Employment History

Air Quality Supervisor, Washoe County Health District (1997 to present).

Major accomplishments include stationary source engineering review, permit

issuance and compliance for a wide variety of major and minor sources, air

toxics, dust and asbestos program implementation, coordination with

industry and other government agencies in the development of numerous

revisions to the air quality regulations, staff and consultant

management/supervision, environmental document review/preparation on a

variety of projects, and presentations before boards, commissions, general

public, etc.

Waste Management Director, Amador County (1991 to 1997).

Major accomplishments included operation and compliance with all state and

federal regulatory requirements for the Amador County Landfill,

infrastructure improvements, staff/consultant management and supervision,

implementation of a materials recovery facility (MRF) for recycling and

hazardous materials compliance, completion of all environmental/engineering

documents for government agency approval, and extensive communication

efforts on all controversial projects.

Air Pollution Control Officer, Placer County Health Dept. (1987 to 1991).

Division Director who worked directly with staff from the California Air

Resources Board, Council of Governments, and EPA in the implementation of

regulations to bring Placer County into "attainment" status with the

California and federal air quality requirements, stationary source

permitting and compliance, extensive communication efforts with the Placer

County Board of Supervisors and industry for regulation, air quality plan

and CEQA approval, and staff/consultant management and supervision.

Air Pollution Specialist, Washoe County District Health Dept. (1982 to

1986).

Worked effectively with industry and all city/county departments in the

development and implementation of Washoe County's air quality plan,

improved the stationary source inspection procedures, increased revenue

flow to the Division via new permitted sources, and developed an effective

communication outreach program.

Senior Planner, SEA Engineers/Planners (1980 to 1981).

Prepared and presented all necessary environmental documentation for

city/county government permit approval, and worked effectively with the

engineering staff to implement environmental concerns into project design.

Water/Sewer Planner, Great Northern Corporation (1979 to 1980).

Provided technical, financial and environmental assistance for rural

water/sewer projects up to and including city council/county commission

project approval.

Land Use Planner, Eco-Impact (1976 to 1979).

Owner/principal consultant of an environmental consulting firm. Prepared

major environmental impact reports on a variety of projects for California

Environmental Quality Act (CEQA) compliance and Board of Supervisor

approval. Extensive client and county government contact throughout the

entire process.

Staff Biologist, CH2M-Hill (1973 to 1976).

Prepared numerous environmental impact reports on water and wastewater

treatment facilities for CEQA compliance, prepared operation and

maintenance manuals for same facilities, and conducted chemical, physical
