EMPLOYMENT HISTORY:
. Fire Chief, Mashantucket Connecticut. Duties include planning,
organizing, directing, and controlling a department of 36 employees
and an annual budget of $2,000,000. Duties also include serving as
the Director of Emergency Management.
. Prior to these assignments, I served as the Fire Training Instructor
for the Nuclear Power Stations of Northeast Utilities Nuclear
throughout New England, and as a Shift Commander for the Electric Boat
Fire Department and served in the Waterford Fire Department advancing
to Fire Commissioner.
ACCOMPLISHMENTS:
. Management experience in design and execution - 10 Emergency
Management exercises.
. Designated Chief Fire Officer (CFO) in 2003 by the National Commission
on Chief Fire Officer Designation
. Designated Homeland Security Level II, American College Forensic
Examiners Institute
. Instituted various programs to upgrade the effectiveness and
efficiency of fire departments, including Water Rescue Team, Hazardous
Materials Technician Team, a Master Department Training program, Fire

. Instituted professional development and succession planning programs
that resulted in 100% of Command Officers at Mashantucket successfully
completing the State Fire Marshal and Fire Academy Officer

. Planned and implemented cost cutting measures in Mashantucket Ct that
resulted in a reduced staffing of 8 positions. This action was based
on consolidating two responder organizations into one professional
fire department.
. Helped establish the Southeastern Connecticut Regional Emergency
Planning Team (SCREPT) that includes the Connecticut Eastern Region
Haz Mat Team (CERRIT) and composed of 22 municipalities and 2 Tribal
Nations, with approximately 2 million people in 500 square miles.
CERRIT has over 60 agencies working together in a collaborative
regional organization to respond to and mitigate major emergency
incidents eliminating duplication of resources and equipment.
. Affirmative action programs increased utilization of minorities and
females by over 12%.
. Designed several operational training programs for dispatchers and
responders.
. As SCEPT chairperson, I indirectly managed $4 million in homeland
security grants, implemented Citizen Corps Councils, rewrote community
emergency plans and involved local private industries into these
plans.

. Thirty-five years experience in emergency response and using the
Incident Command System. I have taught this subject to Fire Officers
at the Connecticut Fire Academy for ten years and have over twenty-
five years experience as an instructor and adjunct Connecticut Fire
Academy faculty member.

control, the analysis of statistical data, and management of
informational systems.
