Mr. Whiton has extensive management skills in aspects of industrial safety and
health. As an experienced Marine Shipyard Competent Person and certified 40 hr.
385 1-1 resource he is a recognized expert in compliance to Corp of Engineers,
OSHA shipyard and terminal regulations. Mr. Whiton is also heavily experienced
in the oil and gas industries. Mr. Whiton is a certified Veriforce Operator
Qualification (OQ) Evaluator and National Center for Construction Education
N.C.C.E.R. OQ Instructor. As a young man his heavy industrial safety career began
in the mill construction industry of Longview, Washington. Since then he has

Mr. Whiton led Advanced American Construction (AAC) to achieve outstanding
results as their Safety Director. AAC realized returns on insurance premiums as
high as 70%. Led by Mr. Whiton, AAC gained a reputation for possessing a highly
effective and viable safety management system resulting in reduced incident and
severity rates of 42% and 66% respectively. Mr. Whiton increased safety
performance by quickly implementing highly effective incident analysis and best
practices practice systems leading to peak customer relations.
As a persuasive communicator, Mr. Whiton gained consensus to develop relevant
goals and first of its kind recognition of critical behaviors. The introduction of
useful accountability matrices as part of the overall risk profile allowed issues to be
identified and managed in a useful manner when no previous accountability
measurements existed.
Mr. Whiton connected with customers during the bidding stages and through the
ISNetworld organization to illustrate the new safety sophistication of the company.
He mentored engineers and estimators regarding a broad range of risks factors affecting
their business model including physical, mechanical and organizational elements

numerous accolades including the AON/AGC “Grand Build America Award”.
He applied behavior based safety recognition training for field supervisors while
keeping all vested principles engaged in an on-going dialogue. He developed the
comprehensive “Advanced American Way” construction process increasing
supervisor’s compliance with influences enacted by OSHA, the Corp of Engineers
and the industrial construction industry.

Entering this position one year after the project began Mr. Whiton faced the challenges of limited resources
and budget; he ensured the successful completion of multiple internal projects all competing for resources
relying upon extensive experience and judgment. Dean mentored, coached, and provided leadership for a
staff of 10 people. Oversaw implementation of new safety standards conforming with the National Fire
Protection Association, and the new Department of Energy electrical regulations 70E. Mr. Whiton also
created training, implemented audits and detailed written procedures while establishing project goals and
leading senior management to define and set priorities.

Serving as the Rockford S.W. Regional Safety Manager, Mr. Whiton proved his unique leadership skills in
2007 by entering midway and successfully completing a very large and complex project with TransCanada
and Southern California Gas in Blythe California.
Mr. Whiton was later instrumental to the reinstatement of Rockford as an acceptable bidder with the
Chevron Corporation on the West coast, successfully addressing and eliminating 55 previous safety and
environmental audit findings.

Mr. Whiton oversaw all pipeline and facility construction activities within the southwestern United States.
He administrated the ISNetworld program, Department of Transportation Fleet safety and training and
provided Operator Qualification training to all affected personnel. He introduced a behavioral based safety
program and quantitative safety measurements. Mr. Whiton created a field supervisors safety kit providing
critical materials for excavation systems, lockout/tagout, crisis management, and incident investigation
resulting in reductions of claim frequency and severity rates in the southwest by 52% and 68%.

Employed as a construction management safety expert, Mr. Whiton provided services to commercial clients
and Owner Controlled Insurance Program (OCIP) customers on the West coast. Serving as the national team
leader to Intel OCIP expansions 1998-2003 Intel realized returns of 33% or approximately seven million
dollars by utilizing Argonaut audits, sample written programs and interactive educational workshops on
Leadership, Motivation, Accountability and various OSHA subjects.
Mr. Whiton assisted Argonaut’s underwriters to better evaluate construction risk. He supported client’s
safety and industrial hygiene professionals by providing services in these fields. Mr. Whiton delivered to
thousands of construction professionals Argonaut’s Supervisor Training in Accident Reduction Techniques
behavioral based safety program and worked to provide new risk management products including a wide
array of reports to clients and underwriters. Mr. Whiton had input to pre-bid qualifications in contract
management while consulting to the Port Authorities of Portland and San Francisco during airport
expansions.
