Retired Air Force Officer with over than 30 years of experience in managing DoD acquisition
programs with a focus on manufacturing and quality assurance. He has held a wide-range of
positions from Chief of the QA Division at Wright-Patterson AFB, to Program Manager on a DAU contract, to a
Senior Manufacturing Engineer with the Missile Defense Agency.
While on active duty I was a certified acquisition professional in Program Management, Production, Quality and
Manufacturing and in Contract Management and taught for four years at the Defense Acquisition University on
numerous subjects. My many skills and talent make me a sought after resource on many topics of interest to senior
leadership. I am on the leading-edge of efforts to develop a Manufacturing Readiness Risk Model to assess technical
risk early in the acquisition lifecycle. I am a dynamic speaker having spoke at numerous conferences, seminars and
training events to thousands of people. I have written several noteworthy articles for professional journals and for the
Defense Acquisition University, and am in the process of re-writing the Defense Manufacturing Guide for Program
Managers.

Senior Manufacturing Engineer. I currently support several DoD activities to include OSD’s Manufacturing and
Industrial Base Policy Office (MIBP), the Defense Acquisition University, and the Missile Defense Agency (MDA) in
the areas of Manufacturing/Quality Assurance. I am developing Learning Modules on Sustainable Manufacturing and
Manufacturing Considerations for the Executive Program Managers for DAU. I supported the Missile Defense

Agency and was responsible for identifying investment strategies for emerging technologies (advanced
materials/composites). I review and track Advanced Material SBIR/STTR and Core Funded manufacturing technology
projects. I supported MDA and DUSD (IP) in the conduct of industrial base assessments for MDA programs offices
and accomplished sector studies. I reviewedprogram and contractor progress on various manufacturing issues to
include Production Readiness and Manufacturing Readiness Assessments, Diminishing Manufacturing Sources and
Material Shortages (DMSMS) and Obsolescence, Value Engineering, Producibility and Risk Management on MDA
programs. I supported MDA's development and deployment of Engineering and Manufacturing Readiness Level
(EMRL) and Manufacturing Readiness Level (MRL) assessments. I support OSD and the Joint Defense Manufacturing
Technology Panel (JDMTP) with the development and deployment of Manufacturing Readiness Levels (MRLs). I
support the Defense Acquisition University with the deployment, training and socialization of MRLs, Lean/CPI and
other leading edge manufacturing/QA capabilities and processes. I coordinate with other services and agencies on
ManTech, MRL, Lean/CPI and other manufacturing issues that cross organizational boundaries.

Program Manager. I was responsible for the Defense Acquisition University Distance Learning Project valued at
$1.1M. Responsibilities include cost (profit/loss), schedule and performance on developing and deploying acquisition
related web-based courses for DoD Acquisition personnel, and supports the development of Knowledge Management
(KM) tasks. My team developed numerous long and short web-based courses (3-40 hours long). These highly
interactive are designed for acquisition professionals so that they may attain and maintain their professional
certifications. Knowledge Management tasks include the standup of Communities of Practice and the development a
process and repository for acquisition Best Practices/Lessons Learned, Policy and Guidance, and the development and
deployment of an "Ask a Professor" function where community members can ask and receive timely answers to
acquisition related questions..

Project Manager. I provided project management support to the Defense Logistics Agency (DLA) in
the management of Electronic Commerce Center Program (ECRC). I provided COTR support to
DLA, acting as a primary liaison between DLA and the prime contractors. I performed the
following activities: program management, programming and budgeting, strategic and operational
planning, contract management, delivery order development, tracking and approval, outreach and
marketing at numerous seminars, and education and training development, and oversight and
control. The ECRC program enables DoD organizations and their supply chains to communicate
electronically with other supply chain members, the DoD, and prime contractors. I provided
oversight of 17 Regional Centers that provide support on a wide range of management EC/EB
issues to over 100,000 clients a year.
Defense Acquisition University (DAU, was DSMC) July 1992–July 1996
Professor of Engineering Management. I was the lead instructor for Production, Quality, and
Manufacturing (PQM) in the Advanced Program Managers Course (APMC), DoD's premier course
for senior program managers. I was the Course Director for Advanced Production and Quality
Management. Both of the listed courses are taught at the graduate level. I worked directly with
senior OSD officials, academia and senior technical managers at prime contractors on a regular
basis to keep the course current. I was a major participant in the school's Malcolm Baldrige
National Quality Award for Education application. DAU is one of first schools in the nation to
receive a site visit. I introduced The Machine that Changed the World to the Program Managers
course and taught Lean Principles to senior Program Managers. I was the school's representative
to the Massachusetts Institute of Technology's Lean Aircraft Initiative working very closely with
senior academic and Air Force acquisition professionals to develop training, policy and guidance

on ways to streamline acquisition practices for the development and deployment of new weapon
systems. Previous to DAU I was assigned to Air Force Systems Command as a Senior Product
Assurance Manager, and prior to that was the Chief of the Quality Assurance Division for
Aeronautical Systems Division (now Center).
