RUS Inspector

Oversee Drop installation of a FTTH USDA ARRA funded project for Nunn Telephone. Buried

Plant with 700+ drops in both a rural and city setting. Work with layout of routes, installation of

fiber and splicing, fiber counts, manage construction crews and installation of both buried

conduit and handholes, manage quality and assess workmanship with safety a foremost

precedence, overall project management with the highest level of customer/contractor/client

interaction. Record daily progress and collect daily information from contractor. Perform

weekly audits of units placed to reconcile with dailys. Weekly summary reports with dispute

resolution meetings with contractor. Monthly invoice review to reconcile and resolve any issues

or concerns on either party. Excellent oral and written communication skills including Microsoft

Office. Central office installation of relay racks with proper support attachment to existing

structure, bonding and grounding to existing MGB to conform with office standards. Installation

of new fiber equipment, fuse panel and patch panels, labeling and tag with proper information.

Install power and ground for both A/B PWR and RTNs with proper routing of cable and

protection of cable at rack breakoffs with fiber paper or plastic cable rack guards. Terminate all

cables properly and P-touch and label/seal all connections. Utilize a cut window for powering up

the fuse panel as directed by the CO manager. Install Fiber management racks (Clearfield) to the

appropriate location for fiber termination of the patch panel pigtail cables to the exterior fiber

optic cables. Insure proper grounding of the outside cables as they enter the facility. Seal

/firestop any opening or hole as necessary.

Finley Engineering June 2010 to Dec 2011 Eastern

RUS Inspector / Resident Engineer

A 150 mile USDA ARRA Funded project in Eastern KY. Staking sheet interpretation, correction

and changes, interpretation of schematics and fiber counts. D irected personnel for inspection

and documentation of new aerial and underground construction activities along with splicing.

Provided guidance for fiber testing with OTDR and power meters, was responsible for redline

documents and units placed reports to close out the job. Engineer alternative routes and make

decisions on the behalf of Mountain Rural Telephone Cooperative Company to ensure that

construction met company standards. In the central office and remote cabinet settings, I insured

proper fiber management, routing and grounding. Proper equipment installation, grounding,

power installation and grounding with proper identification tags and cable protection. Proper

fiber management routes were installed and verified. Fiber testing and documentation performed

to acceptable tolerances. Ensured a clean room work environment at all times. I completed

weekly and monthly status reports, attended meetings, and ensured that invoicing was correct as

submitted. Project clean-up was completed in a timely fashion and to the satisfaction of property

owners.

Management and Coordination of multiple projects with various customers. Supervision duties

include: Team Leader and builder, staffing for each project, all customer required paperwork,

MOP writing and customer interaction, material procurement, coordination of delivery, staging

and inventory of all equipment and material, conducting foreman training and development,

continuing overall job quality assessment, assuring timely completion with production,

efficiency, and profitability as the end result. I had regular involvement with the bidding of all

levels of installation work. Cell site buildouts from site survey, setting the buildings, proper

cable rack and grounding installed, installation and power up of equipment and final testing and

turn-up to customer requirements. Superstructure work that ranged from additions of cable rack

and relay rack installations to complete switch buildouts with complete DC power plants and

secondary power. Transmission cabling for DS1 and DS3 cabling, timing, and fiber optic

jumpers. In addition of supervision of all of the installation work, a regular connection with the

administrative personnel and my immediate supervisor was maintained on a constant level

through technology. All of these duties were completed with the highest level of quality and

service provided to the customer.
