Facilities Operations Specialist, key member of the corporate services

section of the FDIC. Responsible for planning, implementing and directing

various programs and group task assignments, support services, and

evaluating the effectiveness of specialists, technicians, oversight

managers and technical monitors on behalf of the Dallas regional office and

associated field offices. Independently develops, directs, analyzes, and

approves the most complex matters relating to facilities operations

management, building, and support services. Supported the successful

closure of 37 financial institutions throughout the US, handled the

organization and requirements of multiple teams that are deployed to remote

bank locations in order to achieve the FDIC's goals

Developed, Managed & negotiated contracts for relocation of 15K

manufacturing facility from Maryland to Texas in eight weeks, 30% under

budget. Relocated Baltimore medical device manufacturing (wireless

infrastructure, lap-top computer mobile stations) company contracted to

relocate manufacturing/assembly/electronic data and sales organizations to

Marble Falls, Texas. Developed and managed the relocation, including

design, permitting, construction and finish-out. Procured all material and

contract services, including all communications infrastructure,

furnishings, signage, security and maintenance contracts.

Outsourced company-wide contract for corporate wireless communications

systems, upgrading technologies and improving efficiency. Negotiated the

contract T's & C's for outsourcing a corporate owned and operated

communications systems (wireless RF, broadband & paging). Selected and

negotiated with national vendor to provide state-of-the-art private site

system to replace aging technology. Bidder funded the new system

infrastructure expanding communication capability throughout multiple

campus sites

Implemented the design and deployment of new utility cost allocation

system, Created framework for new database systems, increasing information

accuracy and decreased overhead management cost. These systems allocated

special utility, exotic gas and program costs to department budgets that

supported manufacturing of US Military Defense Systems, allowing true and

accurate cost distribution.

Led focus teams to analyze and implement equipment preventive maintenance

system, reducing failures 27%. Facility maintenance had no formal or

documented PM schedule or standards, leading to equipment failures and

plant downtime. Led two focus teams to identify, create, and implement

computerized maintenance management system. Reduced equipment failures an

estimated 27% for a capital payback of 2.3 years.

equipment specification, procurement, such as; control systems computers,

servers, and routers, creating specifications and negotiating with vendors.

Managed $20M budget and seven direct reports with staff of 35 - plus 40

independent contractors.

Directed construction project expansions managing 19 member operations

staff. Managed $14M operating budget and $1.7M capital budget.
