Objective: Environmental Specialist II Hazardous Waste
Professional Experience: Fourteen plus exciting years of experience in the Environmental Safety and Health Sector with the majority
of my experience in Hazardous Materials/Waste Management and Safety relevant to Shipping, Transporting, Tracking, Storing, Managing,
Spill cleanup and disposition of various Hazardous Chemical/Material and waste. Direct Experience as a Safety Specialist was initiated at
White Shield Inc. where I was assigned Environmental Safety and Health Specialist for several Construction and Environmental
Remediation projects including Civil Surveyors at the DOE Hanford Waste Treatment Construction Project.
Waste Designation/Characterization: I have over eight years experience in waste characterization/determination per 40CFR-261 &
268, (Laboratory, Analytical, technical data or process knowledge). Determine if waste meets the specific and or designated waste
acceptance criteria / permits, LDR’s, UHC’s and Universal Waste standards. Provide guidance and technical assistance to other waste
management and project personnel to ensure project waste designation activities are conducted prior to initiation of waste generation
activities. Working knowledge of and ability to interpret and apply environmental laws, regulations, engineering and operational practices
required. Ensure Compliance of RCRA (40CFR), DOT (49CFR), IATA (of Dangerous Goods), CWA, OSHA (29CFR), ARMY Regulations
and Oregon’s Department of Environmental Quality Administrative rules. Prepare and Review all DD-2271 Forms for each waste package.
Waste Management, Containers and Certifications: Conduct Waste Management and environmental surveillance’s, inspections,
and audits. Participate in emergency spill and response cleanup and notification of oil spills, mercury, antifreeze, acids, solvents, etc. and
use of various cleanup equipment. I have extensive experience in receiving waste from Generators and completions of waste certification
forms (chemical/product name, process generating waste, Company/Dept/Div., Signature, Work Package and MSDS number). Input all
Waste into Waste Tracking Database. Prepare a waste Characterization/Determination per RCRA 40CFR-261 and input into Waste
Determination Database. Properly label and date container per 49CFR-172.101. Submit a Profile of the waste for approval, Prepare a
Manifest or (Bill of Lading) and LDR (Identify UHC’S). Coordinate, Schedule and track waste shipment(s) and files with each and all
vendors separately and or per waste stream from cradle to grave. Coordinate with individual waste generators and transportation vendors
to ensure all hazardous waste regulatory requirements from cradle to grave are met. Transport Hazardous Waste using commercial truck
and trailer or tanker to various locations throughout ARMY base per DOT regulations.
Waste Segregation: Throughout the length of my career I have provided guidance on compatible containers and size for each waste
stream generated per 49CFR-173. Segregate Incompatible waste/material by means of proper container, distances away from each other,
secondary containment, Dikes, cool and well ventilated area. Documented the assigned MSDS Number for each material used on the
work order. Request and or performed sampling waste/material if needed when task was complete.
Pollution Prevention / Waste Minimization: At Hanford Nuclear facility and U.S. Army Chemical Depot I reviewed Construction,
Operations and Maintenance work orders for guidance on Chemical Avoid use, Raw Material substitution, Production Planning and
Sequencing, Process or Equipment modifications. Give Plant Guidance on Reduce, Reuse, and Recycle. Train and educate staff on spill,
leak prevention and housekeeping.
Chemical Management: Coordinate chemical pre-acquisition screenings with SME’s and evaluate chemicals to identify hazards,
storage group designations (acids, bases, oxidizers, flammables, reducers, toxics, poisons, water reactive, gases, etc.) carcinogen
content, EPCRA reportable in order to meet Federal (CERCLA/RCRA/TSCA/DOT/CAA/CWA) and State Regulations that prevent
undesirable chemical reactions and meet standards to protect personnel and the environment. Ensure a current MSDS is in the Hanford
MSDS database for all chemical products procured. Manage the CITS (Chemical Inventory Tracking System) database for all my
project/facilities. Ensure all chemicals have barcode tracking labels and the identity of the hazardous chemical, Name and address of the
manufacturer, importer or a Hanford Hazard label and affixed to the container.
When storing chemicals Comply with NFPA requirements and MAQ (Maximum allowable quantity) storage limits for all hazard classes of
chemical products and Manufacturer recommendations for temperature, moisture and humidity.
Conduct monthly physical inspections and inventories of chemical storage locations, identifying chemical container condition,
manufacturer-specified expiration dates, unlabeled containers, storage compatibility and all NFPA, OSHA 29CFR 1910.106 – 1910.1200 –
1926.350 requirements are met.
Sampling and Industrial Hygiene: Calibrated sampling equipment, Luminex mercury vapor, MSA and Am-tech Air Monitor pumps.
Utilized organic vapor monitors with Draeger tubes and multi-gas analyzer (Four Gas) at Umatilla Chemical Depot.
At Puget Sound Naval Shipyard I was assigned for One year to conduct air-sampling activities associated with monitoring personnel and
work areas for heavy metals. Evaluate physical environment of potential contamination: ventilation, HEPA filters, breathing air box
certified, measure and draw diagram of work area and placement of personnel for record keeping in the event of high levels of heavy
metals. Prepare air monitoring test samples/filters for laboratory analysis and Write sample narrative report. Measure Air ventilation flow by
measuring all four corners and then the center to calculate flow rate. Prepared and took samples as required by using a Coliwasa, Custom
Dip, Scoop, Trier, Auger etc. All work performed per Procedures, Oral, and Written Instructions with little to no Supervision while keeping
all work areas safe, clean, and free of clutter.
Safety: Occupational Safety and Health oversight and monitoring personnel in construction and environmental remediation projects.
Respond to accidents, injury’s, incidents, and interview all parties involved or witnessed the unfortunate situation in order to compile all the
facts. Support Critiques and write the accident/incident investigation report to include a summary of what happened, the Root Cause,
