• Mr. Steinbrecher has served various clients in the identification and resolution of claims related
to construction materials, methods and means. His analyses are based on solid engineering with
an objective, analytical approach to assessing the problem, determining causes and
recommending fixes.
• He has been project manager on numerous public infrastructure, commercial, mutlifamily
projects and programs. Chris successfully managed multidisciplinary teams meeting the
objectives of varying project stakeholders. His use of a metrics based approach (i.e. focus on
cost, schedule, quality, scope) to team management insures that the client’s requirements with
respect to the project’s metrics are not lost on the team.
• His experience and ability to understand the risks that accompany a construction project make
him a key player in developing strategies for project success and satisfied clients.
• Mr. Steinbrecher managed the engineering and construction services arm for the Portland
Development Commission. His workgroup was responsible for delivering municipal investments,
public facilities and resolving defects in major projects.
• As lead Project Manager he delivered project management including claims analysis services to
Red Lion Inns constructing major projects throughout the West Coast and Rocky Mountain States.
His responsibilities started with project pro formas and proceeded through contract negotiation
and commissioning.
• Working for a major contractor, Chris supervised craft workers, estimated projects and
administered construction contracts. This “boots in the mud” experience provides him with a
unique perspective in understanding the costs and logistics involved in day to day construction
matters.
• As principal in charge of design projects he has placed his seal on design documents prepared by
his staff. He has supervised staff and performed design functions on the more complex projects
to insure that the designs are complete and efficient. He responsibilities include insuring that the
work his firm designs meets regulatory and client requirements; and is constructed according to
the project drawings and specifications.
• Prior experience included supervising the preparation project schedules for large megaprojects
valued in excess of $2.4mm. Supervised a team of experts in insuring that the schedules were
accurate and inclusive. In addition, he developed and negotiated claims for contractors including
issues such as delay and inadequate documents. He analyzed tasks and their impact to the
project to determine the activities and costs necessary to complete the work.
• Mr. Steinbrecher’s understands the processes and strategies necessary to maximize the success
potential of a capital outlay program. This knowledge has been gained through experience in
various sectors of the construction industry. The principal focus of Mr. Steinbrecher’s last ten
years has been on the project owner and effectively representing its interests. The owner bears
the largest amount of risk on a project, and effectively managing that risk is the owner’s
principal challenge.
• Contractor perspectives were gained while with the Kiewit Company, a major public works
contractor. He performed a number of roles, including craft supervision, project controls
management, project engineering, and claims management. Created estimates for large
megaprojects including significant infrastructure projects throughout the West Coast. This tenure
gives him an in depth view of the forces that shape a contractors view of a construction project.

• Sr Project Manager - As principal of a 5 person civil engineering /project management firm, Chris
provided project management services for a number of different clients. His work included
managing multidisciplinary teams for clients to meet the objectives of project stakeholders. Using a
metrics based approach (i.e. focus on cost, schedule, quality, scope) to team management, he is
able to give project teams the flexibility they need to handle project specifics, while still meeting
stakeholder expectations. His ability to understand the risks that accompany a modern construction

• Manager Construction Services/ Chief Engineer - Mr. Steinbrecher led the engineering and
construction services division for a major municipal governmental agency. His duties included
representing the agency at interagency meetings, managing a workgroup responsible for delivery of
quality projects, internal policy development, representation of agency goals and objectives to
selected public stakeholders and updates to the Board of Commissioners in public meetings. Portland
