Implement and direct a newly created Council (housed at the Ohio Department of Insurance) comprised of

over 30 public and private partners to advance initiatives related to health care quality improvement and

enhanced cost-effectiveness. Accomplishments include:

• Coordinating Council creation with diverse constituencies, the legislature, and the Governor’s office

• Establishing, managing, and integrating the work of multiple task forces and work groups

• Achieving consensus for priorities and specific projects

• Developing and advancing the implementation of a multi-payer primary care home initiative

• Contracting with the Institute for Healthcare Improvement to implement a program to reduce

avoidable hospital readmissions

Director, Office of Healthy Ohio, Ohio Department of Health March 2007 – April 2009

Successfully developed and implemented a statewide initiative to promote health and prevent chronic

disease and injury. Accomplishments included:

• Defining program mission, strategic plan, and performance objectives

• Aligning existing federally-funded programs valued at over $30 million and administered by sixty

staff into the new Office

• Helping secure state funding and administer program budgets

• Convening a public - private Advisory Council

• Creating a focus on obesity prevention through dedicated staff, increased public-private coordination,

a statewide forum, and the first Ohio Obesity Prevention Plan

• Incorporating the state’s tobacco use control programs into the Office in under three months

Directed the overall design, administration, and evaluation of the Ohio Medicaid managed care program.

panel verification, a managed care organization (MCO) contract compliance system, member

grievance process, annual member surveys, and external quality review

• Improving information management through ongoing system enhancements and the implementation

• Documenting cost-effectiveness compared to fee-for-service

• Designing and managing multiple MCO procurement and contracting processes, including rate-

setting with actuarial consultants

legislature, the press, and the public on general and specific program issues

• Successfully negotiating with federal agencies on waiver design, approval, and amendments

• Coordinating program activities and problem resolution with other state and local agencies, including

the Ohio Departments of Insurance, Health, Mental Health, and Alcohol and Drug Addiction
