Construction inspection and supervision activities in major public works
construction including Water & Sewer Projects, highway construction, bridge
construction, commercial, residential and school construction. I have
worked as an independent special inspector, doing welding, masonry,
concrete and post tension inspections for several southern California
laboratories and have worked with Caltrans on several projects, including
the SR 111 Expressway in El Centro, the SR 7 new highway construction in
Calexico and modernization work on the SR 78 project in San Marcos, CA. I
was Chief Inspector on the All American Canal Lining Project, just west of
Yuma, Az.

2006 - 2010 Parsons Water Infrastructure, El Centro, CA
Chief Inspector
Responsible for supervision of 4 Senior Construction Inspectors and 4
materials testing technicians. Scheduling of inspection duties of civil
elements of the work including earthwork, groundwater monitoring,
dewatering, canal prism trimming, concrete lining, sheet pile driving and
surveying. I reported to the QA/QC manager for the concrete-lining of the
All American Canal located in Imperial County California. Estimated
project constructed value of $208 million. The project includes
approximately 30 million cubic yards of excavation, construction of 23
miles of 50 foot wide concrete-lined canal; and associated dewatering,
transitions, metering facilities, maintenance road and drainage, and
wetlands mitigation construction. Provided extensive pre-planning;
coordination of major equipment procurement & fabrication with excavation
requirements, and interaction with the U.S. Bureau of Reclamation, U.S.
Border Patrol, and the San Diego County Water Authority and Caltrans as
required to ensure no disruption in the supply of 3.1 million acre-feet of
water per year; and minimal disruption of hydroelectric power production,
during construction.
2001 - 2006. Geotechnics, Inc., El Centro, CA
Supervising Technician/Special Inspector
Geotechnical materials construction testing in the field and laboratory,
special inspection on concrete, post tension, welding and masonry and
supervision of 6 engineering technicians. Public works inspection on water
and sewer line installation, geotechnical investigations including logging
soil borings and test pits. Batch plant inspections were also part of my
responsibility on both concrete and asphalt projects. Caltrans projects
included the SR 111 and SR 7 new road construction in El Centro and
Calexico.

Drafting road improvement plans using AutoCAD Land Development Desktop,
calculating volumes for landfills, grading projects, preparing bid
documents for public works projects, including street, bridge and utility
construction, construction inspection, surveying, traffic counts and right
of way issues. Major projects included the Brandt Road Bridge and the
Gateway Infrastructure Project at the Calexico East port of entry.
