Summary:
I grew up working on the family's 3 generation, 1500+ acre cash crop farm
near Geneva, New York. When Grandpa retired, my Dad decided to change
careers. As a result, I found other employment and worked for 2 years at a
neighboring farm specializing in cash crops and finish hog production. I
married in February 1989 and joined the United States Army as a Human
Resources Specialist. I retired from active duty in December 2009 as a
promotable Chief Warrant Officer Three with nearly twenty-one years of
military service as a Human Resources Officer, and immediately began
employment as a Department of the Army Civilian Human Resources Officer.
I've served as an Assistant Scoutmaster for Boy Scouts of America for 12
years, and Chapter Treasurer of the US Army Warrant Officer Association for
3 years. The resume below depicts my experiences in the last dozen years.

Responsible to provide human resources support to more than 24,000 Soldiers
in units geographically dispersed to 2 installations stateside, and in both
theaters of combat operations. Serves as a military personnel staff
analyst and evaluator in the management of active component officer,
warrant officer, and enlisted personnel staffing and readiness, to include
multiple analyses of personnel, unit and specialty data; and to determine
status against mission, organization, and staffing distribution. Serves as
a subject matter expert on Army regulations and procedures governing the
field of human resources, with special emphasis on strength management,
personnel accountability and strength reporting, personnel readiness,
Soldier actions and casualty reporting.
Monitors, gathers, analyzes and intensely manages data from a wide variety
of sources and complex situations for preparation of military personnel
readiness assessments, reports, studies, briefings and compliance with
personnel distribution targets. Analyzes broad scope of staffing data at
MOS, ASI, SQI, and grade level of detail extracted from manual applications
and/or automated sources.
Analyzes unit data, reviewing changes resulting from relocations,
activations/ inactivations, and deployments. Using technical expertise,
compiles and analyzes data to identify trends, deficiencies, identify
staffing problems/issues, coordinate with all concerned and recommend
solutions/corrective actions. Interprets broadly stated procedures and
guidelines. Provides data, guidance, advice, and assistance to personnel
managers, Division staff offices, HRC, and subordinate activities.
Initiates and prepares special and detailed documents, including, but not
limited to, information papers, charts, and briefings concerning personnel
distribution. Conducts research and develops recommendations. Identifies
collateral issues, determines impacts, and conducts necessary coordination
and action for resolution. Participates in special long and short-range
studies and analyses. Proposes strategies, solutions and/or alternatives,
which facilitate mission accomplishment.
Serves as an action officer and planning coordinator. Develops procedures
and guidance to accomplish mission objectives. Performs studies, analyses
and reviews of various procedures, processes, directives and decisions for
essential elements within mission objectives. Reviews changes in
legislation and HQDA/DoD policies, regulations and changes. Identifies the
impact of changes on the policies and procedures of the Command and
subordinate mission activities. Prepares implementation and explanatory
guidance and procedures for staff and subordinate application.

Served in CW4 position as the Senior Human Resources Warrant Officer for
the 10th Mountain Division. Responsible to provide human resources support
to more than 24,000 Soldiers in units geographically dispersed to 3

Applied Army Manning Guidance and the Army Force Generation (ARFORGEN)
Process to ensure the command met personnel staffing and readiness levels
required for the successful deployment, redeployment and ARFORGEN reset
benchmarks for the 24,000 Soldiers assigned to the Division Headquarters
and 68 subordinate units. Responsible to synchronize assignments of large
groups of Soldiers to operational deployment cycles in order to provide
increased levels of unit readiness, cohesion, and combat effectiveness,
while reducing training and operating inefficiencies in the units.
Conducted over-watch and review of personnel accountability and strength
reporting conducted by each brigade and analyzed all strength-related
information such as duty status, unit of assignment, location, Assignment
Eligibility, MOS/specialty, Stop Loss Stop Move, and dwell time indicators.
Ensured databases at all levels were updated in an accurate and timely
manner, and confirmed that information reported provided readiness managers
at all echelons the data necessary to analyze personnel strength as a
component of personnel combat power. Established and enforced reporting
requirements for subordinate units to synchronize the timely vertical flow
of automated personnel information.
Assisted the G1 in formulating Human Resources goals, policies and
objectives for the division. Routinely coordinated directly with XVIII
Corps, US Army Forces Command (FORSCOM), US Army Human Resources Command
(HRC), the US Army Soldier Support Institute (SSI) and the Army G1 to
resolve critical personnel issues. Made recommendations and adapted Army
guidance for local situations. Advised the G1 regarding all personnel,
strength and readiness issues by managing data from a wide variety of
sources and complex situations for preparation of military readiness
assessments, reports, and compliance with distribution targets. Analyzed
and interpreted regulations and made decisions based on a variety of
information sources and requirements. Conducted complex research and
statistical analysis to prepare and deliver detailed briefings to advise
leadership at all levels concerning strength management, personnel
accountability, strength reporting, personnel distribution, Soldier
readiness and utilization.
Provided supervision and analysis for the personnel portion of the monthly
Unit Status Reports. Responsible for the maintenance of personnel strength
and readiness levels to include Soldier requisitions and distribution, Stop
Loss/Stop Move, monthly Unit Status Reporting, and deployment support.
Conducted review and analysis of force structure changes against EDAS and
TOPMIS authorizations. Managed and monitored strength and readiness data
using a variety of automated systems to resolve to prepare special reports
and charts. Extensive and daily use of the following Army personnel
systems: EDAS, WebTAADS (USAFMSA), PERNET, TOPMIS and eMILPO.
Served as advisor and mentor, constantly shared technical and leadership
experience to develop leaders and Soldiers, mentor other AG warrant
officers and improve the business practices of the command. Responsible
for the effective utilization, mentorship, professional development and
personal growth of all human resources warrant officers in the division.
Served as the Assistant Division G1 Rear through two deployments of the
Division Headquarters to OPERATION ENDURING FREEDOM 05-07 and OPERATION
IRAQI FREEDOM 07-09. Provided leadership and technical expertise that were
critical to the continuity of global operations while the Division
performed split-based operations between Iraq, Afghanistan, Fort Drum, and
Fort Polk.
Served as the Installation Action Officer responsible for the operational
analysis, planning, pre-education and New Operation Training required for
the Personnel Services Delivery Redesign (PSDR) conversion of six brigades
and the Fort Drum MPD. Served as the primary liaison between Fort Drum
units, HRC and SSI. Advised and assisted all units on personnel support
requirements, Essential Personnel Services, and division of labor tasks and
issues.
Supervised the Fort Drum Medical and MOS Retention Boards (MMRB) for 30
months. Transferred the installation function of MMRB management to the
Fort Drum MPD with training and left-seat/right-seat over-watch, saving the
division 40 man-hours per month.
Routinely taught the G1 portion of the Ft Drum Commander/First Sergeant
course; expertly briefed and trained approximately 80 students per year on
personnel regulations, changes, and updates.
Supervised over 14 military and civilian employees engaged and specialized
in personnel management duties, assists in hiring and evaluating civilian
employees, participates in personnel selection, duty assignment,
