Mr. Wilkinson provides commissioning and LEED sustainable design research

and planning documents and scopes and prepares fee proposals and work plans

for commissioning projects. He actively manages commissioning projects and

trains junior staff. He holds leadership positions on ASHRAE, AIA and BCA

commissioning committees, performs commissioning projects in the City of

New York and supervises technical field staff on an as-needed basis. He is

a primary resource for the AKF NE region for sustainable design and

construction practices, including NYSERDA, USGBC LEED and European BREEAM

program commissioning requirements. His work includes hospitals and high-

rise buildings, housing and critical financial data processing systems both

in the US and Europe. He lectures internationally, authors papers and

articles and keeps the AKF commissioning staff abreast of current trends

and technologies.

Manage programming, sustainable design and commissioning for institutional

projects including university labs and classrooms, correctional facilities,

health care, high voltage utilities and central boiler plants. This

included selecting consulting firms according to state procedures, scoping

the design requirements and negotiating design contracts with consulting

engineers. Develop and manage new building commissioning (Cx) for the state

and integrate Cx into the existing design and construction process. Define

the Cx process for institutional buildings according to national guidelines

and support new firms in the state in becoming Cx service providers.

EISI Consulting Engineers

Manage the design and construction of custom facility projects for

industrial and manufacturing clients. Present programs to management staff,

establish scope and price, close professional services contracts and

supervise and coordinate staff engineers and drafters. Projects include

boiler plant improvements, laboratory gas, vacuum and compressed air

systems, cryogenic chillers and brine systems, central equipment cooling,

central process vacuum, pneumatic material handling and air and water

pollution abatement systems. Repeat business and integrated

selling/production achieved billable hours in excess of 90%. Most projects

were accomplished in a continuous, 24-7 manufacturing environment and

concerned critical manufacturing and defense/aerospace applications.

M.D. Fabre and Associates, Consulting Engineers

Manage 15-person office, promote and sell short-term contract engineering

services for office, lab and plant projects for Boeing Company Seattle

plants. Translate client's needs into engineered facilities systems and

close contracts. Lead the design efforts of mechanical, electrical,

structural, equipment and process engineers and allocate resources.

Integrate in-house scheduling and job assignment systems into client

systems to assure a consistent workflow and billable hours over 90%.

Projects include office remodeling and construction, shop utilities, noise

studies, dust and fume systems, fuel piping and HAZMAT storage. Mr.

Wilkinson hired personnel and was the liaison with the customer's Facility

Engineering Group.

Puget Energy Services, Inc. (a subsidiary of Puget Sound Power and Light)

Bellevue, WA--June 1986 to March 1989

Project engineer/project manager for performance-based energy conservation

projects. Team with clients to develop innovative solutions and develop

plans to install improvements. Lead performance-based energy projects and

perform financial analyses and research energy management methods. Promote

and prove quality assurance methods (later to be called "commissioning").

Projects included colleges, universities, correctional facilities and

industrial and manufacturing firms across the USA. PESI dominated the

performance contracting market in Washington State from its inception and

Mr. Wilkinson developed many original state contract forms in cooperation

with state authorities.

The Evergreen State College, Olympia, WA--October 1982 to June 1986

As the M/E operations supervisor, manage and supervise the staff operating

boilers, chillers, HVAC, primary power and fire alarm systems. Included

operating the campus Energy Management System and working with staff,

faculty and students on issues of air quality and energy conservation.

Instrumental in bringing USDOE energy conservation grant funding to the

Evergreen campus for some of the first variable air volume (VAV)

conversions in the state of Washington. Implemented no-cost ECMs such as

off-peak cooling storage in the campus' miles of underground chilled water

piping.

M.D. Fabre and Associates, Tacoma, WA--September 1978 to January 1982

As a consulting engineer for office building and industrial engineering

projects, design facility improvements for the Boeing Corporation, research

equipment and plant operations and represent the plant operations group in

working with facility users. Work at all plants in the greater Seattle area

and address projects ranging from office remodels to anechoic chamber HVAC.

All projects included drawings, specifications, design calculations and

cost estimates.

Rubens, McClure, Pearson Engineers

(Now HNTB Engineers)--September 1975 to September 1978

Design pulp and paper plant projects, including HVAC in plant office and

control room areas and boiler and steam piping improvements. Duties

included specification writing, control system design and the preparation

of bid documents and reports.

Mr. Wilkinson served in the Peace Corps in the Republic of Liberia, Africa

for two years from 1972 to 1974. In his first year he taught mathematics to

junior high and high school students. In the second year he served as a

staff engineer at the power plant in the country's capital, Monrovia.

During college he worked for approximately three semesters full time as a

co-op student, for Johnson and Johnson pharmaceuticals and Joslyn

Manufacturing performing plant design, construction supervision and testing

duties.
