Gentlemen,
I have been working in the railroad industry since the age of 17, beginning as a laborer
for the KCS Railroad in 1978. I soon advanced to machine operator. In 1982 I accepted a
position with North American Railway Services, a railroad contractor. This change allowed me
to learn the business of railroad, building upon the physical work it requires I learned by hand.
Since that first position in contracting, my knowledge of what successful railroad projects
require has developed markedly, allowing my continued advancement in this industry. In 2003
while working for a railroad contracting company, I was the Lead Track Inspector for the South
CTX SamTrans Transit Project between Redwood City and San Jose, California, and manager of
an Amtrak capital construction crew. When that project was completed I accepted the position of
Director of Rail Operations for Southwest Signal Engineering Company in Jacksonville, Florida
where I built the division from the ground up. We billed over $2 million in 2006, but the
company owner was ready to retire and closed the division in January, before selling the
company. I have been working as a consultant to the CSX Railroad, Railroad Contracting
companies and private industries since.
My professional skills include: Making initial client contact; Obtaining project bid
documents; Estimating projects - with and without use of computer programs such as Hard
Dollar, Heavy Haul, etc.; Reading Blue Prints and completing take-offs; Procuring machinery,
equipment and manpower for projects awarded; Promoting and negotiating vendor agreements;
Resolving problems with suppliers; Preparing material orders; Determining tool and technician
requirements; Monitoring job progress and inspecting its’ quality; Tailoring change orders and
insuring they are properly invoiced; Assuring projects are competed in accordance with quality
and safety requirements; Reviewing job cost and payroll; Preparation of invoices.
I am able to define a project, break it down into associated tasks, and manage it to
successful completion. I have supervised as few as 2 and as many as 200 men per project, am a
friendly, team player, with the ability to function in a fast moving multi-tasked environment.
Additionally, I am prepared to travel, as projects are often in a wide assortment of locations.
Thank you in advance for your time and consideration. I look forward to speaking with
you personally.
Sincerely,
Johnny R. Hancock es
