well.

I have over 34 years experience in the mining industry in both surface and

underground mining and I am an former mine safety official for the state of WV

with over 11 years experience in various roles,mine inspector, safety instructor,

special investigator.

Formerly my job assignment and area of responsibility was that of Corporate

Training Coordinator and Employee Development for the WV and MD Mining

operations. These operations encompass surface coal production, underground coal

production and preparation plant facilities... The Safety Department which I

supervise is currently made up one assistant manager and six Safety Directors. My

primary responsibility is that of managing the ICG “Safe Choices” safety program

as underground WV mine inspector, safety instructor & administrator. I was an

adjunct instructor at the National Mine Academy for the department of Labor

(MSHA) were I was instructor that was instrumental in mine emergency operations

training,& special investigations training to name a few . I have an extensive

background in msha and state inspection procedures, special investigations and

instruction thereof.

The following is a list of administrative, supervisory and technical

accomplishments that I have been responsible for from September 1989 through January

2001.

1. I wrote the standard operating procedures manual for the state grants program,

which is now being utilized as a national format. Also, I developed and

implemented the shot firers study guide.

2. I review this manual with all interested parties, i.e.: Safety Instructors, MSHA

grant officials and Industry personnel.

3. I wrote a certification procedure manual for the state grants program covering all

twenty-seven certification categories along with tracking and record keeping for

each.

4. I developed the computer tracking and reporting criteria of all state grant activities

and briefed the necessary personnel concerning the implementation of each facet

thereof.

5. I have attended the training board meetings and have developed the following

training materials: Truck Maintenance Program, Hazardous Material Program

and Tree Cutter Program (just to name a few). Also, I was the guest speaker at

several of the meetings regarding certification and training of West Virginia Coal

Miners.

6. I worked closely with MSHA grant officials concerning all facets of state grant

applications, i.e.: Program Development, Submittal Revisions, Ranking and

Implementation and Deficiency Applications. I was also responsible for

preparing and submitting the Quarterly Technical Report for the state grants. I

wrote and developed the contractor 8-hour training program, which is now

utilized on a national basis.

7. In September 1993, I was charged by the agency with the primary responsibilities

of technical liaison for the state grants programs and state mine rescue team

training and development. I was also charged with Mine Emergency Operations

coordinator of the WV Office of Miners Health Safety and Training. I wrote the

1993 through 2001 state grants initial submittal. Since that time I have developed

special applications for residual monies for supervisory training and SCRS

training to name a few. I have also prepared the regular grants request to MSHA

since that time. I have met each and every deadline concerning the state grants

programs.

8. I developed and implemented the Job Safety Analyst program and personally

trained the Safety Analysts.

9. I have evaluated mine accident and injury data and developed application

methods to address the problem areas. Some of this was accomplished by

implementing surface haulage seminars and small coal mine operator’s seminars.

10. As a member of Welch Post #1 & 5 of the National Mine Rescue Association and

an Officer (Treasurer) I was responsible for coordinating the annual mine rescue

and bench contest for five years (1989 through 1994). Also, I have been

responsible as a Mine Rescue Judge, Bench Judge, Contest Director and EMT

coordinator.

11. I have attached my credential for mine rescue, which includes: Mine Rescue

Instructor, Mine Rescue Team Member, BG174A Level 2 Technician, Bio-marine

Technician, Industrial Scientific Maintenance and Calibration Technician and

West Virginia University Mine Fire Safety Expert. In part of 1993 and 1994 I was

solely responsible for coordinating, developing and the scheduling and practice

sessions of the State Mine Teams. In addition, I am a Certified Mine Safety

Professional (Certification # 219).

12. At the state level, I have been charged to coordinate the activities of the ten other

safety instructors and to direct the office activities of such.

13. Under my direction the West Virginia Office of Miners Health Safety and

Training has developed several award winning training materials such as the

‘Save your Back’ video and the Electrical Retraining panel boards.

14. I was awarded first place award in the National Instructors Conference in the

Mixed Media content 2007 at the national Mine Academy.
