Administered and managed the daily operations of the Kings County Hospital Center (KCHC) on
campus general and specialty ambulatory care services, off site primary care clinics and adjunct
services, Emergency department (until April 2009), Dialysis and Sickle Cell units, community
outreach programs, and managed care operations. Coordinated all medical and dental outpatient
services to support the professional and ancillary staff in attaining organizational goals. Ensured
regulatory compliance and efficient patient flow with emphasis on customer service. Position
reported to the Senior Vice President/Executive Director of Kings County Hospital Center.
Operations Emergency Services:
• Managed the delivery of approximately 140,000 adult and pediatric visits annually, in
conjunction with the clinical leadership, utilizing a product line management model, where
the entire operations and clinic leadership have reporting relationships to the ED
administrator.
• Developed policies and procedures, in conjunction with clinical directors, that were
consistent with the hospital’s goals.

Developed, in conjunction with the clinical staff and registrars, a patient flow/triage system

in the Emergency Department which reduced patient entry to triage time by 70%.
Reduced total cycle time/patient through put by 50% for “treat and release” (non urgent)
•
patients, and by 35% for urgent patients.
Implemented use of Nurse Practitioners in the ED, to increase staffing in a cost effective
•
manner. Project began with one NP and was expanded to six NPs.
Reduced EMS turn around time by 20%, by collaborating with EMS leadership and ED
•
staff, and by streamlining the ambulance triage process.
Spearheaded on going survey readiness programs to ensure compliance with New York
•
State and City Health Departments, The Joint Commission, IPRO, EMTALA regulations,
and HHC and KCHC policies and procedures. The ED received excellent scores on
surveys.
Worked with IT Department to develop ED computerized medical record and CPOE
•
(computerized physician order entry) systems to streamline patient flow and facilitate
communication with other hospital services. Improved patient care with use of the
electronic record.
Reduced the frequency of ED Diversions by establishing “trigger” points within the ED,

and developed a system of alerts to bed tracking, admissions office and inpatient services.
Implemented HIV Rapid Testing in the ED.

Developed Sexual Assault Response Team (SART) in the ED, in conjunction with clinical

staff and social work departments. Gained SART provider certification from New York

Operations Clinic and Ancillary Services:
• Provided executive leadership for the on campus clinics which provided over 300,000
visits annually.
• Planned and coordinated the daily activities and operations of a Diagnostic & Treatment
(ENYDTC), with approximately 95,000 visits per year, and the satellite clinics which
provide 20,000 visits annually.
• Integrated ten former NYS Department of Health Child Health Clinics into the KCHC
Network; opened new clinics; closed non performing clinics.
• Expanded patient access by increasing the number of community providers enrolled in the
managed care plans; credentialed these providers within the network.

Maintained or exceeded enrollment in the Women, Infants and Children (WIC) programs.

Exceeded enrollment in the Food and Nutrition (FAN) program, the largest such program

in New York State; received excellent survey results.
Fiscal:
• Managed several cost centers within the network, for the KCHC clinics, the ENYDTC, the
satellite clinics and the adjunct programs such as FAN, WIC, Diabetes Resource and
Wellness Centers.
• Developed procedures to monitor the closing of visits (over 80% of visits were closed
within 48 hours of service), cost reduction strategies and increase visits and revenue.
• Managed numerous NYS and NYC grant funded programs, totaling several million dollars.
Larger grants included Prenatal Care and Assistance Program (PCAP), HIV, COBRA,
WIC, FAN, and Family Planning.
• Managed the budgets for several initiatives: Cancer, Asthma, Reach out and Read,
Smoking Cessation, NYS Breast Health Program.
• Managed the NYS Community Health Care Conversion Demonstration Project
(CHCCDP), which provided funding to KCHC of $11 $16 million dollars each year for
six years.
Capital Programs:
• Led the ambulatory care team on construction projects; worked on the design and
construction committees of the new Kings County Hospital, focusing on the Emergency
Department and Ambulatory Care Pavilion, the new Sickle Cell Day Hospital and Clinic
and the Dialysis Unit in conjunction with by Facilities Management.
• Worked with Facilities Management to renovate the ENYDTC, to build an Asthma Center
at ENYDTC, to upgrade the satellite clinics.
• Led the team on the acquisition, purchase and development of three additional sites for the
FAN and WIC programs. New FAN site became operational this summer; WIC sites will
be operational later.
