Strengths and Capabilities:
Quality Assurance and Quality Control experience in the high hazard
chemical processing and industrial facilities. I have experience in
developing quality programs which ensure quality documentation is
appropriately assembled and maintained for both the construction of and the
subsequent operations of demilitarization facilities. I am a self-starter
and I possess analytical and problem-solving skills with strong attention
to details. I have the ability to review complicated standards, codes and
specifications and based upon these reviews develop very detailed
inspection and surveillance checklists.
Professional Experience:
2009 - Present, URS-Washington TRU Solutions Waste Isolation Pilot Plant
(WIPP) Carlsbad, New Mexico.
Quality Assurance Engineer
Provide QA oversight and planning for Transuranic waste characterization
and certification, verify the implementation of the Quality Assurance
Project Plan and the QA requirements of the Plan, and provide day-to-day
guidance to Central Characterization Plan staff on quality-related matters.
Tracking and trending Central Characterization Process nonconformances and
corrective action reports. Conduct surveillances at host sites and
participate in audits. Review procedures.
2007 - 2009, URS-Washington Division - Holcim, Ste. Genevieve Project,
Bloomsdale, Missouri.
Quality Assurance Engineer IV.
In the construction of a fully integrated 12,000 Metric ton cement plant, I
review Daily Field Reports, inspections performed by an independent
inspection and testing consultant. Review Vendor Surveillance Reports
ensuring that they are completed per the plan. Maintain drawing,
specifications and code revisions updated, and any requirements, and
equipment manuals. Support Quality Assurance / Quality Control activities
defined in the Project Quality Control Plan. Assist Manager in oversight
offsite fabrication work. Interact with Document Control to maintain all
quality documentation for the project. Review Invoice and reports of third
party professional service inspections. Develop turn over binder by
structure with all civil and structural items, including documentation from
over forty (40) subcontractors for commissioning.
2006 to 2007 Parsons, NECDF, Newport, IN.
Government Owned-Contractor Operated Facility
Quality Assurance Engineer
As a Quality Engineer at Newport, I acted as Site QA Manager, in his
absence. I reviewed the Daily QA Reports, provided by field QA/QC
Inspectors and identified any trends that could have developed. I developed
the surveillance schedule, assigned surveillances to Field QA/QC
Inspectors, maintained the surveillance database and conducted construction
and operating contractor quality assurance over sight at the facility. I
scheduled surveillance's of any identified areas that appear to have
negative trends and informed the Site QA Manager of any trends. I reviewed
and maintained files of Daily QA Reports, Quality Assurance Discrepancy
Reports and Nonconformance Reports and track them through closure which
required the routine interaction with various departments and
subcontractors. I developed metrics, graphs and reports for Quality
Reviews presented during the Project Monthly Management Review with the
client. I am familiar with the requirements of ASME/AWS/ANSI, NFPA, and
OSHA codes and standards utilized in design and construction and as such I
monitored and performed process surveillance inspections of assigned
subcontractors to ensure their adherence to specifications and quality
control criteria. Additionally, I performed surveillances on laboratory
processes to ensure compliance with quality, operating procedures and
safety requirements. I conducted vendor audits and surveillance of their
quality programs. I reviewed and approved vendor quality documents
submitted by subcontractors.
2004 to 2006, Alion Science & Technology,
NECDF Newport, IN.
Lead Chemist
In this position I supervised, trained, and performed duties of GC
Operators, Technicians, and Data Coordinators to ensure adherence to
analytical procedures and protocols for safe analysis associated with
demilitarization of VX chemical warfare agent. In the absence of the Lab
Manager, during evening shifts, I was assigned as acting Lab Manager. I was
assigned as the Emergency Coordinator for the Lab which required the
reporting, recording and directing the efforts for chemical agent
contingencies. I conducted training and performed the certification of
other Lead Chemists, GC Operators, and Technicians. In this position I
maintained QA documents and reports and developed summary level reports to
the Lab Manager. My experience provided quick turn around time of analysis
results for monitoring thus making certain that the data was in compliance
with the Laboratory Analytical Quality Management Plan.
I developed Laboratory Field Instructions ensuring all processing, quality,
safety, and environmental requirements addressed including those of the
Laboratory Quality Assurance Plan.
Process Chemist:
Performed analysis of VX in hydrolysate by GC- ITMS, LC/MS, GC/FPD, and GC-
MSD. Familiar with MDL procedures for USEPA Level II and USEPA SW-846
Certification and P&A Procedures. Operated and maintain analytical
equipment such as: pH meter; analytical balances, viscometer, etc. I
conducted flash point analysis, preparation of reagents and other wet
chemistry solutions. Performed maintenance of analytical instruments.
2003 to 2004 Southwest Research Institute, Pine Bluff, Arkansas
Analyst II
In this position I performed analysis of obsolete chemical warfare agents
in accordance with established Standard Operating Procedures and analyzed
the data to ensure it met the design criteria as specified within the
Laboratory/Quality Assurance Plan (LQAP). I implemented project plans,
conducted method certification, and developed QC requirements for inclusion
into the SOPs, utilizing GLP guidelines for Preparation and Certification
of various Laboratory processes.
1998 to 2003 Johnston Atoll Chemical Agent Disposal Facility (JACADS)
Government Owned-Contractor Operated Facility
Analyst
In this position I conducted analysis for lethal chemical agent in air
samples and various environmental media in support of the Johnston Atoll
Chemical Agent Disposal System (JACADS). I
conducted quality checks and analyzed data using quantitative gas
chromatographic flame photometric detection and mass selective detection,
in Project Laboratory Information Management System (LIMS) in accordance
with the Laboratory Quality Assurance Plan (LQAP), and Standing Operating
Procedures (SOPs). I was an active member of the environmental verification
closure team performing analysis under EPA guidelines. I conducted wet
chemical analysis methods using EPA SW-846. I interfaced on a daily basis
with the Quality Assurance Group to ensure that all aspects of handling
samples and shipment off island met the quality standards. I was assigned
as the Hazardous Waste Coordinator to maintain the process of disposal of
all laboratory waste. And, I ensured that this process was in compliance
with the environmental regulations.
