Summary

I have several years of experience as a Records Management analyst in

support of various defense and federal agency clients (DTRA, DESC, JIEDDO,

NIH, DLA, and FBI). Through my work on various contracts, I have been able

to experience implementing records management structure through

assessments, physical inventorying, and collaborative working groups with

other contractors and government personnel. I have performed a full range

of Records Management handling activities including records entry,

classified document redaction, declassification, and scanning hard copies

into soft copy format. I am also versed in prevailing Office of Secretary

of Defense policies on document governance and have worked with all

pertinent DD forms and Administrative Instructions (AI) in support of

document management. I hold an active DOD Top Secret/SCI Clearance.

Professional Experience

September 2009- Present

McNeil Technologies, Management Analyst - Joint Improvised Explosive Device

Defeat Organization (JIEDDO)

Member of Records Management Team task to implement a records program

into a JIEDDO satellite office. Served as temporary Team lead while a

more permanent Team Lead was indentified. Trained all 15 members of the

team in JIEDDO records management procedures. Participated in working

group which developed project plan. Participated in working group to set

criteria's for Electronic Content Manager (ECM). Conducted assessments of

current document procedures in the organization and developed guidance

which will adhere to federal standards and make satellite office

compliant. Coordinated administrative task needed to establish a new

program in the organization. Developed and provided training that allowed

better understanding of records management processes, lead effort in

development of Records Team SharePoint portal page maintained page,

catered training for specific offices to seamlessly integrate new records

management procedures, and developed electronic infrastructure for entire

organization to use. Developed and implemented "Work area" for Action

Officers to conduct day to day operations and also implemented "Records

area" to maintain and preserve the integrity of organizational records.

Worked with IT division to identify and implement complex permission to

allow certain individuals access to restricted information.

August 2009- September 2009

Lockheed Martin, Records Analyst - National Institute of Health (NIH)

Member of Records Management Office which provided guidance to all NIH

records personnel. Task to update records inventory tracker of records

held on offsite locations and trackers of all NIH Records Custodians.

Participated in working groups to inform NIH personnel on record

management procedures and updated guidance. Submitted OF-11 and SF-153's

to NARA for approval, also shipped, and recalled records from WNRC.

December 2008 - May 2009

Millican & Associates, Record Analyst - Federal Bureau of Investigation

(FBI)

Member of Records Management Disposition Team task to analyze FBI records

and update current FBI Disposition Schedule. Interviewed subject matter

experts and determined if current record dispositions are comprehensive,

also submitted SF-115's to NARA for approval.

September 2008 - November 2008

Bearing Point Management & Technology Consulting, Consultant - Defense

Logistic Agency (DLA)

Member of Implementation team tasked to develop and deploy new Records

Management Office; Created POAM, conducted inventory assessments,

developed guidance and policy. Conducted interviews for better

understanding of records created in Defense Energy Support Center (DESC)

a sub organization of Defense Logistic Agency.

April 2008 - August 2008

Millican & Associates, Records Analyst - Federal Bureau of Investigations

(FBI)

Member of tiger team that travels to FBI field offices to conduct

inventory assessments; evaluate and record preparedness; train local

staff in usage of TRIM; and manage and correct system usage. Packaged,

tracked, and shipped closed records to FBI Archives for storage,

scanning, and destruction. Additionally, used TRIM to input popular case

records to assist in tracking the preparedness of a massive records

movement.

October 2007- April 2008

McNeil Technologies, Inc Records Liaison - Joint Improvised Explosive

Devise Defeat Organization (JIEDDO)

Served as Project Leader for 13 office divisions that initiated a

Records Management program for the science and technology agency

responsible for developing, testing, and fielding counter- improvised

explosive devices (C-IED) capabilities to the war fighter. Used the AI

Number 15 ("OSD Records Management Administrative Procedures and Records

Disposition Schedules") to implement record procedures to track, recall,

establish accountability of the records life cycle, and followed

stringent security measures without the use of new software. Assisted in

documenting records through the use of drafting SF-135s. Supported

records disposal process at WNRC through coordination with the JIEDDO

personnel. Met with 13 offices on a daily basis to create and implement

their individual schedules and fielded questions from government

personnel about them. Participated in video teleconferences (VTC)

meetings to assess Records Management in Hot Zones in the Middle East and

addressed more effective ways to follow record procedures in a war

environment. Created training modules on conducting assessments and RM

application and delivered training to local and foreign government

personnel and new contractor team members. Developed user friendly

materials to help records creators better understand new procedures.

Tracked progress of the project by keeping multiple charts and databases

updated, so the Records Officer could give briefings to the Chief of

Staff and JIEDDO directors on a weekly basis.

January 2007 - October 2007

McNeil Technologies, Inc Junior Records Manager - Defense Threat Reduction

Agency (DTRA)

Member of Records Management Team that won 2007 Records

Administration Conference (RACO) award hosted annually by the National

Archives. Reviewed and approved Office File Plans and tracked submittal

information. Worked with government personnel to update office plans in

accordance with policy requirements. Received and tracked Records

Managers/Records administrators Appointment Letters, due annually from

each office. Assisted in retiring records - to include drafting initial

SF-135 paperwork and box lists for review, retrieving boxes from the

retiring offices, reviewing contents of boxes against the box lists, and

arranging for the boxes to be sent to the WNRC (either via DTRA mail room

for unclassified boxes or obtaining a DTRA van and assisting the PM/Task

Leader in delivering boxes to the WNRC for classified boxes).

Contributed to training and marketing materials, and reviewed the Records

Management inbox daily, responded to routine correspondence. Assisted

the Task Leader and contract team project manager as directed.

July 2003-January 2007

McNeil Technologies, Inc Junior Records Manager - Records and Document

Imaging (Multiple Contracts)

Performed full range of records management support functions across

multiple contracts

Responsible for the timely transport and pick up of classified

material for the customer and to other McNeil locations. Prepared and

scanned classified information into database to be delivered to

customers. Performed other routine document management activities

including creating Tabs and GBC binding and organizing inventory for

clients such as Dunwoody Press. Responsible for filling "temporary"

positions and training temps for various contracts. Supported Vice

President of Operations business development efforts. Researched various

government websites for business development opportunities. Conducted

searches on Ebuy and FedBiz for information on upcoming and current

active contracts. Formatted potential procurements daily for review by

VP. Supported McNeil Proposal efforts by generating Freedom of

Information Act (FOIA) requests. Proofread and helped prepare proposals

for delivery. Tracked company waterfall (pipeline) database of upcoming

business opportunities.

Professional Background

Prior to my records management experience, I held various retail

positions. Most notably, I was the stockroom manager for a Pier 1 store,

responsible for managing and re-ordering store products and for the

performance of two employees.
