Proposal Analyst – Finance

Received RFP’s (Request For Proposal) from the U.S. Government for military aircraft or modifications. Scheduled meetings with many different functional areas (engineering, tooling, planning, logistics, finance, manufacturing, procurement, and program management) to determine our ability to meet The Government’s expectations. Once that determination was made, I would send out a deadline date in which all functional areas of the business would be required to have their bids (hours, material, and other direct costs) turned into me. Once that was completed, I would analyze all of that data to see that it was reasonable. If all bids were reasonable I would compile them into a proposal using Government approved rates. Over a specific dollar threshold would require different levels of management approval. I would create a cost volume for the Government auditors to audit once each proposal exceeded that threshold. I followed FAR 12 and FAR 15 regulations that are required to do business with the U.S. Government as well as any other countries that are approved by our Government.

Received purchase requirements to buy tooling for military contracts. I would create RFQ (Request For Quotes) to go out to suppliers via SAP. Once I received all quotes from all of the suppliers, I would analyze the quotes for the better price as well as the better product. I contacted suppliers and worked on any outstanding issues including Accounts Payable issues. I created the Purchase Orders needed to buy the tooling from suppliers. I found and set up new suppliers when necessary.
