Sr. Contract Specialist
2000 Bainbridge Avenue
North Charleston, SC 29405
Contractor Officer/Team Leader, 1102
Acquisition lead for the Field Branch, Charleston, South Carolina. I
provided support and made recommendations to five Divisions as they
developed and executed their annual procurement plans, which involve
Construction, Alteration and Repair of Facilities, Base Operation Services,
Environmental Investigations, Capital Improvements - remediation,
demolition and construction, and Architect/Engineering services. I had full
responsibility for all pre and post award functions. Pre-award functions
included but were not limited to market research, determination of the most
appropriate solicitation methods e.g. Source Selection and/or Brooks Act as
well as contract type. I also determined which procurements to set-aside
for a particular socio-economic program. I performed technical evaluations
of all contractor proposals, verified costs in proposals and/or change
orders, and wrote the selection reports as the chairman of the evaluation
team. I inputted the data necessary to write the solicitations and
contracts into the PRISM database. I analyzed, evaluated and made
determinations of cost reasonableness which included negotiations on all
contracts assigned. As the contracting officer I had to verify that all
costs were in accordance with CAS standards. I had full responsibility for
post award administration including the prime contractor and subcontractors
(all levels).. My position required review of all work breakdown

Procurements and Indefinite Delivery/Indefinite Quantity Contracts I
recorded the expenses using sophisticated excel spreadsheets (single entry
system). I recorded, maintained, and reconciled all actions to establish
historical cost and fair value accounting. My background in teaching
accounting and finance has been used extensively for evaluating overhead
rates and life cycle costs. I am very familiar with CAS and GAAP rules. I
have detailed knowledge of all financial statements including balance
sheet, income statement, statement of cash flows and statement of retain

LEED Certified), Indefinite Delivery/Indefinite Quantity (IDIQ)
Construction, Alteration and Repair ($15M) and the Base Operation Service
contract (150M). I also assisted two associates in the award of the
accommodation contracts (hotels), small acquisitions, and fuel oil
procurements. These contracts were awarded in several phases and their
performance periods spanned several years adding to their complexity and
often necessitating the drafting of contract specific language and the use
of innovative contracting vehicles. I was the recipient of the Department
