and Human Services,

Nov 2007 - April 2009

Led the Change Management team of 15 BearingPoint consultants involved in

the activities related to Communications, Training, Leadership Alignment

and Workforce Transition for an Oracle Federal Financials iProcurement and

PRISM integration at the Department of Health and Human Services.

Activities spanned the full life-cycle of the system implementation

including assessment, analysis, research, design, and development of

technology strategies and solutions. Managing the day-to-day activities

budgeted over $6 M. The project was implemented on time and under budget.

Communication

. Supervised the development of a stakeholder analysis strategy for the

implementation to determine the Basis of the Communication strategy.

. Managed the development of the Communication strategy and outreach

plans across the 35 Finance and 10 Acquisition offices with HHS.

Training

. Led a team of 8 training specialists who developed and implemented a

blended training strategy (Web-based and Instructor-Led) approach for

the implementation which included the roll out to 2000 IProcurement

and 500 PRISM end users dispersed throughout the United States.

. Supervised the team members who completed an organizational wide

analysis and implemented a full leadership alignment strategy.

Workforce Transition

. Directed and oversaw the workforce transition team which included

conducting a Organizational Impact Analysis (OIA), implementing a

workforce transition strategy and facilitating "AS IS" to "TO BE"

functional team meetings.

Business Transformation Lead, BearingPoint, Contracted to Department of

Health and Human Services, Jan - 2006 - Nov 2007

Managed the business transformation activities for a large scale, multi-

organization system implementation of Oracle Federal Financials, for the

U.S. Department of Health and Human Services. The system implementation,

the Unified Financial Management System (UFMS) replaced five legacy

accounting systems that were used by four major operating divisions of HHS,

including seven component agencies serviced by one operating division. The

6 year, $170M effort was incrementally deployed at HHS operating divisions

and completed in October 2007. It is currently operational at the Centers

for Disease Control and Prevention (CDC), the Food and Drug Administration

(FDA), Program Support Center (PSC) and its ten serviced agencies and

Indian Health Service (IHS).

Selected accomplishments:

. Supported the Global extensions of UFMS including AP, AR, and BE

. Created and presented communication matrixes, communication touch

point charts, and communication deliverables to enhance change

understanding within the organizations

. Developed the blended training strategy for the Indian Health Service

implementation affecting over 2400 users.

. Managed curriculum development and delivery of the Accounts Payable

Module training for the Program support Center Implementation.

. Implemented Leadership Action Plans, leadership information sessions,

created leadership communications and worked with the executive team

facilitating knowledge transfer and leadership support for the overall

UFMS implementation.

. Managed the knowledge transfer and close out activities of the program

Senior Instructional Designer, Pearson Performance Solutions, Contracted to

Medicare and Medicaid Services Mar - 2005 - Jan 2006

Responsible for training 2000 Customer Service Representatives responding

to question regarding the Medicare Part D drug program. Project required

communications between the Client, Subject Matter Experts, Instructional

Designers, and Training Specialists in more than 12 different locations.

Developed and managed all phases of the Instructional Design process.

Senior Instructional Designer, Pal-Tech, Contracted to the State Department

Jan - 2004 - Mar - 2005

Responsibilities included developing and implementing Iraq and United

States security Web-Based Training. Training covered Passport, Iraq

Safety, and Computer security courses. Developed project plans, standards,

and budget requirements for E-learning courses. Courses were completed on

time and within budget.

Instructional Designer, Zerone, Contracted to the United Sates Post Office

Mar - 2003 - Jan -2004

Developed Web-Based Training for the roll-out of the new Point-of-Service

system that was being implemented through-out the agency. Developed

instructional design procedures, managing all phases of the Web-Based

Training. Delivered the courses via the Intranet to over 40,000 learners

and reduced training costs by 20%.

Contracted to VerizonGNI Feb - 2002 - Mar-2003

Developed a Web-based Training curriculum and strategy for VerizonGNI's

internal systems. Designed programs focused on technical training,

including planning and management of industry technology and benchmarking.

Completed $1.5 million dollar project under budget which in turn helped cut

delivery time and production costs.
