PROFESSIONAL HIGHLIGHTS

Director, Joint Fires Integration and Interoperability Team, Eglin Air Force Base, Florida.

2008 – Present.

• Leads a high performance assessment organization with a diverse work force comprised

of 150 active duty military, unionized civilian, and contract employees. Directs integration

of six cross functional divisions (Operations, Planning, Technical Solutions, Finance,

Human Resources, and Logistics). Oversees branch operations in six locations across the

United States. Each branch provides training support in the fields of air-ground integration.

• Allocated $16M annual budget for research and operations activities. Took on research

challenges in the fields of ground and air base combat identification technologies, cellular

broadband for utility in communication applications, as well as target location and

designation systems integrating global positioning systems with laser technologies. Major

operational activities include integration of intelligence, surveillance, and reconnaissance

systems into combat training centers across the United States and Western Europe.

Partnering with the United States Air Force, JFIIT directs the bi-annual exercise dedicated

to preparing Joint Terminal Attack Controllers and Joint Fire Observers for combat

deployment.

• Identified emerging needs within Department of Defense customer base and shifted the

organizational focus and practices to meet customer demand. Predicting a shortfall of

qualified trainers due to each service’s high deployment rate JFIIT positioned itself to meet

this need by acquiring human resources and contracts to fill the shortfall.

• From 2008 to 2010 grew our technical assessment business from one to three major

events per year. Using a strategic communications plan which emphasized key leader

engagement won contracts with Global Cyber Information Command and the Joint

Integrated Air Missile Defense Agency to provide data collection and analysis services for

their major test events.

• Provides executive decision support for the commander of United States Joint Forces

Command, our corporate CEO.

Operations Director/Commander, 455th Expeditionary Operations Group, Bagram,

Afghanistan. 2007

• Led a 600 member workforce of Air Force, Army, Navy, Marine and contract employees at

Bagram Air Base and Kabul International Airport.. Provided close air support, airlift,

electronic attack, airborne signals intelligence, combat search and rescue, and

aeromedical evacuation sorties throughout Afghanistan.

• Directed Air Traffic Control and Airfield Management operations doubling sortie rate to

meet increasing demand during $15M airfield expansion. Constructed new ramp and

operational facilities to accommodate addition of 14 attack jets and squadron workforce of

200 personnel during peak combat sortie generation in fall of 2007.

• Stood up first combat search and rescue (CSAR) operation at Bagram in less than 30 days

after receiving notification from headquarters. Within this time period two hangers were

constructed, ramp space was created and an existing facility was identified and remodeled

to serve as the CSAR operations building. Integrating CSAR into the Bagram operation

drastically reduced time required to extract soldiers (by 70% in northernmost areas) from

battlefields in northern and eastern Afghanistan.

• Synchronized flight operations between Special Forces, general purpose forces, and other

government agencies. Developed terminal area procedures for departure and arrival of US

Army’s unmanned aerial vehicle, the Warrior-A. Seamlessly integrated Warrior-A flight

operation into overall sortie plan.

Operations Director/Commander, 4th Operations Group, Seymour Johnson AFB, Goldsboro,

North Carolina. 2006 - 2007

• Led the Air Force’s largest combat fighter group: Directed a 500 member workforce

equipped with ninety-five F-15E aircraft valued at $4.9B. Oversaw the daily operation of

six subordinate organizations responsible for flight training, operational flying, air traffic

control and airfield management operations, intelligence, and life support functions.

• Set policy, established priorities, and allocated resources to meet annual goals.

• Managed $196M flying hour program and a $2.9M operational budget. Oversaw the

execution of 10,000 flights per year for two years, meeting all training goals, training

timelines, and obligations for combat deployments.

• Guided unit through reorganizations of intelligence and life support functional areas

• Stood up $289M Mission Training Center integrating leading edge flight simulators which

can be linked to others on campus or others around the world, allowing users to train in a

virtual environment with similar or dissimilar platforms.

• Ranked 1 of 5 operational group commanders in Ninth Air Force, the headquarters

responsible for fighter operations in the eastern US.

Deputy Director for Operations/Commander, 48th Operations Group, Royal Air Force

Lakenheath, United Kingdom. 2004 – 2005

• Executed $220M, 24K flying hour program for three squadrons-72 fighter aircraft.

Developed and executed crisis action plan following corporate headquarters’ 1000 hour

cut from the program.

• Prepared organization for Nuclear Surety Inspection resulting in “Excellent” rating from the

Inspector General.

Commander, Training Squadron Ten, Pensacola Florida. 2002-2004

• Competitively selected to command a US Navy flight training squadron. Ranked 1 of 101

Lieutenant Colonels and 1 of 16 squadron commanders.

• Directed the execution of 18,000 sorties graduating 400 students on time.

• Implemented and oversaw operational risk management program and institutionalized

weekly safety meeting resulting in unit achieving the Navy’s top award for aviation safety.

• Proved that a safe operation is a productive operation by out producing all sixteen training

squadrons in Aviation Training Command.

• Developed young officers for next level of leadership. 100% of officers eligible for

competitive selection to departmental leadership positions selected on my watch.

• Led workforce of 120+ military, government civilian, and contract employees.

Human Resource Director/Assistant to the Commander of Air Education and Training

Command for Senior Officer Management, Headquarters AETC, San Antonio, Texas. 2001-

2002

• Managed human resource activities for over 200 colonels and general officers employed

by Air Education and Training Command.

• Provided executive decision support to Commanding General for promotion,

reassignment, and retirement actions concerning senior executives.

• Identified high potential officers and oversaw their placement into positions that developed

leadership and operational expertise.

• Led high performance team of six human resource specialists responsible for promotions,

retirements, in and outplacement activities. .

• Managed human resource actions on 400 Air Force senior leaders assigned to fighter and

air battle manager career fields.
