Direct all aspects of design and engineering division
(55 QED personnel, 20 subcontractor personnel) as well
as the program management of all Army (LSV, LCU) and
Navy (CVN, LHD, LHA) Programs. Design responsibilities
include all drawing development in the mechanical, hull
structure, habitability, outfitting and electrical
(power, IC, electronics) disciplines. Engineering
responsibilities include FEA, System and Component
Studies, shock and vibration, weights and moments and
heat balance for all Navy ship classes. Program
Management responsibilities include directing all
shipchecks, onsite construction engineering support,
SLEP Upgrades, preparation of QA workbooks for AIT
installation, and implementation of new quality control
procedures for drawing development including trade
review.
2004 - 10/2009 APA Marine & Industrial/Fabr. & Boiler Services

Vice President - Operations
Direct operations of 80 plus employees and 10
subcontractors in the design and installation of
alterations on various naval vessels including the
reactivation of the USS Trenton as part of the FMS
Program and piping system and structural repairs to the
USS Freedom (LCS-1) during PSA. The USS Freedom work
included onsite direction of 21 navy certified welders
and fitters. Responsibilities also included the
oversight and approval of design, engineering and
quality control documentation as well as final approval
and negotiations of schedules and budgets. These
efforts led to record growth and profitability.
Additionally, an OSHA compliant Safety Program and ISO
Quality Program including a NAVSEA approved welder
certification and training program were implemented.
2002 - 2003 DELPHINUS ENGINEERING
Norfolk, VA
Director, AIT Operations
Direct over 160 individuals and 14 subcontractors in all
shipboard overhaul, conversion and new construction
efforts. Division was struggling to emerge from
bankruptcy conditions at time of arrival. Implemented
performance measurement systems to ensure real-time
visibility of job performance in cost, schedule and
quality control. Profitability was achieved, employee
roles tripled, $64 million in new contracts awarded, and
long term work secured from a major new customer.
Implemented the Quality Assurance Controlled Work
Package System to achieve adherence to strict quality
control guidelines. Responsibilities also included cost
estimating and contract management.

2001 -2002 BALTIMORE MARINE INDUSTRIES
Baltimore, MD
Vice President - Operations
Directed operations of $61 million company involving
over 400 individuals and 20 subcontractors in all
repair, overhaul and conversion efforts including all
work in the steel fabrication and machine shops. Managed
the facility upgrade to automated panel lines and CNC
cutting practices. Implemented six sigma and lean
manufacturing procedures, training, work packages and
tracking criteria. Responsibilities also included the
management of cost estimating, contract management and
production control departments. Performance metrics were
implemented to ensure real-time visibility of cost,
schedule and quality control
1998 - 2000 CDI CORPORATION - Marine Group

Director
Direct 240 individuals and 11 subcontractors in all
aspects of $44 million operating division with total P &
L responsibility. Increased Revenue 24% and Profit
Margins 38%. Responsibilities included directing all
Steel Fabrication, Assembly, Testing and Engineering
efforts for new Naval system. Responsibilities also
included the implementation of financial control systems
and electronic management of the entire contract in an
Integrated Product Data Environment (IPDE). Conducted
lobbying and business development efforts on Capital
Hill. Proposed and was awarded a new, unsolicited, $14M
Engineering Services and Technical Support Contract.
1982 - 1997 NEWPORT NEWS SHIPBUILDING
Newport News, VA
Aircraft Carrier Refueling & Overhaul Division
Construction/Program Manager
Directed all aspects of the $148 million Aircraft
Carrier Overhaul and Refueling Program with total P&L
responsibility. Increased profit margins 45 percent and
revenues 120 percent. Included direct management of 5
Superintendents and 96 people in the Operations, Steel
Fabrication, Manufacturing, Production Control and MIS
departments as well as directing subcontractors and
various support departments including over 1200 trade
personnel. Developed and presented monthly program
reviews to NAVSEA. Implemented a project management
system to allow cost collection at the craftsman level.
Directed cost estimating efforts and approved final cost
proposals. Directed an MIS group of 26 people in the
design, programming and implementation of management
information systems that provided cost and schedule
performance controls for all divisions and products.
1993 - 1994 Manager - Ship Repair & Carrier Overhauls
Directed all trade and technical personnel as the
operations manager and chief assistant to the Vice
President in support of carrier overhauls and commercial
ship repairs. Included overhaul contracts for pre-
planning, planning and execution on the USS Eisenhower
and USS Enterprise and the Twin Capes passenger ferry.
Developed an electronic engineering change proposal
(ECP) system that more accurately and efficiently
processed changes for both planning and execution
contracts. Developed a training program for over 400
people company-wide.

1990 - 1993 Engineering Manager/Department Head
Directed 82 engineers, designers and analysts in the
Aircraft Carrier Reactor Plant Planning Yard (RPPY)
Engineering Project. Provided all R & D for aircraft
carrier reactor and propulsion plants, catapults,
habitability and electrical systems as well as fleet
wide emergency support. Supervised the engineering and
manufacturing support for on and off-site contracts.
Increased profit margins 20 percent and revenues 40
percent during this time period.
1982 - 1990 Engineering Supervisor/Lead Waterfront Engineer
Supervised 12 engineers in the design, engineering,
prototype development full scale testing and final
manufacturing of a new 36" Reactor Plant Isolation and
Diverting Valve. This effort included the
implementation of personal computer based CAE and CAD
systems. Supervised manufacturing of $39 million new
valve production run. Assigned to hands-on support of
the manufacturing shops and aircraft carrier overhauls,
resolved problems associated with the main propulsion
turbines, various reactor plant components, generators,
steam and feed systems and catapults during the complex
overhauls of the USS Nimitz and USS Eisenhower.
Designed various work control systems and streamlined
processes in the machine and pipe fabrication shops.
