Supported major disaster recovery and emergency planning programs for
FEMA and DoD/USACE. Helped design an interagency task force to respond
to a WMD attack in the U.S. Also served for 6 months as a Project
Officer and Hazard Mitigation Specialist in Mississippi in response to
Hurricane Katrina.
. Co-authored a CONOPS (47 pgs.) and SOP (30 pgs.) for an Interagency
CBRNE Debris Task Force for future operations at a Joint Field Office.
. Wrote several technical white papers, including "information
management for a CBRNE event" and "health and safety for CBRNE
contaminated debris workers".
. Built a database of organizations with specialized WMD/CBRNE response
capabilities for DoD and FEMA.
. Served as a Project Officer in response to Hurricane Katrina in
Mississippi - represented State agencies in southern MS, inspected
storm-damaged government buildings, used contractor bids, cost codes,
and RS Means to estimate construction costs to rebuild damaged
infrastructure.
. Served as a Hazard Mitigation Specialist at a Joint Field Office,
promoted cost-effective infrastructure mitigation projects for
numerous government buildings and State-owned properties in MS.
. Helped build a cadre of engineers for disaster deployments around the

team of SAIC engineers to evaluate the impacts of shutting down the
Fast Flux Test Facility in Hanford, WA and overall needs for the
nuclear reactor.
. Reviewed and integrated comments on the EIS report submitted by
industry groups, corporations, and the public and helped write
selected chapters of the draft document.
. Built a large comment-tracking database for SAIC using MS Access.
. Provided support for DoE public hearings in Richland, WA; Portland,
OR; and Arlington, VA.

U.S. ENVIRONMENTAL PROTECTION AGENCY (EPA), Region 3, Philadelphia, PA.
Participated in environmental management field studies and coastal
surveys aboard U.S. government vessels in cruise missions from Atlantic
City, NJ to Norfolk, VA. Surveys focused on ocean dump sites and
monitoring the health of marine systems along the Mid-Atlantic
coastline.
