Good Day:

Thank you for the opportunity to candidate for this significant position of responsible charge. I

offer 26 years progressive experience in the design, construction, and management of bridge

projects including municipal and transportation projects in a variety of disciplines, including:

bridges, highways, rail, and ports/marine facilities. Six of the more recent years have been as

Engineer In Charge for two internationally recognized firms. My Maryland PE license is

current, and me VA license is renewable. My degrees are in Civil Engineering (BSCE) and

Physics, with an emphasis on structures. I am comfortable and able to communicate effectively

both orally and in writing, and have prepared executive correspondence and presentations

throughout my career.

The bulk of my Structural experience was gained in Philadelphia, PA and Alexandria, Virginia,

working for Steinman (a.k.a. SBGB, now Parsons Transportation Group) and HNTB Corporation

over a continuous span of 18 years, primarily in bridge design and construction. Primary clients

included FHWA, MSHA, The Government of the Virgin Islands, VDOT, Richmond Metropolitan

Authority, and Arlington and Fairfax Counties. I have experience writing technical proposals for

MSHA, and comfortable in Microsoft Word, Excel, and Power Point.

SBGB highlights included construction and condition inspections for two suspension bridges and

two major river crossings out of their Philadelphia office. Responsibilities also included

structural ratings of various existing structures under Tom Fisher, PE and David Greenwood, PE,

(current VP for Wilbur Smith & Assoc. (now CDM Smith) in Baltimore).

Northern Virginia highlights included the Widening of I-95 and HOV Lanes Extension from

Springfield to Lorton, Urbanization of US 1 in Crystal City (adjacent to the Pentagon), and the

Woodrow Wilson Bridge Surveillance Project providing variable message signs and CCTV

around the Capitol Beltway in DC, MD, and VA. The I-95 Project provided $400M in highway

structures for whose construction services I was directly responsible (adjusted to 2013 dollars),

including a railroad turntable for AMTRAK at their Lorton Auto Train facility.

In Richmond, HNTB served as The Engineer for the Richmond Metropolitan Authority (RMA),

a coveted relationship created by the Virginia Legislature dating back to the 1950’s when the

urban/suburban toll expressway project was conceived. An early assignment with the RMA as

HNTB’s Assistant PM for the Rehabilitation of the Boulevard Bridge began my work with toll

facilities. I coauthored and published the cover story for Construction Magazine documenting

that landmark project. I succeeded HNTB’s Project Manager for the RMA, and continued to

manage that client with an annual consultant fee of $2 Million while opening and building

HNTB’s Maryland practice as Engineer In Charge of their Annapolis office. During my tenure

as PM, I managed all consultant activity including bridge and highway design and condition

inspection, construction services, travel forecasting, architecture, MEP, and environmental

permitting. I presented RMA projects to local chapters of national professional societies as well

as drafting correspondence for the Authority’s senior staff, with whom I maintained daily

contact.

My move to Parsons Brinckerhoff (PB) in 2006 was to open their Caribbean office. I enjoyed

working with and getting to know various department heads within the USVI Government on a

major coastal highway revitalization project (incl. Governor deJongh). Responsibilities for this

client included preliminary design of an historic looking causeway in St. Thomas harbor to

withstand hurricanes while blending with 300 year old architecture. Additional work provided

for construction oversight for the stabilization of Fort Christian. As Engineer in Charge I

developed and executed the region’s strategic plan, participated actively in professional

organizations, maintained clients, contracted and managed subconsultants, coordinated public

hearing presentations with the Office of the Governor and FHWA, and managed the bottom line

for our projects. Furloughed in 2009 as our projects became unfunded, I returned stateside to

become the Resident Professional Engineer for the International, Annapolis based design-build

firm CCE, Inc., and to make up for time missed with my children.
