Enclosed with this cover letter, please find a brief resume outlining

my employment history. I have directed almost all known machinery

during my thirty years of construction. I even disassembled a brand

new D-7 CAT and flew it in by helicopter to the bottom of Grand Canyon.

At the end of the project we buried the D-7 wrapped in cosmoline, and

it is still there waiting for the next 1,000 year flood, and fresh

batteries. The owner of the company was Elling Halvorson, now Blue

Hawaii Helo.

I know most all of the local contractors here and on Guam, Anderson

AFB, Saipan, and Micronesia.

My diverse background in municipal, state, federal, DOD, TARDEC, AFCEE,

USACOE 385 -1-1,

vertical high rise, fast track scheduling, Environmental Remediation,

marine, refinery, sewers, waterlines, industrial piping, permitting,

air knife / vacuum probing, directional drilling, concrete placement,

and facilities management expertise. In '04 I managed the replacement

of Elevator #72 in the Red Hill Tunnel Fuel Storage Complex,

environmental compliance of asbestos and lead abatement, and three

miles of 32 inch fuel line rehabilitation for FISC. I know all the

players in Hawaii, CNMI, Micronesia, Marshal Islands, south pacific,

and many on the mainland.

I have previous experience as Construction Manager, Director, Senior

Estimator, Superintendant / Field Engineering. I am a past City Engineer of

Bremerton, WA and past WA Key Man Jaycee president. I've maintained many

contacts in both the public and private sectors. I currently hold a TWIC /

TSA full clearance micro chip card. Expiration date: 08 Nov, 2013.

Current Passport, expiration date:23 August, 2017, No Restrictions. I am a

excellent public speaker, and have master of ceremonies experience.

My work habits have instilled in me that even as important as a Due

Diligence check list, one should not omit the preparation of a Means and

Methods Statement / Activity Hazard Analysis, prior to initiating each

segment of a task. Both provide solutions to a variety of complex issues

that may be sub-latent to the management and planning staff. Next step CPM

logic, and daily employee and inspectors safety briefings in simple concise

language.

My communication and computer skills are excellent. Many of the projects I

have managed had budgets in excess of thirty million. The best

supervision of multiple projects with simultaneous layered scheduled tasks

has honed my skills in bringing projects in on time and within budget. I

am an expert at Permitting, Fast Track Project Scheduling and Long Leads.

I have certified training in areas of: Clean Room, Facilities

Preservation, Haz Mat, Fire Pre-Suppression, Confined Space, Business

Ethics, OSHA Safety, Shipyard Competent Person, NEPA / RCRA Regulatory

and outposts on all Hawaiian Islands. Implementation of disaster

resistant mobile connectivity towers, portable with auxiliary power.

June 1995 to Dec. 1996: A Long Haul Fiber Optic Submarine Build and

Network Implementation, Hawaii, Guam, CNMI, PI and Micronesia.

Construction Director: Provided supervision, detailed engineering,

environmental studies, planning, public hearings, county, state and

federal permitting, field design, landing areas, lay ship scheduling,

directional drilling, underground /submarine fiber optic network

installation and construction of submarine fiber optic cables

connecting the six major Hawaiian Islands. Each landing required the

construction of a secured pre cast concrete building with generator,

and air conditioning to support the multiplexers.

March 1992 to May 1995: Construction of a petro-chem contaminated

soils remediation facility at Campbell Industrial Park

Facilities Manager: Select site, equipment, public hearings, federal,

state, county approvals, permits, refinery tie-ins, document controls

and implementation of materials manifest methodology. Supervised

operations of a thermal desorber, bag house, biological soils treatment

and process equipment. Legislative advocacy resulting in improvement
