Environmental Regulations
Prepared and submitted a workable Title V Operating
Permit for the entire Refinery including the
preparation of the accompanying compliance plan.
Additionally, prepared several quarterly Title V
compliance assurance reports.
Responsible for all negotiations on permitting issues
and penalties for the Refinery. Reduced emission
limits on gas turbine generator that allowed plant to
operate more efficiently.
Developed leak detection and repair (LDAR) program
including report preparation and repair program.
Managed a $400,000 per year contract for LDAR
monitoring.
Participated in a due diligence program associated with
the purchase of the Refinery in 1998.
Amicably handled community complaints associated with
the operation of the Refinery. Conducted face-to-face
meetings with community to address concerns.
Active member of an industry group that was responsible
for negotiating environmental state of the art (SOTA)
standards for the operation of all the refineries in
the state that remain in use.
Reviewed new and pending regulations for impact to
Refinery operations. Also, identified possible
compliance strategy for these regulations.
Communicated limits, methods of compliance, stack
testing issues to both management and represented
employees. Preparation of documents to assist with
compliance. On-call for any environmental issues.

include process improvement projects, unit monitoring
and optimization.

scheduling of unit operation including product
movements and feed strategies.

project preparation and submittal of requests for
expenditures to corporate for project approval.
Responsible for economic evaluation of the projects.
Information Services Supervisor responsible for
Refinery computer systems including Accounting systems
and all Refinery personal computers.
Competencies Exceptional oral and written communication skills
demonstrated by quarterly Energy Newsletters,
"Captured" Energy items and general environmental
communications. Strong ability to communicate
effectively with both hourly and management employees.
Works very well with others and respects their ideas.
The effective management of the energy program requires
input from many sources for both new ideas and
completion of identified items. Worked with co-energy
coordinator in lowering excess O2 levels on heaters
through targets and review of pertinent issues on each
individual heater.
Active participant in volunteer activities associated
with the refinery. These include raising some $80,000
for a local Veteran's group that provides phone cards
to the troops. Conducted several career day events at
local high schools representing the refinery.
