Program Management/New Systems Launch

. Served as Program Manager for the acquisition and modifications of

aircrew training systems (ATS) - C-130 and Special Operations Forces

(SOF) aircraft. Planned, organized, directed, and coordinated all IPTs'

performance of both programs.

. Acted as Deputy Program Manager for AMC DMT programs and KC-10 ATS and

focused efforts to help Air Force Materiel Command (AFMC) to

revolutionize training initiatives through development of a Joint

Synthetic Battlespace (JSB) - a Distributed Mission Operations (DMO)

environment comprised of live, virtual, and constructive simulations.

. Introduced modern training technology by contracting the development,

employment, and operations of the first tactical aircrew training system

(C-130 ATS) using state-of-the-art computer-based training technology and

simulators.

. Streamlined the acquisition process by assessing progress through cost

estimates, schedules, and performance supportable baselines, reducing the

standard time to contract award by 18 months.

. Assessed, described, and wrote statements of initial capabilities

documents (ICDs) for aircrew training and planning systems; developed

requests for proposal; wrote contract statements of work and system

specifications and source selection evaluation factors.

. Drafted Operational Requirement Documents, System Requirements Documents,

and Capstone Requirements Document for DMT programs (F-15 Aerial Combat

Enhanced Simulation (ACES) program, C-5 DMT prototype, and DMT O&I and

formalizing them into specifications.
