rograms into one department. I became the director of this department and am

responsible for oversight and implementation of all education and cultural resources

p rogram activities. Program activities include but not limi ted to: coordinating all

p ublic outreach to Tribal Membership, Community and Surrounding Agencies on

E ducation and Cultural Preservation activities, government to government

consultation, proposal development, higher education, language preservation,

cultural resources preservation and protection, library services, museum

development, NAGPRA and repatriation activities, delinquency prevention, after

school tu toring, community recreation, mandated reporting (quarterly reporting,

g rant reporting, program reports), program budget development and maintenance,

and employee supervision.

Position Held : Cultural Resource Director

Period of Service : September 2002-August 2008

Duties and Responsibilities: Responsible for the development of correspondence

and coordination of cultural preservation, sacred site protection and repatriation

activities with Federal, State and T ribal Agencies on behalf of the Fallon Paiute

Shoshone Tribe. I was responsible for research and comment development of cultural

and environmental impacts to T ribal lands and aboriginal lands of the Fallon

Reservation and Colony. Developed and maintained a clearinghouse of T ribal

h istorical Tribal documentation as well as coordinated all public outreach to Tribal

Membership, Community and Surrounding Agencies on Cultural Preservation. I was

responsible for the oversight of T ribal Language Preservation and Revitalization

P rogram as well as coordinated the Great Basin In ter-Tribal NAGPRA Coalition

Activities which include soliciting Great Basin T ribal participation, technical

assistance with NAGPRA issues, policy development, information sharing,

i nstitutional collection review/repatriation and cultural education. I was responsible

for program grant wri ting for future program funding which also included grant

i mplementation and mandated grant reporting. Finally, I was responsible for the

cultural program budget development and oversight as well as responsible to

complete other assigned directives from the Fallon Business Council.

Period of Service : October 2001 – September 2002

Duties and Responsibilities: Responsible for the development of correspondence

for Tribal Chairman to Federal, State and T ribal Agencies. I conducted historical

research of T ribal, Cultural, Environmental, Economic Development, NAGPRA,

Repatriation, and Legal Issues. I was responsible for addressing all personnel issues

t hat were directed to the T ribal Chairman’s office which included grievances,

i nterviews and dispute resolution. I attended meetings to represent the Fallon T ribe

and the Tribal Chairman with Federal, State and Tribal Agencies. I Coordinated the

T ribal farming program on behalf of the Chairman which included employee

coordination, water delivery oversight, farming material purchases, farming program

budget development and monitoring. I was responsible for the Chairman’s Office

M anagement (Filing, Database, and Computer Processing). I coordinated public

outreach to T ribal Membership, Community and Surrounding Agencies on behalf of

t he Fallon T ribe and T ribal Chairman. I worked to develop grant proposals for Tribal

p rograms as directed and was responsible for development and oversight of the T ribal

Chairman’s program budget development and maintenance.

Duties and Responsibilities: I was responsible for the implementation and

oversight of the environmental protection program for the Fallon Paiute Shoshone

T ribe. I was responsible for program grant wri ting for future program funding which

a lso included grant implementation and mandated grant reporting. Implementation

of all environmental programs include water quality, air quality, solid waste, natural

resources, cultural resources, hazardous waste, emergency response, environmental

assessments, environmental planning, environmental code development, employee

supervision, public outreach to Tribal Membership, Community and Surrounding

Agencies on environmental issues affecting the Fallon Tribe. Finally I was also

responsible to complete other assigned directives from the Fallon Business Council.

Duties and Responsibilities: T he Vice-Chair assumes the duties of the T ribal

Chairman in his absence or at his request. Responsibilities include:

governmental/inter-agency correspondence, issues dealing with t r ibal matters

relating to membership, government, law and order, education, welfare, recreation,

f iscal management, economic development, public outreach, development of codes

and ordinances, personnel, implementation of federal, t r ibal and other laws

applicable to T ribal lands and/or programs, contract approval, policy development,

and land use planning.

T hroughout my term have been assigned to several programs in an acting capacity:

• T r ibal Administrator (9 month assignment) This position supervises all

T ribal programs and is responsible for the implementation of all T ribal

P rograms which include T ribal Administration, T ribal Health Center, T ribal

Court, Law Enforcement, Education, Tribal Resources (farming program),

E mployee Resources, Social Services, Tribal Senior Center, and Housing.

• Housing D i rector (8 month assignment) – This position is responsible for

t he implementation of the Fallon Paiute Shoshone Tribes Housing Program

w hich is funded through the Department of Housing and Urban Development

( HUD).

D uties and Responsibilities: Establish business activities as well as develop

entrepreneur opportunities, revenue, and employment opportunities for the Fallon

Paiute Shoshone Tribe and surrounding community. Responsible for developing

D irectors. Responsible for project development, identifying financing and securing

f inancing for business development projects, tax code development, personnel, public

outreach and partnership development with government officials (Federal, State,

T ribal, and Local) as well as with the surrounding community with economic

development opportunities.

Bureau of Land Management Resource Advisory Council – Native American

R epresentative

Period of Service: October 2004 – July 2010

Duties and Responsibilities: T he Sierra Front-Northwestern Great Basin RAC

covers a geographic area approximately coinciding with the Sierra Nevada, Malhuer

H igh Plateau, Humboldt, Fallon-Lovelock and Carson Basin major land resource

a reas. T hese areas include federal public lands administered by the BLM-Carson

C ity and Winnemucca Dist rict Offices in Humboldt, Pershing, Washoe, Storey,

Carson City, Douglas, Churchill, L yon, Mineral, and Nye Counties in Nevada and

small portions of Alpine, Lassen & Sierra Counties in California.

T his RAC meets 3-4 times per year. Membership includes a cross section of Nevadans

a round the state representing energy, federal grazing, and commercial recreation

i nterests; environmental, archaeological interests, dispersed recreation, and wild

horse and burro interests; and Native Americans, elected officials, state agency

representatives and the public at large. Council members are selected for their

ability to provide informed, objective advice on a broad array of public land issues and

t heir commitment to collaboration in seeking solutions to those issues.

Churchill County School D istrict – Bond Advisory Committee

Period of Service: Janua ry 2009 – cur rent

Duties and Responsibilities – review and recommend to the Churchill County School Board the

use of school bond revenues to finance the acquisition, construction, improvement, and equipping

of school facilities.
