Interfaced with senior and middle management in the planning, development, marketing, operation, implementation, and evaluation of occupational health and safety programs. Developed and implemented Emergency Response Team Programs, and trained employees in agency specific safety/industrial hygiene/sanitation programs.

Accomplishments:

• FOH, a non-appropriated Federal Agency, provides Occupational Health Services to agencies unable to afford full time staffing or require assistance of a disinterested third party in resolving work place risk. FOH’s revenues are obtained from other Federal agencies as services are provided. Through marketing with senior and mid-level managers, acquired an additional $450,000 of services annually to program.

• Managed team of occupational and organization specialists to evaluate and determine reasons for high Accident Rate (AR) of Border Patrol (BP), second only to DoD. Reviewed reported accidents; interviewed agents; and recommended changes in BP Academy curriculum, resulted in AR reduction of 5% in first year.

• Budget constraints required Field Office staff members to conduct Food Service Concession inspections. Developed CD-ROM based training program, “Concessions Food Service Inspection Guide,” to assist General Services Administration (GSA) in conducting inspections, saving $50,000 annually in travel expenses in GSA Pacific Rim Region.

Environmental Health Contractor

Recruited by the Director of Environmental Health Services, FOH to managed day-to-day administrative functions of two government contracts valued at $11,500,000 and $8,000,000 for Industrial Hygiene, Safety and Environmental Health Services. Served as Agreement Manager for Inter-agency Agreements (IAA) with FOH, and US Customs and Border Protection (CBP), providing services to 85,000 employees at 3,200 locations.

Accomplishments:

• Led marketing efforts to acquire additional annual revenues of $1.6 million.

• Spearheaded program development of N95 style filtering face piece respirator component of respirator protection program to comply with 29 CFR 1910.134. Efforts included selection criteria, medical clearance, record keeping, storage, use, and a fit testing program. Set up on-line medical clearance program, with clinical follow-up as necessary, saving CBP $250,000 - $350,000 annually. Created and implemented Fit Testers Training Program to enable local personnel to train and certify respirator users, and realizing additional annual savings of $100,000+.

• Addressed CBP’s need for agency specific safety training materials through development of video and web-based training programs, allowing personnel at 3,200 locations to receive required training.

• Responded to GSA’s request for simple, easy to use initial training program for 345 food concessions in Federal buildings throughout US and territories by creating CD-ROM training program with workbook and test for Food Service Sanitation and Food Service Sanitation for Managers.

FEDERAL OCCUPATIONAL HEALTH, US PUBLIC HEALTH SERVICE, DEPARTMENT OF HEALTH AND HUMAN SERVICES, San Francisco, California ● 06/1997 - 05/2006

FOH Regional XI Director (06/2002 - 05/2006)

Managing government contracts valued at $11,500,000.00 and $8,000,000.00, coordinated efforts to serve Federal employees in 14 Health Centers located in Arizona, California, Hawaii, Nevada and Pacific Territories and Trusts. Served as Contracting Officer’s Technical Representative (COTR) for industrial hygiene, safety, and sanitation contractors, and member of HHS Regional Managers Council, coordinating responses to health issues, and advising Regional Administrator of all efforts involving Occupational Health, Safety, Sanitation and Environmental issues. Coordinated with 12 FOH Regional and Sub-Regional offices and three laboratories to ensure compliance with Federal, state and local laws and regulations.

Accomplishments:

• Deployed to FEMA Safety Offices in Mississippi and Louisiana to support volunteers after Hurricane Katrina. Provided medical, safety and sanitation support throughout five states, and oversaw operations of five clinics and a dozen volunteer camps.

• In response to Katrina, FEMA recognized need to develop standards regarding volunteer encampments. Produced “Field Camp Operations” handbook for use by FEMA and private groups operating camps.

• In this capacity, brought in additional program revenues of $2,200,000.

Senior Program Manager (06/1997 - 06/2002)

Administered $9,500,000.00 and $7,000,000.00 government contracts for safety, environmental health, and industrial hygiene services. Served as COTR for industrial hygiene, safety, and sanitation contractors; Agreement Manager for IAA with FOH and CBP providing services to 75,000 employees at 3,200 locations; and Project Officer for $4.5 million annual Interagency Agreement. Developed Emergency Response Team Programs; trained employees in agency specific safety/industrial hygiene/sanitation programs; and coordinated activities with 247 FOHS clinical site and private providers, in remote locations, to provide Biological Monitoring and Medical Surveillance.

Accomplishments:

• Created Food Service Sanitation inspection program for 345 GSA concessions in response to organization’s dissatisfaction with responsiveness / accuracy of existing third party inspectors. Efforts resulted in FOH securing inspection contract over other bidders, including The Food & Drug Administration.

• After being cited by OSHA as a high risk operation, GSA requested FOH assistance with safety program at warehousing operation with 285 employees. Evaluated program, and led implementation of safety program that included a full time safety officer, safety committee, hazard analysis, worker compensation management, accident reporting and investigation, OSHA reporting, and training in safety, fork lift safety, unit safety, personal protective equipment, fire safety, and lifting and office / workplace ergonomics. Efforts reduced annual accident rate by 62% within six months.

• After Legionella was identified by OSHA Strike Team, GSA attempted to disinfect building’s water system based on OSHA recommendations. Failing at this and facing closure, FOH was requested to disinfect building within 48 hours. Developed and implemented chemical disinfection method, and provided direct oversight of procedure. Method saved Federal government $1.2 million per day, and was added to OSHA handbook.

• Developed and implemented Chemical Hygiene Plan for Environmental Protection Agency laboratory in Las Vegas.
