Kenton is an experienced Project Manager having worked in the following
types of projects: Electrical Power Plants and High Voltage Electrical
Transmission and Distribution facilities: Manufacturing and/or Process;
Federal, State and County Correctional Facilities both adult and juvenile;
Schools K-12; Courthouses both state and county; Federal Veterans Hospital
and state prison hospital.
Mr. Reese has 27 years of professional experience in the construction
industry having started in 1984. It is noteworthy that Kenton has worked
predominantly for the same firm for almost 18 of these years and only two
other firms during this time.
What Kenton's biggest asset and value to a Project is his ability to
understand a diversity of issues when there is the most confusion and
misunderstanding and make decisions to proceed. He has a wide range of
specialized technical knowledge and skills starting with his days as a High
Voltage Test and Start-up Engineer for Los Angeles Department of Water and
Power and completes with 22 years of diverse Project and Construction
Management experience. Kenton has demonstrated the ability to adjust to
many situations and responsibilities in order to successfully complete
projects as a Project Manager, Construction Manager, Project Engineer, Test
and Start-up Engineer and as an Electrical Inspector.
RELEVANT PROJECT EXPERIENCE
ELECTRICAL POWER PLANTS AND/OR ELECTRICAL DISTRIBUTION
Sylmar Expansion Project, Los Angeles Department of Water and Power, Los
Angeles, California: On-site Electrical Engineer for the Los Angeles
Department of Water and Power for this $150 million, 1100 MW, parallel
operation DC converter. Responsibilities included performing testing and
start-up, system commissioning, system design evaluation and modification.
Systems included power distribution including high voltage switchyard
equipment; site-wide distribution switchgear, breakers and motor control
centers; relay protective schemes; station service batteries; AC harmonic
filter equipment and power factor capacitor banks; water distribution
systems; and site-wide system Control and data acquisition systems for
large campus-style institutions and switchyards.
Intermountain Power Project, Los Angeles Department of Water and Power,
Central Utah: Test and Start-up Engineer for the multibillion-dollar, dual
800 MW, coal-fired generation plants with an associated 345 KV switch yard
and 500V DC converter. Responsibilities included serving as a member of the
testing and commissioning team for the 345KV switchyard and DC converter
from first equipment placement to final commissioning. Duties included 345
KV switchyard controls and relay schemes. Kenton was also a Test and start-
up engineer in the Generator Power Plant Group to test and start-up and
commission the electrical distribution and motor control centers for Unit
One and Two. His duties involved review of installation by the
construction group, accepting the various systems for test and then
directing and supervising test technicians through commissioning. He was
also the sole test and start up engineer for the all of the electrical
distribution for the coal handling, sludge and ash facilities.
Additionally he was the sole test and start up engineer for the entire fire
alarm and sprinkler protection systems, control and service air systems,
centralized vacuum systems and HVAC systems for both units and the coal and
sludge handling areas.
Edwards Air Force Base Site and Electrical Distribution Upgrade, Lancaster,
California: Title II Electrical Consultant for the construction management
firm providing services to the Army Corps of Engineers for projects valued
at up to $50 million. Duties included complete schedule analysis for the
base-wide SCADA and EMCS contract, assisting with technical concerns for
the electrical upgrade of the entire base-wide distribution system, and
performing electrical inspections of buildings and equipment to assist
various Corps staff.
MANUFACTURING AND/OR PROCESS
Microprocessor Manufacturing Facility, Portland, Oregon: Construction
Assistance Project Engineer for the construction management firm for the
facilities upgrade project included base-build infrastructure and the
installation of 630 process equipment tools including Litho, Thin Films,
Diffusion and Etch. Jacobs was the designer of record. Kenton's
responsibilities included electrical base-build, tool install, monitoring
design implementation and developing a relational database which correlated
current construction status to tool delivery dates. The information
included the electrical infrastructure and tool POC's and a separate
database for the process piping system POC's for all the tools. With the
database Kenton was able to completely update the construction status and
compare to each tools delivery date with only 4 hours work per week. The
Owner had previously been unable to perform this function despite a small
staff dedicated to that task.
Oakhurst Wastewater Treatment Facility, Madera County, Oakhurst,
California: Project Manager for this $17.2 million project that included
the decommissioning of the existing 0.25 MGD treatment plant, design and
construction management of new 0.5 MGD plant with near-term expansion to
0.75 MGD with capability for future long-term expansion to 1.5 MGD. In
addition to normal project management professional services Kenton was able
to utilize his test and start-up expertise to recommend improvement of
system performance with controls and piping design changes in the latter
stage of the project.
JUSTICE AND/OR FEDERAL
Kenton has experience on nearly $900 million worth of correctional
facilities as a field manager, project manager, assistant project manager,
construction manager, systems coordinator, inspector, and electrical
engineer, including the $122 million FCI Herlong and the $131 million Phase
One of the Fresno County Juvenile Justice Campus.
Fifth Appellate District Courthouse, Judicial Council of California,
Fresno, California: Project Manager for this new 61,000-sf, three-story
courthouse that includes offices, a law library, a courtroom, security
rooms, a teleconference center, computer rooms and other support areas. The
project also included site improvements, landscaping and security fencing
around the adjacent parking area. Kenton performed Project management
professional services with no additional staff support. The unique problem
with this project was the extensive design errors and omissions. Almost
all of the Change Orders were the result of A/E E&O's. Kenton was able to
mitigate these impacts during the project so that the late completion was
due to the contractor's own inability to perform.
Campus Expansion and Renovation, Clark County Department of Family
Services, Clark County, Las Vegas, Nevada: Project/Construction Manager for
the construction management firm for the $40 million, 143,478-sf expansion
and 22,252-sf renovation of the main campus. The project included detention
housing for 120 juveniles, a teen cottage, a special needs cottage in Child
Haven, addition of administrative space in a new building to provide Child
Haven with program space, a new booking area with holding cells and four
new juvenile courtrooms, and adjoining areas for District Attorney,
probation and courtrooms. Existing buildings were augmented with a new
central plant chilled water system and new site utilities feed. Kenton was
responsible for the management of the contractor, architect and Jacobs's
team. He negotiated closeout terms with the contractor and Errors &
Omissions (E&O) remuneration with the architect allowing the project to
finish within budget and without claims.
Spring Mountain Youth Camp, Clark County Department of Family Services, Las
Vegas, NV: Construction Manager for the youth rehabilitation facility
located outside Las Vegas. The $7 million project included three new
dormitory buildings and small central plant.
Fresno County Juvenile Justice Campus Phase One, Fresno, California:
Project Manager/Systems Coordinator for this $131 million, 480-bed, 565,000-
sf, full service juvenile justice complex. The facility includes a state-of-
the-art detention housing facility, a long-term commitment housing
facility, an on-campus school, courts, booking and release facilities,
health services, central plant, warehouse and laundry facilities, and water
and wastewater services. Funding for this project included federal grant
money administered by the State Board of Corrections. Kenton performed
detailed systems review looking for disconnects and missing scope prior to
installation. He found many items that could be mitigated "just in time."
Additionally Kenton was tasked to review all the major potential disputes
and potential claims. He was able to negotiate these from a total of over
one million dollars to several hundred thousand dollars. The largest
ticket items were HVAC issues and steel support bracing for block walls.
He developed a database for the security door hardware that was used to
verify completeness of product submittals and additionally the installing
sub-contractor found useful for his installation.
Federal Correctional Institution (FCI) Herlong, Federal Bureau of Prisons,
Herlong, California: Deputy Project Manager and Electrical
Inspector/Construction Manager for a new $122 million Federal Correctional
Institution to house 1,152 medium-security inmates as well as an additional
128 inmates in an adjoining minimum security Federal Prison Camp.
Responsibilities included consulting for electrical and security
electronics, change order estimating and technical assistance on detention
security issues. Duties also included providing a database exchange
crosscheck between the contractor and the owner's design criteria for the
entire door hardware schedule. Kenton's deficiency list for the electrical
security systems required multi-million dollar corrective work before the
Owner would accept the project. The electrical sub and rejected all
attempts to mitigate the issues during construction.
California Statewide Electrified Fence Netting Project, California
Department of Corrections and Rehabilitation, Multiple Sites, California:
Project Manager for the construction management firm for the $3 million
construction of bird netting on the electrified fences at 13 California
State Prisons. Responsibilities included all project management functions,
as well as inspection in lieu of the standard use of State inspectors.
Kenton was the only person assigned to the project. A unique feature of
Kenton's lone status on the fast paced and diverse locations was the
software he developed specifically for the project. The database system
afforded him a highly automated and low maintenance tool freeing time for
the extensive travel and field inspection load.
Pleasant Valley State Prison, California Department of Corrections and
Rehabilitation, Coalinga, California: On-site Electrical Engineer and
Inspector for the construction management firm for the $200 million, 1.1
million SF facilities. The 2,200 bed prison consists of four 500 bed medium
security facilities and one minimum security facility consisting of two 100
bed housing units. Responsibilities included design and coordination
reviews, estimating and change order negotiations, coordination and
inspection of all electrical systems and all electrical installations for
all contracts on-site. He was responsible for verification of campus wide
integration of security, life and safety and communication systems. During
this project he discovered the site wide Fire Alarm system had a basic
fault in the firmware (ROM communication protocols). This constituted a
complete failure of the system per CSFM. The system had been installed at
several previous prison sites and not been discovered. The corrective work
had to be retrofitted at all the other sites. He also inspected the site
excavation and recompaction for all building structures on site as well as
the perimeter security fences.
California State Prison, Kern County at Delano, California Department of
Corrections and Rehabilitation, Delano, California: Assistant Project
Manager for the construction management firm for the overall construction
of the $200 million new state prison and reception center utilizing a new
prototypical design concept. Kenton was the Project Manager responsible
for the site-wide communications and security systems. Responsibilities
included evaluating schedule impacts, creating and maintaining claims
files, conducting meetings and mitigations, and monitoring and reporting
contractor progress. Additionally Kenton assisted all other bid packages
in solving numerous design and installation problems in the capacity of
electrical engineer or inspector for door controls, lighting controls,
local intercom, and the high voltage electrical distribution switchgear.
Wasco State Prison, California Department of Corrections and
Rehabilitation, Wasco, California: Assistant Project Manager for the
construction management firm for the overall construction of the $200
million 400 bed, medium security facility, a new state prison and reception
center utilizing a new prototypical design concept. Kenton was the bid
package Project Manager responsible for the site-wide communications and
security systems. Responsibilities included evaluating schedule impacts,
creating and maintaining claims files, conducting meetings and mitigations,
and monitoring and reporting contractor progress. Additionally Kenton
assisted all other bid packages in solving numerous design and installation
problems in the capacity of electrical engineer or inspector for door
controls, lighting controls, local intercom, and the high voltage
electrical distribution switchgear.
HEALTHCARE AND/OR EDUCATION
Sierra View District Hospital Expansion, Porterville, California: Project
Manager for the construction management of expansion of the existing
facilities to include a new Central Utilities Plant and a three story
facilities expansion. The existing facility is a 163 bed full service
facility with a medical staff of 85 physicians and staff of over 800.
Nearly 8,700 patients a year receive care. They provide a wide range of
services including an Emergency Department (over 46,000 visits per year),
General Medical-Surgical (4,500 surgeries per year), a Birthing Center for
2000 births per year, Pediatric, Sub-Acute Care, Cancer Treatment,
Dialysis, and Imaging.
Medical Center, Veterans Administration, Van Nuys, California: Project
Manager/Resident Engineer for the construction management firm for this $50
million new construction and earthquake repair project as a result of the
Northridge earthquake. Served as a VA staff resident engineer on the new
replacement hospital and centralized computer center facility, and as
project manager for the replacement central steam boiler plant. The project
also included various structural repairs and additions to many of the
campus buildings, the tunnel system, site steam and electrical distribution
systems. On these projects Kenton performed in a dual role of Resident
Engineer and independent Project Manager depending on the project's
immediate needs and VA staff involvement. An interesting feature of this
project was the abatement and demolition of the damaged existing hospital
facility. This building had been damaged to the extent that it had been
abandoned immediately subsequent to the earthquake.
LAUSD Proposition BB Repairs (10/02 - 8/04), Los Angeles Unified School
District, California: Senior Construction Project Manger for the area
construction management firm on this combined $2.4 billion new
construction, modernization and repair project. Responsibilities included
budget projection, monitoring and program scheduling and reporting for the
staff of 10 Construction Managers and all their projects as well as direct
management of approximately 30 projects. Functions monitored and managed
included schedule conformance, design management and architect selection,
construction bid and award, construction management, contract closeout and
coordination of operations and maintenance training.
LAUSD Proposition BB Repairs (5/98 - 5/00), Los Angeles Unified School
District, California: Project Controls Manager and Construction Manger for
the construction management firm on this combined $2.4 billion new
construction, modernization and repair project. The Proposition BB Repair
Project was a combined $2.4 Billion repairs to schools and included various
new school constructions. Jacobs's involvement was as an area Project
Manager for four designated areas. Kenton's duties include various project
management and contract administration functions for the entire
construction management staff of 30 individuals. Additionally, to that end
he developed the in-house database system with data links to the Program
Director's project controls program and Primavera P3 scheduling program.
