St. John Bridge Replacement; requiring inspection of
compaction of material based on proctor base line and density
gauge tests, inspection of wood pile driving, concrete pile cap
placement and tests, including checking rebar size, type, shape
and placement; sheet pile driving and wielded caps for asphalt
road abutment; use of geo-textile and road restoration
including asphalt approaches and concrete precast bridge
placement, closely monitoring contractor's horizontal and
vertical control, alignment and elevation,
JP Concrete and Asphalt Street Pavements Maintenance
Resident Inspection for the restoration of both asphalt and
concrete streets in Jefferson Parish Council District 3.
Included more than $15 million of roadway restoration requiring
inspection of base, asphalt placement and rolling, curb,
sidewalk, and handicap ramp replacement to strict standards.
JP Housing Authority Sewer Replacement Included testing and
replacement of existing water valves. Replacing of existing
terra cotta sewer service with new PVC pipes and fittings for
over 150 housing units. Included preconstruction video and
photograph survey, requiring close monitoring of contractor,
subcontractor's and parish plumbing inspector's efforts and
recording for payment and approval. Included excavation around
closely spaced buildings and utilities, management of stock
piles, and replacement and compaction of bedding and backfill
materials,
N. Kelly Lane Drainage addition Project consisted of the
design and construction of new residential subsurface drainage
system. This project involved inspector's in field design
reworks of major drainage structures and coordination with
project and parish engineers based on implementing in place
design and construction elements and accurate description of
proposed fixes by inspector to avoid work stoppage, Also
required coordination with Entergy to de-energize major
transmission lines.
JP EOC Flood-proofing required monitoring, evaluating, and
managing unique material methods provided by niche specialty
contractor to eliminate water entering basement of emergency
operation center while staying within a manageable budget,
Jefferson Parish Safe Room Construction of the Cousins,
Bayou Segnette, and Ames drainage pump station projects and the
Remote Control/Automation of all JP pump stations. Project
consisted of elevated concrete platform with drilled shafts,
concrete placement by displacement techniques, computer
modeling of sounding tests of shafts, driven steel shaft piles
and extensive welded structure work.

2000-2005 KREBS, LASALLE, LEMIEUX CONSULTANTS, INC
ENGINEERING TECHNICIAN/CADD Draftsman: Field inspections
and reports, survey topography and utility network design
drawings. Composite systems utility management maps for West
Jackson County water and sewer. Road, drainage, parking lot,
and subdivision pre-development plans and permit requests, cost
estimates, civil design in CADD, specifications, hydrology and
environmental report plans.
1995-2000 Columbus Air Force Base, MS
Contract Designer / Inspector / Technician/Supervisor of
Drafting and Surveying : Served as contract inspector over $2
million worth of facility upgrade projects. Directed and
performed field and technical investigations, engineering
design and construction layout surveys for numerous mission
requirements including actual and exercise aircraft crash
sites, parking lot and road layouts, facility site plans, and
utility line replacement. Evaluated base airfield pavements
for wear and damage and recommended repairs to slabs, asphalt
shoulders, routing and resealing of joints in report, prepared
contract documents, and inspected repairs and tests performed
by testing labs, including proctor, compaction, concrete
cylinder preparation and strength tests. Supervised and
coordinated blasting removal of rubber deposits on runway
ends/landing zones, coordinating with base flying operations,
utilizing night scheduling to reduce interruption in flying
mission, Utilized a total station, self-leveling level, and
CADD to produce projects worth over $8 million. Computer
drafted new projects and revised Architect/Engineer designs to
include major additions to base gym, construction of roads and
parking lots and renovations to dormitories. Managed and
designed $100,000 control tower and runway supervisory unit
renovation project, saving over $24,000.
1989-1995 Ellsworth Air Force Base, SD
U.S. Army Corps of Engineers Construction project manager/
Construction Inspector/Assistant Supervisor of Service Contracts
Development/ Execution and Utilities/Facilities Plans and
Programs:
Inspected and coordinated the multi-million dollar Strategic
Warfare Operations and Training Center facility, ensuring that
the U.S. Army Corps of Engineers designed and built exactly what
the U.S. Air Force needed; minimizing cost increases, delays,
and any negative mission impact. Project included multilevel
groundwork, foundation, and concrete structure; a major street
closure, base utility outages and other coordination efforts.
Developed, prepared, coordinated and inspected over $5.6 million
worth of facility upgrade and new construction projects, and
over $4 million in service contracts. Inspected rebuilding of
earthen hardening over weapons storage igloos and installation
of grout-pumped erosion control blankets (as used by USACOE in
many applications above ground and underwater. Performed
inspection, coordinated access to restricted area for contractor
and testing personnel, managed military escort pool for this and
all other base projects in restricted areas, including those
managed by both RED HORSE, PRIMEBEEF, AND USACOE. Performed
evaluation of, prepared contract drawings and documents for, and
then inspected repairs to base airfield and aircraft parking
pavement repair of concrete slab replacement, and weapons
storage area electrical switching station. Surveyed layout of a
wartime air base in support of Operation Desert Storm in
classified Middle East location.
1986-1989 USAF 819th Rapid Engineer Deployable Heavy Operational Repair
Squadron Engineers
[RED HORSE], Combat Engineers at RAF Wethersfield, UK.
Engineering Draftsman, Surveyor, and Soils/Pavements Tester:
Responsible for siting, layout, and quality control of heavy
repair construction projects in Spain, Germany, the Middle East
and Africa. Surveyed layout of new airfield
lighting/landing/arresting system at Moron AB, Spain, to upgrade
the airfield to NATO standards and equipped it to serve as an
alternate recovery site for the space shuttle. Deployed in '87
to RAF Welford, (a major weapons storage area for RAF Lakenheath
and supplier of most of the conventional weapons used in desert
storm), to provide quality control for a RED HORSE mil-con
project to rebuild earthen blast deflection barriers requiring
specific placement, dimensions, height, and density, like flood
levees, but with restrictions on the size of rock included to
limit secondary blast damage. Utilized surveying instruments
and nuclear density gauge to test material density, lift
thickness, layout control, and height while maintaining
standards for concrete pad placement and materials built by USAF
personal, most of which were in training. Performed surveying
and pavement materials tests for evaluation of host country
contractors and military construction in remote classified
African and Middle East locations. Duties included performing
field tests of asphalt density, proctor tests, destructive tests
of asphalt material and sieve analysis. Team identified
problems with supplied asphalt materials; including finding
soluble fines used in mix, making the asphalt have unacceptably
poor strength. Supervised and provided quality control of
concrete repairs on taxiways at RAF Lakenheath and prepared
concrete cylinders for testing and performed tests of same.
Sited layout of various Air Force facilities in Germany and the
U.K. with survey methods and equipment, including the golf
course club house, which required control of multilevel floor
plan and foundations, utility line connections and grading.
