Estimated and projected agricultural acreage and water demand for Regional Water Supply Plans

Projected agricultural acreage and water use to provide a sound technical input for running

hydrologic models and for formulating water supply plans.

Prepared agency economic impact statements and statements of estimated regulatory costs, in

conformance with requirements of Florida Administrative Procedures Act, for District rulemaking.

Prepared analyses which were incorporated into various projects designed and constructed under

robust regression (iteratively weighted least squares), ARIMA (Box Jenkins modeling), ARMA, damped

trend exponential smoothing, and. others.

Utilize multivariate analysis (factor analysis, principal components, and cluster analysis)

Utilized SAS®, NCSS, and Soritec statistical/operations research software and developed a

familiarity with and a proficiency in running several models for estimating evapotranspiration and

irrigation water requirements. The primary evapotranspiration and crop water models I used were the

modified Blaney Criddle model used by SFWMD in its consumptive use permitting program and the

Penman model incorporated into the Agricultural Field Scale Irrigation Requirement Simulation model

and the GIS Based Water Resources Applied Permitting and Planning System (GWRAPPS).

Managed and reviewed contracts with engineers and scientists at the University of Florida.

Collaborated with District hydro geologists and engineers, I integrated the AFSIRS model with

District regional water management models.

Contributed to the development of the District strategic plan and performance measures for

District program and projects.

Prepared the regional water supply plans for the four planning regions of the South Florida Water

Management District.

Worked extensively with inter disciplinary and cross–functional teams including geologists,

hydrologists, and lawyers.

Authored several technical papers at various meetings of the American Water Resources

Association, Southern SAS® User's Group, Southeastern SAS® User's Group, South Florida SAS®

User’s Group and Florida Academy of Sciences. I served as a Water Management District subject matter

expert on SAS, with particular emphasis on statistical applications of SAS .

Results from research were incorporated into revisions to Virginia water law and the passage of the

Virginia Groundwater Management Act and into the 2004 Oyster Management Plan adopted by the

Chesapeake Bay Commission.

Research provided solid technical foundations for the Act and the Plan.

Doctoral dissertation, funded under the Sea Grant program, was an economic, biological, and

institutional analysis of the Chesapeake oyster fishery.

Dissertation is cited by the International Association for the Study of Common Property Resources

Support analysis provided to the Joint Legislative Audit and Review Commission, the research arm

of the Virginia General Assembly

Dissertation was available for incorporation into the 2004 Oyster Management Plan adopted by the

Chesapeake Bay Commission.

Performed economic analysis for the Joint Legislative Audit and Review Commission on the

impacts on the hard clam industry of allowing more intensive harvest technologies (mechanical clam

dredging) and analyzed economic benefits and potential adverse effects (displaced harvest labor) associated

with adoption of mechanical clam dredge).

Indirect product of research was enactment of the Virginia Groundwater Management Act of 1992.

Worked on a legal/economic analysis of the management of nonpoint source water pollution in

Virginia
