I specialize in the design, support and oversight of global and domestic
IT network infrastructures. Combining technical skills with a passion for
IT, I am a hands-on manager who works well with people at all levels. I
have proven success leading cross-functional and international teams,
managing vendor relations and delivering IT projects on schedule and within
budget for small to medium-sized business units within a Fortune 500
company as well as at a government level.
Operations-oriented, I designed, streamlined and implemented IT processes
and served as technical liaison to executive management. My technical
skills include: LAN, WAN, WLAN, IPT/VoIP, A/V, Industrial Networking,
Novell, Microsoft and UNIX platforms, Network Convergence, Systems
Virtualization, SANs, Manufacturing Execution and ERP Systems.

Career History / Selected Accomplishments
Division Director, Department of Technology (DoT), Wayne County, Michigan,
2009 to present. Directly oversee four core operational service units for
DoT: Network Operations, Enterprise Computing, Telecommunications and
Business Continuity and Security. Primary technical management lead for
the consolidation of major county services into single historical facility
under restoration. Direct comprehensive project plans and coordinate
critical activities of multiple cross-functional teams. Manage staff of 25
managers, contractors and civil servants.
Technology Upgrades. Led project teams that implemented comprehensive
and new network infrastructure for restored County facility including
Security, Video Surveillance, Audio/Visual, Broadband, VoIP, Wireless LAN
and LAN technologies. Successfully managed the full migration of the
County's e-mail system from Novell GroupWise to Microsoft Exchange for
3,200 users in 6 months. Managed upgrade of the WAN to MPLS for over 40
County locations, significantly improving network performance and
reliability while controlling costs. Currently providing technical
direction for the County-wide implementation of Voice over IP.
Federal-Mogul Corporation, a $6.5B Fortune 500 company.
IT Project Manager, 2008 to 2009. Led standardization of Manufacturing
Execution Systems (MES). Conducted plant-wide technology needs assessments,
identifying opportunities for efficiency improvements. Created
comprehensive assessments, designs and implementation plans in
collaboration with global corporate MES partner for specific plants.
Technical lead on industrial networking strategies. Directed North
American projects and provided assistance on global projects. Managed two
staff and $1M budget.
Global IT Network Convergence Manager, 2006 to 2008. Provided expertise in
global network technologies and operations. Designed, evaluated, assessed
and established standards for LAN,

WLAN, WAN and IP Telephony (IPT / VoIP) infrastructures. Aligned IT
strategy with business requirements. Managed ten staff and $4.5M budget.
Integrating global, system-wide software. Under direction of CIO, IT
department worked to implement SAP globally throughout the company.
Managed installation of certified networks for all in-scope locations,
upgrading facilities where necessary. Completed infrastructure upgrades
prior to final user testing in North America, Japan, China, Thailand,
India and Europe (20 sites in all) in just over one year.
Capturing savings. Successfully directed a cross-functional team from
corporate Purchasing, IT Vendor Management and Networking on an RFP
project to select the corporate network cabling vendor. Saved company
$250K.
Global IT Vendor Relationship Manager, 2005 to 2006. Pioneered the
development and management of the IT Vendor Relationship Management team.
Directed all aspects of team, including contract negotiation and vendor
performance. Worked closely with corporate legal, purchasing and IT finance
teams. Managed two staff.
Standardizing processes and procedures. The Vendor Relationship
Management Group was responsible for reviewing, approving and finalizing
over 300 to 400 IT contracts annually with an average turnaround time of
21 to 28 days. Created and implemented Master Services Agreements and
Statement of Work templates to streamline process. Utilized IT service
contract templates over 70% of time, reducing contract turnaround time to
7 days.
Network Infrastructure Manager, 2000 to 2005. Charged with full support of
LAN standards, design and management of corporate and remote location
network upgrades. Network lead in performing confidential due diligence for
acquisitions and mergers. Negotiated and coordinated strategic vendor
relationships. Managed four staff.
Upgrading Ethernet technology. To effectively support the corporate IT
environment, Federal-Mogul needed to standardize on Ethernet technology
throughout its facilities. Developed proposal, contracted with vendors
and led upgrade of world headquarters to all Ethernet within two years.
Authored global network infrastructure standards still in use, detailing
cabling, hardware and installation procedures necessary to comply with
the company's network requirements.
Outsourcing of IT functions. To cut IT costs globally, Federal-Mogul
considered outsourcing six major areas of IT. Led global network team in
two-year analysis, determining it was not effective to outsource. Worked
with corporate team in outsourcing global help desk functions, delivering
$1.5M in one-time savings and $1M in annual savings.
Consolidating Data Center. During a period of significant company growth
through acquisition, the need arose for the consolidation of a major data
center operation of an acquisition into the world headquarters data
center. As a core team member, led the network portion of the effort.
Developed project and test plans, actively participated in all "dry run"
tests and assisted the lead project manager in the overall project
management. Ultimately, the consolidation project saved the company
approximately $750K annually.
