Battelle Memorial Institute; Associate Manager, DoD/GSA Contracts, 10/05 – 11/10
Led a 9 person staff in providing contractual support during contract pre-award and post-award activities assuring
compliance with company policies, processes and procedures. Responsible for administering a total contract value
over $2 billion. Performed general management activities such as planning, organizing, staffing, appraising
performance and administering salaries. Advised internal staff and coordinated with legal council on contractual risk.
Prepared major contract proposals. Negotiated multi-million dollar contracts with small and large businesses such as
Lockheed Martin, Northrop Grumman, BAE, SAIC, BAH, and L-3Com. Prepared budgets and monitored financial
performance. Was held responsible and accountable for the annual GSA audit of 5 GSA contracts while maintaining
contract administration responsibility for 21 contracts and over 40 associated task orders. One of 8 company

Integrated acquisition reform and facilitated coordination and implementation of 16 best business practices throughout
the defense department. Developed integrated master schedules and plans. Credited with developing low cost
contracts by eliminating military standards/specifications and government in-plant oversight.
USAF, ASC, Director, C-5D Integrated Product Team, Non Developmental Airlift Aircraft System
Program Office (SPO), 3/95 - 2/96
Led a 5 member team responsible for planning a $14.4 billion C-5D aircraft acquisition program. Developed cost,
schedule and performance requirement parameters and completed a life cycle cost estimate.
USAF, ASC, Development System Manager, C-130 SPO, 11/92 - 2/95
Supervised a 40 person system program office. Responsible for cost, schedule and performance of the new C-130
aircraft while directing the development, planning, budgeting and fielding of a 212 aircraft fleet. Delivered on
schedule and within cost. Briefed top management from the Air Force, Navy, Marines, Reserves and Guard on
solutions to technical problems. Chaired aircraft design committees, evaluated modernization alternatives and
developed integrated master schedules. Led the integration effort to install the new C-130J with high performance
engines, 6 bladed props and a glass cockpit. Defined delivery requirements, evaluated price proposals, conducted fact
findings, reviewed contract language and developed negotiating strategy.
USAF, ASC, C-130 Program Manager, Special Operations Forces SPO, 1/91 - 10/92
Managed cost, schedule and delivery of annual C-130 aircraft buy. Wrote the C-130 office concept of operations and
integrated master plan. Devised a new concept for supporting the Air National Guard C-130 fleet. Increased spare
parts inventory and improved equipment reliability leading to reduced cycle times for periodic depot maintenance.
Drafted logistics policy and plans. Solved warranty issues with original equipment manufacturer. Managed
integration of the AE-2100 engine for the C-130J.
USAF, ASC, UH-60 Program Manager, Special Operations Forces SPO, 12/89 - 12/90
Planned, budgeted, contracted, fielded and supported over 60 helicopters. Designed an automated system to track
government furnished property. Developed and implemented an automated cost control accountability system.
Ordered and tracked 150 separate critical assets, including GE-701 engines, noise suppression kits, auxiliary fuel tanks
and the ALR-69 Radar Warning Receiver, for delivery to production line assuring on-time aircraft delivery.

Managed worldwide co-production of 517 fighters and associated equipment. Designed and built an accounting model
to track the U.S. $2.8 billion offset commitment. Formulated policy for F-110 engine co-production and integrated the
production efforts of 2 domestic and 4 foreign engine vendors.
USAF, ASC, Program Manager, Belgium F-16 Program, 11/85 - 1/87
Managed the sale and delivery of 44 F-16s to Belgium. Wrote numerous US position papers on contractual matters
and diplomatically negotiated waiver of a $4 million recoupment to the Belgian Air Force.
