Director, Raytheon Raytheon Technical Services Company (RTSC) Sourcing,

Procurement, and Subcontracts

Responsible for consolidating all domestic and OCONUS Purchasing and

Subcontracts management personnel at RTSC into a Cross Business Team

supporting worldwide RTSC operations. Annual purchasing volume is

approximately $1.7 billion, with 50,000 transactions managed by 195

purchasing professionals.

Developed and implemented agile subcontracting methods on RTSC Warfighter

Focus Program through standardizing a master IDIQ subcontract agreement

deployed to a network of over 120 Teammates. This process enables rapid

proposal turnaround time on Over and Above Work Requests and subsequent

rapid award to Subcontractors after customer's notice to proceed.

Established expertise at providing subcontracted training support for

foreign militaries include in Iraq and Afghanistan.

Supported capture strategy under IDIQ Contracts resulting in numerous Task

Order awards and negotiated major subcontracts post award for the support

of counter IED equipment, cockpit display upgrades, helmet mounted

displays, helicopter refurbishment, cargo screening equipment, radar

upgrades, and numerous other projects.

Successfully ramped up over 400 Air Traffic Control instructors on the

ATCOTS program and met tight FAA implementation schedules and hourly rate

targets.

Major participant in the win of several TSA task orders for the

installation of passenger and cargo screening equipment at over 450 US

OCONUS and CONUS airports.

Implemented Subcontract execution and documentation standards consistently

across over 15 distinct sites, resulting in passing in October 2010 a CPSR

audit, conducted independently by DCMA in 4 major sites covering over 160

procurement actions valued at approximately $400Million, resulting in an

indefinite system approval with no audit findings.

Member of the Raytheon Corporate Procurement Operations Team engaged in

Global Commodity Strategy and Enterprise Services Model.

October 2005 to January 2007

Director, Raytheon RTSC CEDS Supply Chain Management

Responsible for creating a consolidated Supply Chain Management

Organization for multiple operations that previously had de-centralized

material operations and purchasing groups. Consolidated groups into a 300

person SCM group responsible for logistics, stores, transportation,

shipping, subcontract management, purchasing, material program management,

estimating, and compliance.

Duties included management of professional acquisition management staff as

well as bargaining unit employees.

Accomplished significant operational savings through workforce

consolidation, leveraging enterprise purchasing requirements, improving

material cost performance to EAC budgets, and automating low dollar

purchasing.

Developed and implemented material forecasting system to track revenue and

cash position relative to AOP goals.

Successfully corrected deficiencies identified in a prior CPSR review and

received approval for the RTSC procurement system.

December 2003 to October 2005

Director, ATFLIR Program Affordability and NAVAIR FRP 4- 7 Capture lead,

Raytheon Space and Airborne Systems, El Segundo, CA

Assigned to Raytheon SAS ATFLIR Program Office in support of a capture

opportunity with NAVAIR that secured an FY 2006-FY 2009 Base plus Options

Contract for ATFLIR Pods for the F -18 Aircraft valued at over $800

Million. This activity included the development of a strategy to obtain

substantial cost reductions in order to meet the Navy's affordability

objectives for the life of the program

Duties included:

Setting and achieving cost reduction strategies through material cost

reductions, management of support labor budgets, projecting touch labor

reductions through learning curves, initiating Six Sigma process

improvements, and conducting make or buy analyses.

Managing Teaming Agreements and long term business agreements with major

subcontractors through the development of collaborative relationships that

included proactive involvement by OEMs in proposal strategy and

participation in Customer reviews.

Interacting with the customer in an Alpha Contracting mode to develop a

cost model to be deployed as the basis for option pricing.

Developing long term requirements forecasts for production hardware and

related support equipment.

Determining "price to win" for domestic and foreign sales opportunities.

Presenting win strategy to internal management, providing accurate

forecasts of annual bookings.

Developing estimates of bid and proposal costs and managing budgets.

Leading a multi-functional proposal development team, presentation to

customer, and performing as negotiation lead for the Prime Contract.

July 2000 - January 2004

Director, Integration Testing, APEX Project, Raytheon Corporate Finance

Implemented a Six Sigma Project that resulted in the formation of the APEX

SAP Sustaining Organization in support of production users as multiple

major sites were deployed. Ran integration testing programs for all major

implementations.

Responsible for Integration Test of all modules of SAP software included in

the APEX project for multiple locations of Raytheon Company.

Responsibilities included validating all configuration, development

objects, and converted data using Quality Assurance environments prior to

promotion to production. Maintained budget and report Earned Value as CAM.

Previous duties included acting as co-development manager of MM and AP

modules through design phase of project.

March 1999 - July 2000

Raytheon Certified Six Sigma Expert, Raytheon Air Missile Defense Systems

Completed certification process as a Raytheon Six Sigma Expert. Skill sets

included: Lean/Agile Manufacturing techniques, Statistical methods, Design

of Experiments, Continuous Flow Manufacturing, and group facilitization

skills. Training included learning through full implementation of

projects.

Facilitated the Northeast Overhead Baseline project that resulted in

recommendations for physical and organizational changes required to combine

two major Raytheon Business units into one.

Worked with suppliers to deliver Point of Use Inventory to the production

floor via Kanban and supplier managed inventory techniques.

Implemented time phased material delivery control systems to minimize

inventory carrying costs and maximize use of manufacturing space.

Conducted Raytheon Six Sigma orientation/training seminars to workforce.

January 1997 -March 1999

Department Manager, Semiconductor and Hybrid Materials, Major Programs and

International Subcontract Procurement, Raytheon Electronic Systems

Supported major program capture efforts for Patriot and AMRAAM programs

through development of material acquisition strategies to support cost and

technical objectives of the programs.

Responsibilities include management of all Printed Wiring Board Assembly

manufacturing materials for RES, including purchasing of all active

components, as well as all materials required to support the RES Quincy,

MA, Hybrid Manufacturing Center. Additional responsibilities included

management of the RES Semiconductor, ASIC, and Hybrid Technology Teams

consisting of Materials Management, Design Engineering, Manufacturing,

Component Engineering, and Quality Assurance membership. In addition to the

Manufacturing management responsibilities, duties encompassed

responsibility for the Major and International Subcontracts Group at RES.

These groups supported 10 manufacturing operations located in

Massachusetts, Tennessee, California, and Rhode Island. Annual expenditures

for these activities were $350 Million.

Assignments also included coordination of Raytheon Company wide acquisition

of Active Components and Hybrid materials to integrate newly acquired

Divisions into centralized buying agreements.

October 1994 to January 1997

Manager, Major Programs and International Subcontracts, Raytheon Electronic

Systems

Developed acquisition strategy for DOD and Foreign sales from capture

phase of programs through production. Duties included participating in

Integrated Product Teams for proposal development, selection of major

subcontractors, negotiation of teaming agreements, fulfillment of offset

obligations, negotiation of industrial participation agreements, and

supporting management and cost volumes for proposal submission.

Responsible for a staff of 12 Subcontracts Managers supporting Missile

programs, Air Traffic Control, Communications, Shipboard Systems, and

Electronic Warfare Operations. Duties included support of sales through

estimates of subsystems costs for new business proposals, development and

implementation of International Offset Agreements, negotiation of

subcontract pricing and terms, execution of business partnership

agreements, support of customer negotiations. Additional responsibilities

included management of all major and development subcontracts for Raytheon

E-Systems' Goleta, CA, Division. Major programs included PATRIOT, AMRAAM,

Sea Sparrow, ALE-50, ASTOR, IEM, Tier II +, and HAWK.

Manager, Strategic Supplier Alliances, Raytheon Company, Missile Systems

Division

Responsible for all long term manufacturing material agreements, Corporate

Wide Component and Productions Support agreements, Electronic Data

Interchange network, Development of Bar Coding System, International Offset

Agreements, and Outsourcing Activities. Accomplishments included

restructuring of manufacturing material supply chain through implementation

of an initiative called TEAM 300, resulting in reduced material lead times

through automated material ordering and reduced material costs through

leveraged buying. Led TQM teams for material quality acceptance

improvement and MRO material. Teams implemented systems improvements

including chemical management outsourcing and streamlined receiving and

inspections procedures.

October 1987-August 1992

Manager, Manufacturing Support Procurement, Raytheon Company Missile

Systems Division

Member of Patriot Multi-year capture team. Successful in wining 5 year

Multi-year contract from US ARMY.

Responsible for acquisition of test equipment, computer hardware and

software, printed wiring board materials and process equipment, tooling,

capital equipment, chemicals, semiconductor manufacturing materials and

process equipment for the Raytheon Advanced Device Center, construction

contracts, service contracts, and MRO material. Developed Non-Product

module of MAC/PAC-D software under a royalty agreement with Andersen

Consulting.
