Employment History

Senior Transportation and Logistics Analyst/Senior Policy Analyst 2002-

Present: Provides transportation and logistical management, operational

support, subject matter expertise and policy guidance to the Defense Threat

Reduction (DTRA) in meeting core mission support to the National Military

Strategy to Combat Weapons of Mass Destruction (NMS-CWMD).

. Senior Transportation Analyst and senior mobility advisor to the Director

of DTRA Combat Support, Consequence Management Division and the DTRA

Deployment Readiness Cell (DRC).

. Serves as the expert technical advisor responsible for implementing

transportation policies, systems and programs concerning commercial

transportation, traffic management, logistics, movement control, and

supply movement.

. Evaluates agency level policies and directives and participates fully

with HQ DTRA in the establishment of command policies, programs, and

objectives for assigned programs and provides advice on the formulation

of policies and procedures.

. Provides centralized management of DTRA transportation and traffic

management programs.

. Exercises managerial and supervisory responsibility over a variety of

administrative, personnel and staff functions.

. Directs in-depth studies and investigations to analyze and resolve

critical transportation problems such as supply chain performance,

carrier service issues, integration of military service strategic

planning efforts with depot operations and the affect of technological

changes.

. Develops command policies and plans, integrates and coordinates the

execution of all functions, operations and activities involved in

accomplishing transportation and traffic management functions.

. Coordinates and manages reception, staging, onward movement and

integration (RSO&I) of deploying forces/teams.

. Coordinates and synchronizes unit arrival at the Tactical Assembly Area

of the gaining command, and the integration into its command and control

structure.

. Coordinates with Theater Area of Operations Support Group for

transportation, supply, billeting, and facilities support for agency

deploying teams.

. Manages day to day transportation and logistical requirements, oversees

sustainment and operational functions through supervision and mentoring

junior staff personnel.

. Assess logistics requirements in the areas of supply, maintenance,

transportation, and services for deployed personnel in order to manage

the deployment, sustainment, and redeployment/reconstitution of all DTRA

Teams.

. Coordinates surface and air transportation requirements for personnel and

equipment through commercial and military logistical assets.

. Managed a 24/7 arrival/departure airfield control group (A/DACG) of 50

personnel, coordinated with Air Force Tanker Airlift Control Element

(TALCE) for airframe loading/discharge, staging and airfield cargo

clearance.

freight and hazardous cargo in accordance with current DOD regulations.

. Reviews and updates logistics, policy and procedures, contingency plans,

intelligence, doctrine, and policies in support of the Office of the

Secretary of Defense (OSD) Nuclear Matters; The Joint Staff, Geographic

Combatant Commands, Military Services and the Service components of

Geographic Combatant Commands.

. Provides program management for policy planning, coordination, liaison,

and operational support; including training and exercise evaluation

support to designated National Level, OSD, DOD, Combatant Commands, and

other Federal Continuity of Operations (COOP) and continuity of

government (COG) exercise programs.

Senior Transportation and Logistics Management Specialist/Strategic

Planner: Plans, directs and executes multiple marine cargo operations to

include vessel loading and offloading, port staging, railhead operations

and line haul requirements for support of JCS exercises, contingencies and

operations for military cargo deploying/redeploying through worldwide

military and commercial ports. Supervises and leads terminal port

operations, stevedore gang supervision, hazardous/ammunition cargo

operations, directs a documentation team in automated data processing

utilizing worldwide port system (WPS), Transportation Coordinators

Automated Information Management System (TC-AIMS), and logistics

application of automated marking and reading symbology (LOGMARS).

Coordinate with unit movement representatives for unit deployment lists in

preparation of documentation activities for the deployment and redeployment

of military units.

. Supervised Water Terminal Operations to ensure stevedore personnel

performed all vessel operations in compliance with approved pre-stowage

plans, maritime practices, Codes of Federal Regulation 49, International

Maritime Dangerous Goods Code, U.S. Coast Guard Regulations, and local

Port Regulations and Laws, as applicable. Reviews pre-stowage plans,

determines heavy lift, specialized equipment, and stevedore gang

requirements.

. Oversees loading, stowage, and discharge operations to ensure conformity

to preliminary plans, authorizes necessary changes and prepares final

plans as necessary.

. Extensive knowledge of all types/classes of commercial and Military

Sealift Command (MSC) cargo vessels in breakbulk, container, and roll on-

roll off (RORO) configurations.

. Comprehensive knowledge of marine rules and regulations and the ability

to plan, direct, organize, and coordinate cargo handling activities;

interpret and apply policies; investigate operations and practices and

resolve problems; and to establish and maintain effective work

relationships.

. Set operations policies and standards, including determination of safety

procedures for the handling of dangerous goods.

. Responsible for identifying, coordinating and resolving movement and

throughput problems at seaport of embarkation/debarkation during U.S.

Forces deployments.

. Provided assistance and technical advice to management in

modeling/simulation Force Flow analysis of operations plans related to

cargo loading and offloading at designated seaports.

required policies/procedures of handing all general cargo and warehouse
