WORK EXPERIENCE
2002-2010 County of San Diego Department of Planning and Land Use
Land Use and Environmental Planner/ Project Manager
. As a Land Use and Environmental Planner and CEQA practitioner with the
County of San Diego I was a Project Manager responsible for analyzing
potential land use and environmental impacts resulting from privately
initiated land use development projects throughout the County of San
Diego. My responsibilities included the following:
o Verified compliance with Federal, State and Local laws, and other
applicable policies and regulations including the Endangered Species
Act, the California Environmental Quality Act, the Subdivision Map
Act, the County of San Diego General Plan, and Zoning Ordinance, and
the County's own Guidelines for Determining Significance.
o Developed technical environmental and planning studies to determine
potential adverse impacts and propose appropriate mitigation, and
prepared environmental documents (MNDs and EIRs) for public review and
adoption/certification.
o As Project Manager I acted as the County's primary contact for
privately initiated land development projects, responding to various
stakeholders and other government entities including wildlife
agencies, property owners, building industry groups, environmental
groups and community planning groups. Acted as an arbiter to determine
concerns and to present potential solutions.
o Developed public hearing reports and PowerPoint presentations for
public hearings and delivered presentations to the County of San Diego
Zoning Administrator, Planning Commission and Board of Supervisors to
effectively convey technical planning and environmental information,
and to make Department recommendations for adoption by these decision-
making bodies.
o Effectively managed dozens of developer deposit accounts to ensure
that no account fell into deficit and that adequate funds were
available to process projects through completion.
. Specialized in Land Subdivisions, General Plan Amendments, Specific Plans
and Specific Plan Amendments, Zone Reclassifications, Conditional Use
Permits, Landscape Plans, Habitat Management and Landscape Revegetation
Plans and Mitigation Monitoring Reports.
. Responsible for mentoring new staff and managing student workers (hiring,
performance and quality assurance) in the Regulatory Planning division.
. Managed team of planners conducting CEQA review of all minor grading
permits for single-family residences.
. Assisted in the development of the County's Guidelines for Determining
Significance; Format and Content.
. Prepared comprehensive environmental reports containg maps and other
critical data using the County's GIS mapping application.
. Recipient of numerous merit awards and "Director's Checkbook" awards for
outstanding performance, customer service and recognition as a valued

. Recipient of a $750 Director's Checkbook award for designing and
constructing a large native plant watershed display at the Del Mar Fair
Flower and Garden Show, which received three cash awards for merit, best
new design and best xeriscape design.

. Responsible for calculating and recording monthly gas and electric
consumption for the greater San Diego region for 16 years, while also
serving for 3 years as Chair of the Department's Safety Committee.

Environmental Research Technician
. NEPA Experience: Served as Field Research Technician on environmental
impact study for the relicensing of Pacific Gas and Electric
hydroelectric plants located on the Pit River near Mount Shasta,
California.
. Collected in-situ data for GIS analysis by conducting underwater and
riparian survey of endangered species habitat.
