Mr. Clutter has numerous years and extensive experience in design,

Systems Analyst for the computer and network integration of Army Command
and Control Systems and US Air Force (AF) Air and Space Operations Center
(AOC), the Air Force's senior command and control element. Coordinates with
505 TS communication and information technology (C&IT) staff at Combined
Air and Space Center - Nellis (CAOC-N) and external system providers, such
as Joint Forces Command (JFCOM), Air Combat Command (ACC), Training and
Doctrine Command (TRADOC), on system acquisition and integration; and
external customers (National Training Center (NTC) / Joint Readiness
Training Center (JRTC) / 29 Palms) on network connectivity insight and
possible technology solutions to support the Joint Integration Team (JIT)
team mission. Synchronizes JIT systems integration efforts with elements of
the US Air Force and the US Army on related AF ISR collection platforms,
computer systems, and network communications. System integration includes
but not limited to the following: Theater Battle Management Core System
(TBMCS), Command Post of the Future (CPoF), and Air Force Synthetic
Environment for Reconnaissance and Surveillance (AFSERS). Works closely
with internal and external customers to project the mission's future
systems requirements, spending and ensures proper integration and
configuration control with existing theater systems / communication
architecture. Also assists customer in the planning and evaluating of AF
ISR initiatives and concepts via experimentation and exercises.
Additionally, responsible for promoting efforts in the design and
implementation of knowledge management (KM) solutions, such as Microsoft
SharePoint and the JIT Forecasting And Scheduling Tool (J-FAST). These
combined efforts will help to foster improvements in a more realistic and
robust training environment for the warfighter.

Managed critical 5-level training on state of the art Base Information
Protection (BIP) Course. Revised course control documents, literature,
written and performance student measurements. Developed lesson plans,
created student text, and maintained student records. Administered and
analyzed measurement devices and performed student counseling. Conducted
advanced training in network security principles, design, installation and
configuration, optimization and securing of the following network operating
systems: Windows NT 4.0, Windows 2000 Advanced Server, Linux Red Hat 6.0,

Maintained Red Flag Air Operations Center and the following associated Unix
and Solaris based systems: Theater Battle Management Core Systems (TBMCS);
Contingency Theater Automated Planning Systems (CTAPS); Wing Command and
Control System Servers (WCCS); and the Combat Intelligence System (CIS).
Loaded, manipulated, and maintained the database for 200 + targets, 200 +
aircraft, and 50 + units from which the Air Tasking Order (ATO) was
generated. Identified the most efficient software configuration,
programmed the system with unique group and user attributes, monitored
system memory. Performed numerous System Administration and Database
Administration duties, to include loading Sun Solaris operating system, As
System Administrator/Database Administrator (SA/DBA), loaded Sun Solaris
operating system, Oracle7 Server database, Sybase, Tivoli, and TBMCS
applications software. Built system and served as System Administrator for
RED FLAG/GREEN FLAG exercises at Nellis AFB. Maintained the operability and
status of twelve Contingency Theater Automated Planning Systems (CTAPS) and
over 30 Wing Command and Control System Servers and workstations and their
interface with temporary duty, unit level Combat Intelligence System
workstations. Supported TBMCS system administration duties ranging from
hardware configurations to software upgrades and user accounts, in support
of over 1,500 sorties annually. Monitored system performance, protected
password and security files, and managed network addresses. Maintained
effective software setup and network design to keep systems operational.
Identified future hardware requirements and necessary system modifications.
Evaluated and tested future software releases for integration into training
exercises. Ensured all requirements were identified to meet and support
future operations.
Principal Engineer (December 1993 - December 1994)
7th Command, Control, & Intelligence Support Squadron, Osan AB, Korea
Responsible for the unit Computer Security and Information Security
Programs. Computer Systems Security Officer for four diverse Unix/Sun
Solaris systems, controlled access to over 1,000 users of the Top Secret
Korea Air Intelligence System (KAIS), combined Secret Republic of Korea and
United States Air Force, Korea Combat Support System (KCCS), Master
Execution Data Base (MEDB), and Contingency Theater Automated Planning
System (CTAPS). Troubleshot and corrected problems with user
identification and passwords. As Unit Security Manager, processed
personnel security issues and provided security reviews, upgrades, and
denial of accesses. Unit Information System Security Officer responsible
for identifying and processing individual restricted area badges and
courier cards. Accountable for verifying the security clearance of
visitors and controlling their physical access.
Principal Engineer (April 1989 - December 1993)
National Air Intelligence Center (AIA), Wright-Patterson AFB, OH
Led operations in a large integrated computer facility consisting of four
large mainframes and six operating systems valued at over $40 million
dollars. Served over 2,000 customers within the National Air Intelligence
Center (NAIC) and throughout the intelligence community. Greatly enhanced
and refined the computer facility tape library management system.
Energetically led team effort to convert 20,000 tapes, a major portion of
the tape library, from a manual system to an automated cartridge system,
decreasing response time 75 percent to computer users and reducing error
probability by 95 percent. Documented hardware and software failures and
assisted computer users in determining the cause of user program failures.
Determined training needs, maintained training records, and conducted on
the job training program for military and civilian personnel. Provided
periodic personnel reports and dissemination of information.
