BUSINESS MANAGER, FREE ELECTRON LASER CRITICAL DESIGN REVIEW (FEL CDR) PROGRAM

Oversaw Earned Value Management functions, including schedule and baseline development, tracking and recording progress, validating subcontractor performance, writing variance analysis reports, and substantiating Estimate at Completion (EAC). Ensured program compliance to Statement of Work and served as Control Account Manager and Change Board member. Partnered with program manager, utilizing Program Management Best Practices (PMBP), to successfully execute program on schedule and 4% under budget across business units, functional enterprises, and locations. Prepared and tracked funding, commitment, and expenditure profiles for program and lower-level subcontractors. Consolidated monthly financial and schedule data to develop and deliver FEL Monthly Financial reporting to internal and external customers.

DIRECTED ENERGY SYSTEMS PROGRAM PLANNING & CONTROL MANAGER

Performed tracking and analysis of Long Range Business Plan, providing monthly order, revenue, and earnings tracking, reporting, and forecasting. Developed site labor base estimates to ensure financial targets were met and rates were maintained. Led cost/schedule baseline development and monthly tracking and reporting for multiple DES research and development and proposal projects. Presented all internal and external reporting and briefings. Developed execution plan, work breakdown structure, and key contract milestones. Established baselines, obtained commitments, provided status, analyzed progress, and performed variance analysis and reporting. Hired, trained, and mentored staff in scheduling and Earned Value tools and techniques.

Responsible for setup of EVM system at newly created office in the Middle East.

Managed the cost and schedule functions for the Saudi ARAMCO program ($40 Million, 5 years).

Contel Government Systems – Finance Supervisor – Colorado Springs, CO

Supervised over 40 cost accounts and $3 million of budget as the Control Account Manager for Finance.

National Security Agency – Operations Research Analyst – Ft. Meade, MD

Provided business assessment, contract progress, and budget utilization reporting for the unit. Performed baseline maintenance, schedule evaluation, and performance measurement on over 20 projects for the Group.
