SUMMARY
Mr. Taylor Waters has over 23 years of experience in remediation contracting and environmental
consulting. He has experience in business development and has served as a Task Manager and
Project Manager for Department of Defense (DOD) and Department of Energy (DOE) work on
numerous military bases in the states of California, Arizona, and Washington. Mr. Waters has
prepared numerous proposals for environmental opportunities from municipalities such as the
Cities of Lynwood, Gardena, and Carson in addition to the Metropolitan Water District, and The
U.S. Forest Service.
Mr. Waters experience also includes landfill drilling; underground storage tank (UST)
management (removal, installation, assessment and underground storage tank (UST)
management (removal, installation, assessment and state fund assistance); property/facility
environmental audits; environmental site assessments (due diligence); hazardous waste
management; risk assessments, regulatory compliance, feasibility testing and evaluation of
remedial alternatives including groundwater assessments; implementation of remedial strategies;
regulatory permitting and negotiation. He has personally performed or managed environmental
investigations and remediation projects involving petroleum hydrocarbons, chlorinated solvents,
heavy metals, polychlorinated biphenyls (PCBs).

PROJECT SPECIFIC EXPERIENCE
Government Projects
BP Oil Spill - Houma, Louisiana. - Conducted Standard Operational Procedures (SOP) training
for approximately 50 field response team personnel during 2010 as a member of the Standards
Implementation Coordinator Team deployed to Houma, Louisiana to work on the British
Petroleum MC 252 Gulf Oil Spill Response project. The work included scheduling and tracking
field and management personnel through the SOP training program, conducting the training
program, and updating training materials as the project progressed.
DEPARTMENT OF ENERGY
Nevada Test Site (NTS) – Mercury, Nevada - The DOE didn’t know what they had when they
ceased nuclear testing at the Nevada Test Site (NTS) at Mercury, Nevada. Mr. Waters served as
one of five team leaders chosen for the Accelerated Assessment Project at the Nevada Test Site
(NTS) and Tonopah Test Range (TTR) for the IT Las Vegas office. The two month project
included the preliminary assessment of over 100 sites located within Areas 6, 23, and 25 of the
NTS and at various locations within TTR. Supervised and assisted two coworkers in the
collection and assimilation of various documents detailing the histories of 29 of the sites. A
majority of the work involved file research at the Las Vegas office of IT Corporation – but Mr.
Waters made two trips to the NTS to visit various sites. This work required a security clearance
and field personnel were issued radiation badges while on the NTS. Mr. Water co-wrote and
reviewed the final assessment reports and conducted a slide presentation of the final site
summaries for the various parties involved, including the Department of Defense, Bechtel
Nevada, and Senior IT associates
DEPARTMENT OF DEFENSE
Camp Pendleton Marine Base in Southern California - In the early 90’s, IT Corporation won the
Navy Comprehensive Long-Term Environmental Action Navy (CLEAN) Base Realignment and
Closure (BRAC) contract. Mr. Waters served as field geologist for the remedial
investigation/feasibility study (RI/FS) field drilling program at Camp Pendleton Marine Base in
Southern California. Work included continuous core drilling and logging of numerous
groundwater well installations and the collection of soil samples utilizing an eight part sample
sleeve decontamination process. Other field assessment activities under this contract included
well installation, river water sampling, and marsh soil sampling. The field team stayed in a local
San Clemente hotel and drove to the base each workday. The field drilling program included six
drill rigs of all sizes and a team of geologists who met each morning for a daily task meeting and
health and safety discussion before leaving for the field.
McChord AFB in Tacoma, Washington – (Military Air Command - MAC) didn’t know how
many USTs they had or where they were all located on and off base. Mr. Waters managed a
three-man team that performed environmental audits of the base USTs and ASTs. Each team
member interviewed UST managers at various locations throughout the base, filling out a
preformatted booklet for each UST or AST. When the project was finished the team had 144
booklets. The booklets contained information including UST/AST location, base personnel
responsible for the UST/AST, date of installation (or removal), size, construction material (steel
of fiberglass), contents, tank testing results, upgrades, etc… The booklets were used to prepare a
nationwide database for USTs and ASTs which allowed for future UST upgrades as per local and
Federal regulations.
Marine Corps Air Station (MCAS) Yuma, Arizona - The Marine Corps Air Station (MCAS)
Yuma, Arizona needed a UST Management Plan. Mr. Waters updated the existing MCAS UST
files and presented a consolidated MCAS Yuma UST Management Plan to the Environmental
Department, including an electronic copy of the UST database. This allowed the base to quickly
reference any UST currently in operation on base saving time and money when scheduling or
planning upgrades or UST removals
Hamilton Air Force Base, Novato, California - The former air base had closed and IT
Corporation was tasked with the BRAC cleanup activities. Mr. Waters tracked the collection and
analysis of over 1,000 soil samples from the trenches of the former jet fuel pipelines which
crisscrossed the base. The data was captured in an Excel database and used to determine
additional sampling or closure of the trenches.
Naval Air Station- North Island, San Diego, California - Conducted one day of Level B self-
contained breathing apparatus groundwater sampling from a former dump area where the
groundwater had turned orange.
DEPARTMENT OF THE INTERIOR
Presidio Army Base, San Francisco, California - In the mid 90’s ownership of the Presidio Army
Base, located at the northwest tip of San Francisco, was transferred to the Department of the
Interior (DOI), National Park Service (NPS). Mr. Waters served as Project Geologist/Manager
under the RAC contract conducting work such as tracking the daily excavation and removal of
sections of fuel oil pipeline from various locations of the base. Supervised the collection of soil
samples from the piping excavation, reviewed the analytical results, and directed additional
excavation work, if needed. Assisted in the preparation of the final report for the project. Also
participated in a large scale CPT groundwater sampling program, collecting groundwater
samples from approximately 25 locations on base.

COMMERCIAL PROJECTS
Montrose Superfund Site - Torrance, California - Mr. Waters served as Project Geologist/Task
Manager for a U.S. Environmental Protection Agency time-critical removal action at the
Montrose Superfund site in Los Angeles County, California. The year-long project included
preparing twenty two residence-specific work plans for the removal of DDT-impacted soil. Mr.
Waters conducted pre-construction field surveys at numerous residences to document the
conditions of the landscape and hardscape prior to soil removal. He coordinated office activities
of team of geologists, engineers, and chemists to provide periodic data reports to EPA and the
U.S. Army Corps of Engineers (USACE). Directed and coordinated land surveys of properties
and production of property plans. He also assisted in the preparation of a three-volume final
report for USACE for submittal to the EPA.
Development of Plaza El Segundo – El Segundo, California - Mr. Waters tracked the progress
of earthmoving equipment across a 43-acre former chemical refinery site during the development
of Plaza El Segundo in El Segundo, California. This work was performed to determine if
impacted soil was uncovered during grading operations. If found, the area of impacted soil was
recorded using GPS, marked in field logs and site maps, excavated, and stockpiled for future
sampling and disposal. A final report identified the impacted areas and summarized the cleanup
activities.
General Chemical Site – El Segundo, California - Performed site assessment of a 7.5-acre site
to determine vertical and lateral extent of pesticides-impacted soil. Collected samples from over
100 soil borings. Analyzed result data and CPT logs. Performed risk calculations for site
workers and future shoppers within the proposed shopping development.
General Telephone (GTE) – Mr. Waters took part in numerous UST removals and site
assessments at various GTE sites (now Verizon) in the mid to late 80’s. The work usually
involved logging soil borings and/or well installation, well development, top of casing surveys,
and well sampling and analysis.
