* Extensive experience working with public regulatory agencies and preparing economic analyses to meet
particular specific needs of these agencies and those dealing with them.
* Extensive experience working with Office of Counsel and regulatory department at South Florida Water
Management District to prepare economic impact statements and Statements of estimated regulatory costs
mandated by Chapter 120, F. S., the Florida Administrative Procedures Act. An insufficient analysis
would be grounds for invalidating the rule. These analyses specifically looked at the economic benefit and
cost of proposed agency rules.
* Extensive knowledge of and experience with economic and statistical analysis tools, including a variety
of input- output models, particularly IMPLAN.
* Experience in working under time pressure to meet legally mandated deadlines and assuring timely
delivery of high-quality deliverables.
* Experience in working on and with inter-disciplinary teams with particular attention to the need to
communicate effectively and make sure that assumptions, interpretations, and limitations of technical
models are understood by the intended audience.
* Experience in preparing analyses whose contents are legally mandated and which are mission-critical to
an agency or firm.
* Presented evidence of the economic benefit of proposed agency actions, either quantitatively, where
possible, or qualitatively where data did not allow for a defensible quantitative benefit estimate.

Utilize multivariate analysis (factor analysis, principal components, and cluster analysis)
•
Utilized SAS®, NCSS, and Soritec statistical/operations research software and developed a
•
familiarity with and a proficiency in running several models for estimating evapotranspiration and
irrigation water requirements. The primary evapotranspiration and crop water models I used were the
modified Blaney Criddle model used by SFWMD in its consumptive use permitting program and the
Penman model incorporated into the Agricultural Field Scale Irrigation Requirement Simulation model
and the GIS Based Water Resources Applied Permitting and Planning System (GWRAPPS).
