Responsible for activities in safety related engineering,
design, training and consulting services as part of project
support for all phases of project execution within Foster
Wheeler and ABB Lummus Global. These responsibilities
include functions in Process Safety to ensure safe plant
design and compliance with applicable codes and standards.
Completed several process plants safety studies for
refineries and chemical plants. This included HAZOPs,
SIS/SIL Reviews, LOPA, evaluation of over pressure relief
system, relief valves, flare basis of design, flare
hydraulic calculation using state-of-the-art computer
simulations. Process plants included Ethylene Plants,
Hydrotreaters, Hydrocrackers, Hydrogen Plants, Sulfur
Plants, LNG, FCC, Delayed Coker, Visbreaker, Crude/Vacuum,
and various offsite and OSBL facilities.
Prior to joining Foster Wheeler, had extensive refinery
experience including offsite/utilities including the
following:
. Effluent Water Treatment Project, which included a pilot
plant setup and operation, PFD and design document
preparation.
. Design of process units including crude and vacuum units,
delayed cokers, and offsite facilities in two petroleum
refinery expansion and modernization projects. Associated
with the projects were fieldwork for data collection of
utility systems, pressure relieving and flare systems,
interconnecting piping, and product tankage.
. Three field assignments for troubleshooting and
recommendation of cooling water systems.
. Design of a new flare system for a refinery and incorporate
existing systems in the new design.
Also had several technical support assignments, which
included unit start-up and debottlenecking. Provided
technical and process services for a grassroots refinery to
replace an existing one. This included several
hydrodesulfurization processing units for gas, oil,
kerosene, and atmospheric residue. Other units included are
hydrogen plants, crude and vacuum distillation, FCC unit,
hydrocracker, and several associated units for the
treatment of gases and liquid effluents.

Current assignment is Process Safety Coordinator for a multi-billion
petrochemical complex in the Middle East. Tasks involve
reviewing Client Standards and Specification, Loss
Prevention Principles, and perform GAP analysis for
applicability to the project. Develop procedures and
strategy to be implemented on the project.

Chief Engineer/Senior Principal Engineer Process Safety-
Responsible for activities in safety related engineering,
design, training and consulting services as part of project
support for all phases of project execution with ABB Lummus
Global Inc. These responsibilities include functions in
Process Safety and Over-Pressure Protection and Flare
Systems to ensure safe plant design and compliance with
applicable codes and standards. The experience included
process safety engineering services for both upstream and
downstream processes.
1989 - 1991 - Stone & Webster Engineering Corporation,
Houston, Texas
Senior Principal Engineer - Responsible for all activities
related to relief systems in process plants. This includes
evaluation of new or existing relief valves, flares, blow-
down or other disposal systems. Associated with these
responsibilities is maintaining company standards up-to-
date with the latest environmental and safety regulations
and familiarization with industry recommended practices,
e.g., APT RP 520, 521, 750, 2000, etc.
Responsible for fluid systems engineering designs of all
Utilities and Offsite Systems. Major emphasis on flare
systems, including ground and elevated flares, steam,
fuels, tankage, etc. Responsibilities include assessment of
scope of work for existing and grassroots plants,
scheduling, man-hour requirements, applicable codes
requirements, safety concerns, and conceptual and detailed
engineering.
Completed a HAZOP study for a chlorine manufacturing plant.
The study focused on the hazards associated with the
chlorine and hydrogen process circuits in the plant. The
study included training of client personnel on HAZOP
techniques.
Completed a HAZOP study for a project to recover high-grade
olefin from several off-gases and knockout liquids
associated with an ethylene plant. The HAZOP study focused
on both the hazards and operability of the revamped plant
and included a detailed review of the engineering flow
diagram. The study included training of client personnel
on the HAZOP techniques.
Completed a preliminary facility assessment of the sulfuric
acid plant as part of California Risk Management and
Prevention Program (RMPP). Also completed a HAZOP study for
a sulfuric acid manufacturing plant and an ammonia scrubber
to treated SO2 and SO3 off gases from the sulfuric acid
plant. The study focused on toxicity of these chemicals to
comply with California environmental restriction. Several
toxic release scenarios were identified that impact the
public and require dispersion modeling.
The study included training of client personnel on HAZOP
techniques.
Provided technical assistance in training for and
conducting HAZOP studies in several tail gas treating and
recovery units for TOSCO Refinery in California. The study
focused on release of Acutely Hazardous Materials (AHMS)
such as chlorine, ammonia, oleum, hydrogen sulfide that
constitute a safety hazard to the public near the
facilities.
Completed a safety audit including a flare system design
for an ethylene debottleneck project. The design included
an evaluation of the existing over-pressure protection
system (relief valves and flare system) for current and
projected plant capacity. The flare system was evaluated
using state-of-the-art computerized flare network programs.
Completed a preliminary hazard analysis for the
MTBE/polypropylene plant in Malaysia. The analysis included
licensed process packages and offsite including utilities.
Provided technical assistance/evaluation to an ethylene
manufacturing project. This assignment included a process
and system check on the demethanizer, deethanizer,
depropanizer, debutanizer and methanation system for the
ethylene product plant.
Completed a Hazard and Operability study, equipment risk
evaluation for an industrial client in Oklahoma. Major

Responsibilities also included setting up and operating a
CPI pilot plant, generating PFD and preparation of a Design
Document as basis for detailed engineering.
Lead Systems Engineer - For a grassroots VCM Plant,
supervised the preparation of all P&IDs for
offsite/utilities and process units (Stauffer Process),
pump calculations, PSVs and LTDs. Also responsible for
coordinating all CAD activities for the preparation of
approximately 200 P&IDs.

. Low sulfur fuel oil complex including hydrogen plant,
light/heavy diesel hydro-desulfurizers, Isomax unit and
associated vacuum section, and a Claus sulfur unit.
Technical services included plant monitoring, "PROCESS"
Simulation, In-Situ Catalyst regeneration, reduction and
presulfiding, start-up/shutdown assistance, development
work for the recovery of naphtha components from offgases,
and a complete debottleneck study/recommendation of a
desulfurizer unit.

Marketing Assistant - Responsible for researching potential
markets in the operation of Process Plants.
Responsibilities included preparation of commercial
documents, cost estimating, manpower recruiting, field
investigation and technical support for operating staff.

troubleshooting, plant monitoring and providing technical
services to plant operations.

. Refinery Operations processing 220,000 bpsd Kuwait Crude.
Major units include crude units and associated gas plants,
rheniformer, platformer, vacuum distillation, asphalt
blowing and merox treatment.
. Refinery Modernization Project included latest technology
in hydrogen and hydrodesulfurization processing plants.
. Plant modifications and miscellaneous projects including
feasibility studies to introduce the latest in technology
to plant operation and liaison with vendors of equipment to
obtain the most efficient systems to enhance plant
operations.

development of heat and material balances, process and
engineering flow diagrams, specifications of distillation
columns, vessels, pumps and heat exchangers, development of

and troubleshooting involving field assignments.
